Background

The National Cancer Registry Ireland (NCRI) is a publicly appointed body and was established by the Minister for Health in 1991. It is affiliated with University College Cork and is funded by the Department of Health.

Functions of National Cancer Registry Ireland (NCRI)

• To identify, collect, classify, record, store, and analyse information relating to the incidence and prevalence of cancer and related tumours in Ireland.

• To promote and facilitate the use of the data collected, through approved research, and in the planning and management of services.

• To publish an Annual Report based on the activities of the NCRI.

• To furnish advice, information and assistance in relation to any aspect of such service to the Minister.

Particulars of Office

Job Title: - Electronic Cancer Data Registrar (eCDR)

Reporting To: - Cancer Data Supervisor

Hours: - 37 hours per week

Salary: -

Department of Health Admin & Clerical salary scale V will apply: - €43,628 - €52,402 including long service increments. Rates of pay may be adjusted from time to time in accordance with Government pay policy.

Contract: - Permanent

Notice: - One months’ notice in writing is required.

Annual Leave: - Annual leave is calculated at 30 days per year

Probation: - A probationary period of 12 months will apply

Confidentiality: - Officers are bound by the provision of the Data Protection Act 2018 including any other relevant legislation and must preserve strict confidentiality concerning all identifiable information of which they become aware of during the course of their work. The confidentiality guidelines of the NCRI must be read and signed by all officers, and breach of these guidelines will be sufficient grounds for dismissal.

Location: - This post will be a mixture of office and remote working within the Republic of Ireland, as business need dictates.

Coverage or backfill of other hospitals may be required.

The NCRI reserves the right to alter the base operation of any Electronic Cancer Data Registrar (eCDR) from that set out in the initial letter of offer.

Purpose

To register onto the Cancer Registration System (CRS) and follow up on all sources of newly diagnosed cancer cases and/or registerable tumours at a national level.

Job description

1. Maintain confidentiality and security of data by maintaining strict vigilance with regards to confidentiality guidelines.

2. Analyse and interpret patient information at case level from primarily electronic medical records and hospital databases / systems, to collect specified information on all cases of cancer and/or registerable tumours nationally as assigned.

3. Code diagnoses using ICD-O coding standards

4. Stage / classify tumours as per TNM Classification of Malignant Tumours

5. Record procedures and therapeutic interventions as per NCRI guidelines.

6. Trace cases notified to the NCRI through other electronic sources and register where applicable.

7. Input coded cases into the live Cancer Registration System (CRS) via a laptop computer.

8. Perform quality checks and carry out audits on CRS data.

9. Prepare and deliver CRS reports on data audit, quality and timeliness.

10. Implement any new procedures as set out by the NCRI.

11. Build and maintain key relationships through liaising with hospital staff as required.

12. Where a query arises on a registered case, review and make necessary updates as needed.

13. Liaise with NCRI IT and follow /support any IT direction given.

14. As backfill or cover contact hospitals to schedule visits, and submit chart or data request lists as needed. Pull and replace charts as required.

15. Attend training courses either mandated by management and/or optionally agreed with the Cancer Data Supervisor or Manager. Read and keep up-to-date with coding guidelines issued [e.g. coding updates, Cancer Data Registrar electronic coding folder, ICD O 3 and TNM 7th edition books].

16. Comply with hospital procedures where on site.

17. Other duties in the area of tumour registration as may be specified by management from time to time [i.e. assist with training and mentoring of new eCDRs].

18. On a daily basis the eCDR will not be locally supervised but will monitor and review their personal productivity and workload highlighting any potential problems that might contribute to non-achievement of targets to their Cancer Data Supervisor.

19. The Electronic Cancer Data Registrar is responsible for managing any issues that arise locally regarding their workplace environment [e.g. office accommodation]. Where there is difficulty in resolving issues locally it is the responsibility of the Cancer Data Registrar to inform their Cancer Data Supervisor.

Person specification

The person appointed will need to possess the following essential qualities:

1. A key priority is the ability to maintain confidentiality.

2. Be self-motivated and possess the ability to work on one's own initiative in a work environment that maybe located remotely from the NCRI.

3. Have good organisational skills, and be able to plan and manage their own workload.

4. Have the ability to be thorough and accurate, paying attention to detail.

5. Have the ability to adjust priorities where needed to meet NCRI targets.

6. Have excellent communication and interpersonal skills and the ability to communicate effectively at all levels.

7. Have excellent IT skills particularly in data entry and MS Office Suite, including file management and electronic communications.

8. Be cognizant of the importance of maintaining and updating IT security [e.g. against viruses, malware].

Qualifications and experience required for post

Essential Requirements:

• Have a nursing qualification or an allied medical healthcare qualification to a National Frameworks Qualification (NFQ) level 8 with at least 1-year post qualification experience in their field.

• Excellent comprehension of medical terminology and a good knowledge of anatomy and physiology.

• Proficiency in data entry or data management, the MS Office Suite, including file management and electronic communications.

• A full clean driving licence and own transport is essential as national travel will be a requirement of this role.

Highly Desirable Requirements:

• Experience in oncology or cancer coding.

• Have a IT qualification

• Knowledge / experience of patient data collection techniques.
