GREETINGS FROM THE FOREST Dear Parents: Welcome to Carolina Forest International Elementary. This Student-Parent Handbook was prepared for our families to help acquaint you with school policies and procedures. It provides basic information and should be used in conjunction with the Onslow County Schools Student Related Board of Education Policies and School Buss Safety Regulations Handbook. Please note that this handbook is not all inclusive, especially regarding discipline and COVID-19 related issues/guidelines. Some content information may be subject to change. Our goal is to provide the best academic experiences that are rigorous, relevant and build positive relationships. We believe teamwork and communication between home and school is critical to the success of all students. Positive feelings about attending school, your child’s teacher, and the total school program will help your child succeed educationally. Please feel free to email your child’s teacher to schedule a conference. I welcome your suggestions, concerns, and support as we make this another great year in the Forest! The COVID-19 pandemic has necessitated some changes to Carolina Forest International School policy for the 2020- 2021 school year. These changes are intended to protect the health of our students and staff members. I appreciate your understanding and cooperation as we navigate these “new waters” together. Sincerely, Leanne Ervin, PrincipalATTENDANCE POLICIES/PROCEDURESRegular attendance plays a very important part in developing a positive attitude toward school and learning.? We ask that children come to school on time.? Excessive tardiness will be monitored. The school social worker will contact parents/guardian for excessive tardiness.In order for a student to be counted present, he/she must be in attendance at least one-half the school day. Anyone who checks out before 11:30 a.m. or checks in after 11:30 a.m. is counted absent for the day. If a student arrives late to school, he/she must to be checked in by an adult.?The child will then be sent to his classroom teacher with an admission slip.? Please help us to develop good attendance habits for your child.Students will not be allowed to leave school with anyone other than a parent unless prior permission has been granted by the school office. ?DUE TO THE HEALTH AND SAFETY CONCERNS RELATED TO COVID-19, ANYONE CHECKING OUT A STUDENT MUST PRESENT A PHOTO STATE ISSUED DRIVERS LICENSE AT THE DOOR AND WAIT. ONCE VERIFIED, STUDENT WILL BE CALLED AND OUR OFFICE PERSONNEL WILL PROVIDE A SIGN OUT FORM FOR SIGNATURE AND THE STUDENT WILL BE BROUGHT TO THE FRONT DOOR. If your child is absent from school, please provide a written note to your child’s teacher describing the reason for the absence on the day he/she returns to school.? These notes will be kept on file in the office.? If your child is going to be absent for several days, please contact the school.? If you are planning a trip that results in an absence(s) from school, please contact the principal at least 5 days prior to the trip. Requests for approved absences are not guaranteed and are determined at the principal’s discretion.The following reasons shall be considered acceptable for lawful (Code 1) absences: (1) personal illness, (2) certain illnesses in the home, (3) death in the immediate family, (4) religious observances, (5) any pre-approved trip that the principal determines to have educational value.? Letters from the school social worker will be sent home after three absences have occurred.Absence codes are as follows: Code 1 – lawful, Code 2 – unlawful, and Code 3 - suspension from school. See also: OCS Board Policy 4400 for absences considered excused.When a student has accumulated ten (10) unexcused absences and/or 10 tardies/early checkouts, the principal/designee may conduct an investigation to determine if the parent or guardian has made a good faith effort to comply with the law and Board Policy.? A student who is absent is responsible for making up all assigned work regardless of the reason for the absence.DUE TO THE COVID-19 PANDEMIC, PERFECT ATTENDANCE WILL NOT BE TRACKED FOR THE 2020-2021 SCHOOL YEAR.STUDENTS SHOULD STAY HOME IF THEY ARE SICK AND/OR SHOWING ANY POTENTIAL SYMPTOMS OF COVID-19.BREAKFAST AND LUNCH INFORMATIONDUE TO THE COVID-19 PANDEMIC, ALL BREAKFAST AND LUNCH ITEMS WILL BE INDIVIDUALLY PACKAGED, AND CLASSES WILL EAT IN THE CLASSROOMS. Breakfast is served in the school cafeteria from 7:40 a.m. until 8:00 a.m.? Students may not enter the cafeteria after 8:00 a.m. unless the bus arrives late to school. Students will not have access to microwaves. Menus are posted on the Onslow County Schools website. Children from families whose income falls within USDA income-eligibility guidelines may be eligible for either free or reduced-price meals.? Meal prices are $1.25 for breakfast and $2.25 for lunch.? Your children may qualify for free meals or for reduced price meals. Reduced price is available at no charge for breakfast and $.40 for lunch. Your child’s application is only good for that school year and for the first few days of the new school year. You must send in a new application unless the Child Nutrition office notified you in writing that your child is eligible for the new school year. Use one Free and Reduced-Price School Meals Application for all students in your household. Applications that are not completed in full will not be approved. Students approved for free or reduced priced meals must choose a full meal. Individual items and milk selections result in a la carte pricing. A la carte items are not available for charging. Parent/Guardians may request that a message be placed on the child’s account to limit the types and amounts of items the student is permitted to purchase.? If a student in grades K-8 has no money for meals, that student will be fed and the student’s cafeteria account will be charged for that meal. Families are responsible for all meal costs for food eaten by the student until the new application has been approved. There will be no charging of individual food items in the meantime. Students who bring meals from home may purchase milk at the ala carte price of .50. Milk is included as a meal component for all pay statuses. A copy of the meal charge collection program is available at the school office, school cafeteria and for viewing online. A parent/guardian may request a printout of their student’s cafeteria account.? Contact the cafeteria manager for any account information or with questions/concerns. CONFERENCESParent-teacher conferences are highly encouraged to improve communication among parents, teachers, and students.?You may request a conference with your child’s teacher via email or written request to teacher. CURRICULACarolina Forest’s curriculum program aligns with North Carolina’s Standard Course of Study in all core instructional areas – English Language Arts (reading, writing, language, and word study); Math; Science; Social Studies, and the following Enrichment areas - Art; Music; Physical Education & Healthful Living; Library/Informational Skills; Digital Citizenship/Computers; and World Language (Chinese).?Every effort is made to meet the needs of the individual students through the use of school, county, and state resources. To make learning meaningful, content is not taught in isolation.? They will enter the building through the side doors under the breezeway (near our music room).?7:50 – 8:00 Car Riders??Please use the entrance closest to Ramsey Road and follow the traffic flow, keeping to the right for the car rider lane?Vehicles may only be parked in the designated parking areas, not in the car rider line or in the front circle driveway.?No student?is?to be unloading on Carolina Forest Boulevard.? You must wait until you reach our staff to screen your child before they exit the vehicle.?Students that answer yes to any of the screening questions or have a temperature of 100.0°F will not be permitted to exit the vehicle.? DISMISSAL~We?will be staggering dismissal as well to ensure?safe social distancing.?This is the order we will be dismissing:?Daycare Vans?and Afterschool?Child?Care??Daycare vans will be dismissed out?of?the front doors to the bus lane where they will load into their?proper daycare?van.?Afterschool?childcare?students?will walk to their assigned trailers.?Walkers and Bike Riders?Students will exit from the cafeteria doors.?Siblings will meet up inside the cafeteria prior to leaving our building.??Bus Riders?Buses will be called one at a time to load students.?Students will exit from our main doors in the front of the school and walk directly to the bus lot.?Car Riders?Please use the entrance closest to Ramsey Road and follow the traffic flow keeping to the right for the car rider lane.?Vehicles may only be parked in the designated parking areas, not in the car rider line or in the front circle driveway.?Car rider tags are required and must be in the front window, visible to employees for afternoon dismissal.?There will be no walk-up dismissal for car riders this year. Car riders MUST be picked up via a vehicle through the car rider line.?If you forget or lose your tag, you must park and show your ID at the front door to receive a temporary or new tag before the student will be released in your custody.?NO STUDENT IS TO BE UNLOADED ON CAROLINA FOREST BOULEVARD. YOU MUST WAIT UNTIL YOU REACH OUR STAFF TO SCREEN YOUR CHILD BEFORE THEY EXIT THE VEHICLE.??DELAY, UNEXPECTED EARLY DISMISSAL, OR SCHOOL CLOSINGDuring extremely bad weather, it sometimes becomes necessary for a decision to be made concerning the delay, early dismissal or closing of school.? Since we are a county school system, all decisions must reflect what is best for the entire county.? In order to let OCS stakeholders, know as quickly as possible, school officials ask that you follow the suggestions listed below:Check the Onslow County Schools’ webpage and social media Listen to the broadcasts on local radio and TV stations.A decision to delay or close schools is usually announced via School Phone messenger/text as early as possible.?Likewise, early dismissals are announced as soon as the decision is made.DO NOT telephone the weather bureau, radio or television stations, newspaper offices, school officials or any school offices.? Please call the Onslow County School’s Information Line at 989-2211.THE ABSENCE OF ANY ANNOUNCEMENT MEANS THAT SCHOOL WILL OPERATE AS USUAL.DISCIPLINE (COUNTY POLICIES)See the Onslow County “Student Discipline Policies and School Bus Safety Regulations” handbook.DISCIPLINE POLICIES STATEMENTIt is the belief of the administration that school should be a place where students behave in an appropriate manner, so as not to interfere with the teacher’s job of teaching or the student’s job of learning.? We strive to provide an atmosphere of communication and cooperation among students, teachers, and parents.? This atmosphere should be one free of fear, indignities, danger, or disruptions.? Students develop their academic talents during these years, but also develop respect for each other, a sense of fair play, and respect for adults.? Students are expected to obey reasonable rules.? Teachers make every effort to reward good behavior just as they must stop inappropriate behavior. Students who participate in extracurricular activities/councils/school-sponsored teams are responsible for leading by example. Should any of these students receive an office referral, they may lose the privilege of participating in the activities at the administration’s discretion. DRESS CODE (K-5 Student)FACE COVERINGS/MASKS Students will be required to wear face coverings/masks on school buses. Students will also be required to wear masks/face coverings in the school building and classrooms. The District is providing two washable masks per student for the 2020-2021 school year. Student face masks must be appropriate for school.The dress and appearance of students has a significant effect upon conduct and behavior while at school. It is expected that students will be dressed and groomed appropriately for the age group of the individual. Carolina Forest International Elementary School, in accordance to OCS Board Policy has adopted the following dress code guidelines:No hats inside of buildings.Appropriate shoes should be worn for safety, keeping in mind students have daily recess and physical activity. Flip flops are not safe footwear and are not permitted. Shoes must have a heel strap. No brief or revealing attire. Shorts, skirts, and skorts must be appropriate length (finger length). Baggy pants/shorts are not permitted. A jacket or shirt should be worn over/under tank tops and spaghetti strap shirts/dresses to cover shoulders.Clothing that encourages the use of tobacco, alcohol or other drugs, or contains the use of profanity is not permitted.Leggings, jeggings, yoga pants and other tight-fitting clothing are not to be worn without an over garment that is finger length.Special dress days such as hat day, PJ day, etc are approved on occasion by the administration and will be announced in advance.School administration will make the final decision on appropriate dress and actions rendered.EMERGENCY PHONE NUMBERSIn case of an emergency, the school must have at least two working phone numbers to call in case of injury or illness. Forms for updating this information can be found on our school website. In order to ensure you receive emergency phone calls/messages from the school or district, this information must be up to date in the school’s database. To update this information please complete the “Contact Information” on our school’s website.FIELD TRIPSStudents may have opportunities to participate in off campus activities throughout the year. Information on the purpose of the trip, the cost, and schedules will be shared with parents before the trip. Many of the trips require special bus arrangements and advance ticket purchases. Therefore, we ask that you please adhere to the payment deadlines and due dates. No refunds for fieldtrip payments will be given. Late payments and/or permission slips will not be accepted. If you need to make special arrangements or request, please notify your child’s teacher as soon as possible. Parental permission slips will be required for all students who leave campus during the school day for a field trip. Approved chaperones may ride the bus, space provided. Parents riding the bus and/or chaperoning must be fingerprinted through Onslow County Schools. FORMS OF PAYMENTWhen making payments to Carolina Forest International Elementary School, we accept cash and checks.? When writing a check, please make sure current address and phone number is included on the check.? The students name and teacher name should be written in the memo section of checks. Onslow County Schools uses a check recovery company for all returned checks.? There will be a $25.00 fee for all returned checks. The school will not be held responsible for lost cash should you choose to send cash in with your child.When making payments for lunch accounts, make payment to Child Nutrition.?You can visit the cafeteria to make payments or pay online using a credit card onslow.k12.nc.usGRADING POLICYAll parents and students will be notified by the classroom teacher regarding specific grading procedures for that class.? Interim reports and report cards will be sent on a nine-week schedule. Onslow County Elementary 10pt. Grade Scale for grades 3-5:A: 90-100 B: 80-89 C: 70-79 D: 60-69 F: 59 and belowTeachers will communicate their grading expectations within the first 10 days of school.GUIDANCE COUNSELORCarolina Forest has a Guidance Counselor who conducts small group, whole class, and individual student and class counseling sessions.? The counselor is available to assist students and parents who are experiencing school-related problems with their child and to assist/teach units needed by students.? Please call the school to schedule conferences with the counselor as needed.? Informative parent sessions may be scheduled during the school year by the guidance counselor.? Additional information will be sent home concerning the dates, time, sessions being offered, and speakers for these sessions.HEAD LICEHead lice are blood-sucking insects that live on the scalp and hair of humans.? They are transmitted by direct contact with others who are infested, wearing infested clothing, using infested combs and brushes, and other types of contact. The school recommends that you check your child regularly at home.?Students who have head lice must be picked up from school immediately for treatment.? Students who return after having head lice must be brought in by a parent and checked by the school’s nurse or designated office personnel.? Students may not ride the bus until they have been cleared from the office. HOMEWORKStudents in all grade levels may be assigned homework.? Homework is an integral and relevant part of every student’s instructional program.? Homework assignments reinforce/extend classroom instruction. Expectations will be communicated by classroom teachers within the first 10 days of school.Honor Roll/Principal’s ListStudents are to be recognized for academic achievements throughout the year.? The Honor Roll recognition will be given to students meeting specific criteria.? Students must be working on or above grade level and receive no grade below A or B in any area.?Students must have at least an S in enrichment classes and conduct. Handwriting will not be a determining factor in this honor.?Those students who are exhibiting exemplary performance in the classroom will be recognized with the honor of Principal’s List.? These students must be working on or above grade level and maintain all A’s. We hope to encourage students to work hard to earn this honorILLNESS OR INJURY OF STUDENTIn case of illness or serious injury, the following procedure will be followed:If a student becomes ill or injured at school, the parents or guardian shall be notified as soon as possible by telephone.A student who is ill or injured shall not be removed from school until the parent or guardian has been notified or until a reasonable attempt to reach the parent has been met with failure.If a reasonable attempt has been made to reach the parent or guardian and has failed, in cases of emergency due to critical illness or injury, a student will be sent to a medical facility via ambulance.? The parents will assume the responsibility for the cost of the transport and medical attention.Parents will be contacted for fevers of 100 degrees Fahrenheit. Students should be kept home until fever free for 24hrs (without use of fever reducing medication). This also applies to a student who is vomiting or experiencing diarrhea.STUDENTS SHOULD STAY AT HOME IF THEY ARE SICK AND/OR SHOWING ANY POTENTIAL SYMPTOMS OF COVID-19.STUDENTS SHOWING SYMPTOMS OF COVID-19 WILL BE ISOLATED IN A CARE ROOM WITH ADULT SUPERVISION AND WILL NEED TO BE PICKED UP AS SOON AS POSSIBLE.IMMUNIZATION RECORDNorth Carolina law requires that each child have an up-to-date shot record on file at school.? Kindergarten and new students are given 30 days from the time of enrollment to get the school a copy of the student’s shots.? The students will be suspended from school after 30 days if the shot record is not presented to the school.? Students’ shots must be kept up to date in order for the child to be allowed to attend school. LOST AND FOUNDClothing which is easily lost (gloves, hats, coats, etc.) should be marked with the owner’s name.? Lost items will be kept 2-3 weeks before being donated to the Salvation Army.? The “Lost and Found” is located in the cafeteria. ?Reminder: Do not bring any items of value; the school is not responsible for lost or stolen items.MEDICATIONThe Onslow County Board of Education has adopted a policy governing the administration of medications to students during the school day.? Medications administered during school hours by school personnel should be kept to a minimum.? Every effort should be made to give medication at home before or after school hours.? Otherwise, it is the responsibility of the parent or guardian to make arrangements with the school administration for medication to be given during the school hours.? The Board assumes no responsibility for students who self-medicate or for other students who accept medications or other substances from other students or any unauthorized person.? Parents or guardians who desire the administration of prescription medication by school personnel during school hours must:Provide medication in a labeled container which includes the child’s name, the name of the medication, the unit dosage to be given, the number of dosage units, the time the medication is to be given and how it is to be administered.Have the pharmacist label a container for school use.Provide new, labeled containers when medication changes are made and remove medication from school premises when treatment has been completed. Complete and sign the permission and release forms attached to this policy and return them to the rm the school of any changes in the child’s health or change in medication. Devise an emergency plan with the student’s teacher if the child has any medical problem that might necessitate emergency planning, subject to the approval of the student’s physician.Transport any controlled or classified medication to the school.?Students are not allowed to transport controlled or classified medications.The school retains the right to reject requests for the administration of medication and may refuse to administer medication from any container that has the appearance of being altered from that dispensed by the original pharmacy.? Any medication over the counter must be prescribed by a doctor to be administered by the staff.? Example –Tylenol, etc.? MOMENT OF SILENCEThe Onslow County Board of Education has adopted the following policy for all schools: “A moment of silence shall be observed at the beginning of each school day in all grades in the school system.? The moment of silence may not exceed one minute in length, must be completely unstructured and free of any influence from any source, and no other activity shall be allowed during that time.” NEWSSchool News, announcements and special events will be communicated via School Messenger phone all call, email, flyer, posted on teacher/school website, and CFIE social media sites and school web page.NON-RESIDENT TUITIONStudents attempting to enroll in the Onslow County School System who do not have a parent/legal guardian domiciled in Onslow County will be assessed a fee.PARENT-TEACHER ORGANIZATIONCarolina Forest has an active parent-teacher organization that works hard to help the school in various projects.? The school needs all parents to be active in this organization.? The structure and time of meetings will be published at the beginning of the school year. PTO information can be found on the school’s website; the Carolina Forest International PTO Facebook Page; and the school’s social media sites Facebook - @CFIEEagles Twitter - @EaglesCfieSAFETYFire drills will be held in accordance with state regulations. First drill within the first 10 days of school.Tornado drills or other severe weather drills will be conducted in conjunction with county and state-wide drills. Lock-Down drills will be conducted on a regular basis. Students will participate in 4 lock down drills throughout the year. Parents will be notified about lock down drills.During safety drills, no one except law enforcement/safety officials will be allowed in the building until drill is over.Please be sensitive to information that will come to you in memos and newsletters announcing policies related to safety.School Bus Loading/Unloading is located in the front Circle of the school. Parking, student pick up/drop IS NOT PERMITTED here during arrival and dismissal times: 7:30am-3:15pm. The parking lot beside the school should be used by parents and visitors.? Fire lane parking is not permitted under any circumstances.?? Glass bottles and containers are not allowed at school.SCHOOL FEESInstructional Supply Fee $5.00?Art Fee?? $1.00All Students K-5: Laptop Usage Fee $25.00(Laptop Charger replacement fee $16.05)School Insurance- OptionalOther grade level fees may be included*Students are held responsible for lost and damaged devices, textbooks and library books.SCHOOL NURSECarolina Forest’s nurse is available on a limited basis to assist our students and parents with health matters.? She is not to replace your personal physician, yet to help whenever possible.?Please complete and return the Emergency Health Information Sheet ASAP and contact our nurse for any medical issues/immunization requirements/other health related issues that may impact your child at school. SCHOOL RECORDSThe Family Educational Right and Privacy Act requires schools to maintain confidential records concerning students.? Parents of students who are under 18 years of age have the right to inspect these folders.? These records include such information as grades, attendance, health data, test data and participation in special programs.The Onslow County Board of Education classifies the following as directory information:? Student’s name, age, and grade level.? School officials may release this information to any person without the consent of the parents or the student.? Any parent or eligible student who objects to the release of any or all of this information without his consent must notify, in writing, the principal of the school where the records are kept.STUDENT PROGRESSION AND PLACEMENTK-2 Promotion RequirementsBy the end of kindergarten and first grade, progress on the Onslow County School System K-2 Literacy and Math Assessments shall be considered for promotion to the next grade. By the end of second grade, students will have acquired on-grade level proficiency as determined by the Onslow County School System K-2 Literacy and Math Assessments to be promoted to the next grade level. 3-5 Promotion RequirementsStudents in grades three through five shall demonstrate proficiency with an achievement score at Level III or above in both reading and mathematics on the NC End-of-Grade tests to be promoted to the next grade. In grades three through five, subject and grade requirements shall be considered for promotion.? To be considered for promotion, a student in grades 3-5 must demonstrate proficiency with an achievement score at Level III or above in both reading and math on the North Carolina end-of-grade tests.? He/she must also meet local promotion standards. Any K-5 student who scores below established proficiency requirements in reading and/or mathematics will be considered at risk of repeating his/her grade, however, other factors such as subject/grade requirements and progress shown throughout the year on benchmark assessments and classwork will be considered in the final determination of the grade level the student will be placed in by the Principal. The only exception to this is 3rd grade Reading, which state law requires proficiency in reading to proceed to next grade level. Proficiency in 3rd grade can be obtained through successful completion of reading portfolio and scoring proficient on Read to Achieve test or End-of-Grade Reading test. TELEPHONE/CELL PHONE POLICYStudents are only permitted to use the office telephone when there is an emergency deemed by staff.?Missing homework, forgotten lunch/snack or needed materials does not constitute an emergency.?The school will not be responsible for delivering phone messages to students and not responsible for lost phones/smart watches. Student cell phones are not permitted for use by students during the instructional day or before/after school events. Cell phones and Smart watches, if brought to school, MUST be turned off and kept in bookbag during school hours and events. This is also an expectation while riding the school bus. 1st offense: Phone is taken. Teacher contacts parent to inform of offense. Phone returned to student at the end of the school day. 2nd offense: Phone is taken and held in the front office. Parent contacted. Parent is required to pick up phone from front office. 3rd offense: Phone is taken, held in front office until parent picks up. 3rd or more offenses may result in additional consequences to include detention or suspension as determined appropriate by the administration.If there is inappropriate cell phone use/contents suspected, these offenses will be handled by the administration and possibly law enforcement on a case by case basis.During administration of standardized testing, cellphones will be collected and placed in a safe place away from testing areas, then returned after all testing is over.TRANSPORTATION CHANGESParents should inform their child’s teacher of what means of transportation to and from school will be utilized. All transportation changes must be communicated in advance and in writing to ensure ample time to accommodate. Communicated changes can be accepted via email in emergency situations but should be sent to BOTH teacher AND school receptionist prior to 2:00pm.
