The regular session of Commissioners’ Court of Trinity County was held Tuesday, January 26, 2021 at 9:00 am in the Commissioners Courtroom, 162 West 1st street, Trinity County Courthouse, Groveton, Texas, with the following members present:

Neal Smith Commissioner, Pct. 3
Steven Truss, Commissioner, Pct. 4
1. Judge Page called the meeting to order at 9:00 am and noted that the agenda was properly filed and posted at 3:25 P.M., Jan. 21, 2021. Commissioners were present, Pct.#1 Tommy Park, Pct.#3 Neal Smith and Pct#4 Steven Truss, other officials’ present included, County Auditor Bonnie Kennedy, Sheriff Woody Wallace, County Attorney Colton Hay, JP4 Richard Steptoe, Pct1 Constable Alexander, Tax Assessor Collector Nancy Shanafelt, Treasurer Bob Dockens and County Clerk Shasta Bergman, Judge Page welcomed everyone to the meeting.
2. Judge Page led the group in an opening prayer and led the group in the Pledge of Allegiance to the American and Texas flags.
3. Public Forum.
4. Approval of the Minutes of the January 12,2021 Regular Session, was made by a motion from Commissioner Truss and seconded by Commissioner Park. Motion carried.
5. Hear Presentation by Eddie Crockett with NALCOM Wireless Regarding Sheriff’s Office Communication Upgrades and Take Action on Proposal. Item tabled at this time; more information needed.
6. Approval of a contingent fee contract with Perdue Brandon Fielder Collins and Mott, LLP pursuant to Section 103.001, Texas Code of Criminal Procedure, said contract being for the collection of delinquent government receivables owed to Trinity County and notice of said contract is posted with the agenda in accordance with Section 2254 of the Government Code was made by a motion from Commissioner Smith and seconded by Commissioner Park. Motion carried.
7. Conduct a Public Hearing Concerning Extending McQueen Road, a County Maintained Road in Precinct 4, and Any Other Roads Connected to it. Open: 9:32 A.M. Closed: 9:33 A.M.
8. Approval of Extending McQueen Road, a County Maintained Road in Precinct 4, and Any Other Roads Connected to it was made by a motion from Commissioner Truss and seconded by Commissioner Smith. Motion carried.
9. Approval of the Appointment of Members to the Trinity County Historical Commission pursuant to Texas Local Government Code Sections 318.002-.003 was made by a motion from Commissioner Smith and seconded by Commissioner Park. Motion carried.
10. Approval of Official Bonds was made by a motion from Commissioner Park and seconded by Commissioner Smith. Motion carried.
11. Discuss and Act on Pauper Funeral Payment. None presented.
12. Approval of Personnel Action Forms was made by a motion from Commissioner Truss and seconded by Commissioner Park. Motion carried.
13. Receive Monthly Payroll Report for December 2020.
14. Approval of Receipt File Listing, Specified Activity Report, and Trinity County Debt Schedule for December 2020 was made by a motion from Commissioner Smith and seconded by Commissioner Truss. Motion carried.
15. Approval of Monthly Report for December 2020 was made by a motion from Commissioner Truss and seconded by Commissioner Park. Motion carried.
16. Approval of Budget Amendments was made by a motion from Commissioner Park and seconded by Commissioner Truss. Motion carried.
17. Approval to Issue County Credit Card to Commissioners' Assistant was made by a motion from Commissioner Truss and seconded by Commissioner Park. Motion carried.
18. Approval of Service Agreement for the Trinity County Tax Office with Certified Payments to Implement Credit Card Payment Processing for Registrations was made by a motion from Commissioner Smith and seconded by Commissioner Truss. Motion carried.
19. Approval of Using Pre-Trial Diversion Funds to Purchase Office Supplies for the County Attorney’s Office was made by a motion from Commissioner Smith and seconded by Commissioner Truss. Motion carried.
20. Receive Information, Announcements and Reports from County Departments.
21. Receive Monthly Activity Report from Trinity County Sheriff’s Office.
22. Approval of the Reports for the Month of Dec. 2020 of the Justices of the Peace, County Extension Agent, Constables, County Clerk, District Clerk, County Attorney, Sheriff, Tax Assessor, Community Center, and 9-1-1 Addressing was made by a motion from Commissioner Smith and seconded by Commissioner Truss. Motion carried.
ADDENDUM AGENDA
1. Approval of terminating contract with McCreary, Veselka, Bragg and Allen was made by a motion from Commissioner Smith and seconded by Commissioner Truss. Motion carried.
23. With no further business to come before the Commissioner’s Court, court adjourned with a motion from Commissioner Smith and seconded by Commissioner Park. Motion carried.
