Contract Services for Legal Support for the Social Service ProgramIntroductionThe Pueblo of Jemez is seeking to contract two (2) NM Licensed Attorneys to provide legalCounsel services for the Social Services program. The Scope of Work is specified under Project Scope of Work section.Request for ProposalsThe successful offeror will submit a response to this Request for Proposal in sufficient detail to allow a thorough evaluation of its suitability for this project. Offeror shall provide descriptions of projects undertaken of a similar nature that include dates, locations, and at least one reference for each project listed. In addition, the offeror will provide a list of key personnel who will be assigned to the project and include their resumes. A detailed description of work to be performed by each sub-contractor must also be included. Please note that it is the prime contractor's relevant experience and expertise that will count the most during evaluation of the proposals.Project Scope of WorkThe scope of work for this project includes:Legal Services: To provide legal services to the Social Service Program including, but not limited to:Legal services support will be provided to program staff on cases in all victim case types such as child abuse/neglect, domestic violence, elder, and vulnerable adults and other victims of crime. Legal services support to victims of child abuse/neglect, domestic violence, elders and vulnerable adults and other victims of crime.Legal services support in reviewing language in documents that will be submitted to Tribal, State and Federal courts.Support services in reviewing and making revisions to documents that will be submitted to Tribal, State and Federal courts. To provide legal assistance to all victims receiving services from the Social Services Program, including, child victims. Attorney services will not represent the offending parent(s) and/or perpetrators. Legal assistance will include, but is not limited to:Legal representation of Indian Child Welfare Act (ICWA) cases in State courts.Legal representation in Jemez Tribal Court and other Tribal Court.Legal representation in Federal Court.To provide assistance with policy development and training on tribal and other federal and state laws that affect the Social Services Program, including assisting the Social Service staff in understanding policies and procedures within the Jemez Tribal Court, State Court and Federal Court. To provide assistance to the program in the victim related codes by reviewing and revising the Children’s Code, Domestic Violence Code and the Elder and Vulnerable Adult Code and program policies along with the related training on local, state and national laws on their application and usage in the Jemez Tribal Court.Term of Contractual ServicesThe Pueblo of Jemez will execute a contractual services agreement with the attorneys selected. The term of the contract shall be for one (1) year, with the option of renewal for up to three (3) years.Right to Accept or Reject ProposalsThe Pueblo reserves the right, at its sole discretion, to award a contract to the Offeror whose Proposal and Cost Proposal is most beneficial to the Pueblo. The Pueblo further reserves the right, at its sole discretion, to accept or reject any or all Proposals and not award a contract to any Offeror.The successful Offeror shall execute a Professional Services Agreement with the Pueblo following award of the project. Provisions of the Professional Services Agreement will be negotiated by the Contractor and the Pueblo but must be consistent with the scope of work, including deadlines, as described above.The Pueblo will not pay any cost incurred in the preparation or submission of Proposals.Evaluation CriteriaThe bid shall be a minimum 12 point font and limited to a maximum of 10 pages, excluding the cover page and table of contents. Please include a Cover Letter with your submittal. The Cover Letter containing at a minimum: Firm name(s), address, telephone number, email address and contact person(s). The Cover Letter shall be limited to no more than two pages. Cover Letter will not count towards the total page count.The proposals will be evaluated on the following criteria:Firm Description and Qualifications (15 Points): Provide a description of the firm and qualifications. Project Staff (15 Points): Brief narrative of relevant professional qualifications and competency of staff and consultants/sub-contractors who will be assigned to this project. Identify any sub-contractors to be used in this project.Project Approach and Timelines (30 Points): Describe project approach and timelines for implementation and completion including follow-up.Relevant Past Experience (20 Points): Discuss similar contracting projects your firm has been involved with and provide, at least, one reference.Relevant Past Experience working with Indian Tribes (5 Points): Describe past work for tribe, tribal government and/or organization.American Indian/Alaskan Native involvement & ownership (5 Points): Describe percentage of American Indian and Alaskan Native ownership of business.Cost based on hourly rate, please detail any other expenses to be billed in addition to the hourly rate (10 Points).Due Date, Place for SubmissionProposals must be delivered on or before the due date and time specified. Proposals submitted after the due date and time of submission will not be accepted. Proposals must be written and no fax or email submissions will be accepted.Office hours for receipt of proposals are Monday through Friday 8:00 a.m. to 4:30 p.m., excluding holidays.DEADLINE FOR SUBMISSIONS: June 11, 2021Submit (3) copies of proposals.
