Among other things, the terms of reference for the AHTEG requested it to consider the needs and priorities for further guidance identified by Parties in response to decision CP-VIII/12 with regard to specific topics of risk assessment and prepare an analysis. Also at its ninth meeting, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol adopted the reporting format for the fourth national reports on the implementation of the Protocol (decision CP-9/5). The format included questions on risk assessment and risk management. Fourth national reports were due on 1 October 2019.In decision CP-9/13, the Executive Secretary was requested to collect and synthesize relevant information to facilitate the work of the open-ended online forum on risk assessment and risk management and the AHTEG. To this end, the Secretariat summarized relevant information from the fourth national reports, in particular from responses to question 69, which included information on needs for guidance identified by Parties. This information was included in section IV of document CBD/CP/RA/AHTEG/2020/1/2 and was made available for the meeting of the AHTEG held online from 30 March to 3 April 2020; the present document contains an updated version of the information. Synthesis of responses received under question?69 of the fourth national reports on the implementation of the Cartagena Protocol on BiosafetyQuestions 61 to 84 of the format for the fourth national reports relate to Articles 15 and 16 (risk assessment and risk management) of the Protocol. Question 69 asked Parties “Does your country have specific needs for further guidance on specific topics of risk assessment of LMOs?”As of May 2020, 101 Parties had published their fourth national reports in the Biosafety Clearing-House. Of those, 65 Parties reported that yes, they had specific needs for further guidance on specific topics of risk assessment of LMOs, while 36 countries reported no, they did not have specific needs for further guidance. Table 2 provides a summary of the specific topics that were indicated by Parties. Some Parties also provided information on other topics beyond risk assessment, such as detection and identification, labelling, socioeconomic considerations, communication, and others.Table 2.
