If yes then what type and thickness is the insulation and finish?Answer: Please follow Specification Section 230700, Paragraph 3.17(G) for chilled water buffer tank and Paragraph 3.17(H) for hot water buffer tank.Question 9: Detail 3, typical duct take off detail, on drawing M-203 and detail 12, typical diffuser connection detail, on drawing M-502 both seem to indicate lined rectangular ductwork with no external insulation and then external insulation on just the rigid round ductwork and the backs of the diffusers. General note 1 on drawings M-201, M-202 and M-203 says “All ductwork is lined (supply, return and exhaust) . . . “ Additionally, specification 3.14 Duct Insulation Schedule, paragraph B. Items Not Insulated: 1. Metal ducts with duct liner of sufficient thickness to comply with energy code and ASHRAE/IESNA 90.1 - seems to support there not being any external insulation on the rectangular supply, return and exhaust ductwork but the interpretation of “duct liner of sufficient thickness to comply with energy code and ASHRAE/IESNA 90.1 is unclear and we respectfully request specific direction on external insulation requirements, if any, for the following:Ductwork in the attic (outside the building insulation envelope): 1. Outside air from the intake louver to the DOAS unit. 2. Exhaust air from the DOAS unit to the exhaust louver. 3. Outside air supply from the DOAS unit to the building interior. 4. Exhaust from the building interior to the DOAS unit.Ductwork in the 1st, 2nd and 3rd floor ceiling spaces and the air riser shafts: 1. Outside air supply from the DOAS 2. Exhaust air to the DOAS 3. Supply air from the FCUs. 4. Return air to the FCUs.Ductwork in the basement crawl spaces: 1. Outside air supply from the DOAS. 2. Exhaust air to the DOAS. 3. Supply air from the FCUs. 4. Exhaust air to the DOAS unit.Answer: Lined ductwork is required for this project because of acoustical considerations and space constraints in the ceiling. R-6 insulation is required on duct and plenums inside the building insulation envelope. R-8 insulation is required outdoors and in attic space. Question 10: The North Carolina Energy Code calls for the following minimum thicknesses of mineral fiber pipe insulation (based on a minimum k-value of 0.27): Chilled Water - 1-1/2" thick Heating Hot Water: Less than or equal to 1-1/2" pipe sizes - 1-1/2" thick Larger than 1-1/2" pipe sizes - 2" thick Sections 23 07 00 3.19 B.1.b and C.1.b of the project specifications calls for a 1" thickness. What thicknesses will be required?Answer: Please follow Specification Section 230700, Paragraph 3.17(G) for chilled water buffer tank and Paragraph 3.17(H) for hot water buffer tank..Question 11: Bid Item III (deduct alternate II) eliminates all of the third floor work except for the listed items. Does this include deleting electrical room 317 along with the panels, lighting and equipment in the room?Answer: No. Electrical room, panels and temporary lighting with manual controls shall be provided.Question 12: Keyed note 6 on drawing E-601 calls for installing a remote annunciator for the generator in the boiler plant. Where is this boiler plant located and what routing are we to use to get to it? There is a remote annunciator indicated in Reception 119 (reference keyed note 4 on drawing E-302).Answer: Boiler plant is located on the main campus across the street. Remote annunciator can be connected via new data network back to the boiler plant. Confirm connection requirements with Asheville FMS staff. The annunciator in Room 119 is in addition to the one in the Boiler Plant.Question 13: Is it the intent to tie the Access Control, Surveillance and Duress systems to the existing ‘stand-alone’ networked systems maintained by SimplexGrinnell at the VA campus?If so, will dedicated Multimode Fiber be provided from Building 9 to Building 47 to integrate the Access and Surveillance devices to the existing standalone network?Answer: Yes. Yes, single mode fiber will be used to connect back to the main campus however we need to confirm that fiber was installed under a separate contract (which also ties in the residences along Riceville Road). Question 14: Will a new recording server be required for the retention of the cameras to be installed in Building 9? If so, will the recording server be housed in Building 9 or in Police Dispatch?Answer: No, recording server to be provided and installed by Asheville security. Police Dispatch.Question 15: What are the recording parameters and retention requirements for the camera additions?Answer: 12 FPS 30 day retention + 20% capacity. Working hours M-F 0700-1700Question 16: Will Intrusion Motion Detectors and the LED Card Reader/Keypads be required for the IRM Closets? Based on VA requirements, can these be changed to standard PIV Card Readers without keypads?Answer: No intrusion required, No LED required. Standard PIV reader acceptableQuestion 17: Drawing T-203, Note 21 indicates the installation of a repeater on the exterior of Building 9 and Building 47 for the communication of the wireless panic buttons. Will applicable power be provided at the repeater location on Building 47?Answer: Yes. The contractor is responsible for providing and installing the repeater and connecting to the dispatch station in Building 9. There is a note for the electrical contractor to provide a circuit for the repeater on Bldg 47. Question 18: We understand that the Safety and Environmental record information (OSHA/EPA and EMR) for the Bidder/Offeror is to be submitted with the bid. Please confirm that the requirement for the Safety and Environmental Record information (OSHA/EPA and EMR) for subcontracting tiers is applicable post award and is not to be submitted with the bid.Answer: The Safety and Environmental Record Info is not required from the subs during the bidding process.Question 19: 102113_16 (Toilet Compartments). Is it possible to get a little more clarification on the Laminate Color Selection? Specification says color to be ‘selected by Architect from Industry’s full range of colors and patterns.’ By saying ‘Industry’s full range’ I would have to find the most expensive laminate made to cover myself. Finish Schedule does not list the toilet compartments.Answer: SHEET IN401 clearly states the Toilet Compartment material to be Wilsonart “White Cypress” # 7976K-12. Countertops are also indicated as : Corian Solid Surface “Witch Hazel”, ? thick with integral bowl (bowl is Corian “Cameo White”)Question 20: 08711 (Door Hardware). Will this be a new key system or existing?Answer: Specifications call for a new key system that matches the Asheville VA campus’ existing system. The contractor will provide all keying hardware and the Asheville locksmith will key the individual locks.Question 21: Sheet AE602/AE603. Detail 2 on sheet AE 603 shows door & window frames but does not call out the material. Door Schedule on sheet AE602 does not list frame material. Please clarify.Answer: Preferably wood, however; the window frames must meet the manufacturer providing the aluminium clad wood windows recommendations. Pella is the basis of specification. Interior door frames are hollow metal. See Exterior Door Elevations for exterior door frame material.Question 22: Are there any existing pictures of the current condition of the interior of the building?Answer: See answer to Question 2 above.Question 23: Is the building considered contaminated with either asbestos, lead, mold, etc.?Answer: Yes, all three.Question 24: Has an asbestos survey been completed on the building? If not will the contractor need to provide this in their quote?Answer: The contractor is not responsible for completing an ACM or LBP survey. The A/E completed a limited survey which verified the presence of ACM and LBP throughout the building. All surfaces containing any of the hazardous materials are to be demolished and all materials properly disposed as required by local jurisdiction.Question 25: Can the crawlspace height be provided, as well as whether there is a concrete slab or dirt on the ground?Answer: There are two areas under the first floor. The A/E refers to one as a “basement”. That area is approximately 2000 sf near the middle of the building. The basement floor is concrete. The A/E refers to a “crawl space” which extends from the basement to the ends of the building. The crawl space has a soil floor. The ceiling over both the basement and crawl space is the exposed underside of the first floor concrete slab. The ceiling is a consistent elevation, however; the floor elevations change which results in floor to ceiling heights varying from approximately 72” in the basement to 36” in the crawl space.Question 26: What is the condition of the existing ACM pipe insulation within the crawlspace?Answer: Extremely poor although this question is not applicable. All existing piping and insulation is to be demolished, removed from site and properly disposed.Question 27: Are there existing ceilings within the basement, if so what type of construction?Answer: Ceiling in basement and crawl space are the expose underside of the first floor concrete slab and concrete structure.Question 28: Are there any floor finishes within the basement, if so what type?Answer: Basement floor is concrete; Crawl Space floor is soil. Question 29: Regarding asbestos abatement of floor finishes, are the multiple layers of flooring?Answer: NoQuestion 30: What is the typical interior wall construction? Example-plaster on CMU, gypsum on metal stud etc.Answer: Typically, plaster over clay tile. Also see question 42.Question 31: What is the ceiling material to be removed at the porches?Answer: Wood. Note: All or most has been removed from Front (East) and North porches since completion of separate re-roofing project by VA. Question 32: It appears that the building has no boiler room and is feed from a central boiler plant. If this is the case how far into the service tunnel will the asbestos need to be abated?Answer: Five feet outside the Building 9 perimeter.Question 33: Is a lead paint survey available for the project?Answer: The A/E completed a limited survey which verified the presence of ACM and LBP on multiple surfaces bot interior and exterior. All surfaces containing any of the hazardous materials are to be demolished as shown on the plansQuestion 34: Is there any universal waste on the project (mercury filled tubes, ballast, thermostats etc.)?Answer: NoQuestion 35: What is the extent of owner debris/equipment to be removed by the contractor?Answer: All debris/equipment inside the building are to be removed by the contractor and properly disposed.Question 36: What is the LEED certification level goal?Answer: The contractor is not required to register this project with the USGBC. The contractor is responsible for completing the LEED checklist that is included in the bid package. The goal is to attain as many points as possible, striving for LEED-Silver equivalent.Question 37: Can the Tuberculosis risk assessment be waived to reduce paperwork for all involved due to the sites separation from Hospital’s staff and patients? Answer: YesQuestion 38: On CS101 drawing 14 General note #10. Is this requested or required.Answer: Required. This was an NCSHPO request. The NCSHPO did not want regular VA traffic coming up their driveway.Question 39: What company installed the roof? Answer: Slate roof was installed by WNC Roofing and BB&T Construction. Hydrostop roof was installed by Wright Way Restoration.Question 40: Is the roof under warrantee? Answer: The normal 1 year manufacturer warranty.Question 41: Was the structure of the porch roofs repaired prior to roofing? Answer: YesQuestion 42: Detail existing interior wall and ceiling construction.Answer: See interior photos referenced in Question 2.Typical Interior walls were originally constructed of 4” tile block with 1” plaster on each side. See photos: “IMG_2595” & “P2260083” for examples. On First floor at interior stairs 2 cmu walls were added for fire doors in the corridor per 1953 drawings. See photo: “IMG_2633” Typical ceiling construction: Plaster over suspended metal lath. See photos: “IMG_5034” & “IMG_5168” for examples.Question 43: Please provide details of marble to be salvaged.Answer: Existing marble to be salvaged in toilet and/or shower rooms on first, second and third floors and 2 private bathrooms on West side of first floor as shown on indicated on AD101 and AD102. Marble showers partitions are approximately 32”-36” wide and 84” long. Some marble slabs have been broken or vandalized. Marble appears to be anchored to original existing walls. Anchor type is unclear. See interior photos: “P2270237” & “IMG_2607” for examples.Question 44: Provide estimated quantity of vertical asbestos insulated pipe.Answer: All of the asbestos insulated and non-asbestos insulated pipe must be removed. The A/E estimates 1750 linear feet total, however, this must be verified in the field.Question 45: How much existing mechanical, electrical, and plumbing is there to be removed?Answer: 100%Question 46: Requirements for security installations 28 05 is referenced but not provided. Answer: Refer to sections 27 05 11, 27 05 26 and section 27 05 33 for Common work results, Grounding and Bonding and Raceways and boxes for Security installations.Question 47: Will camera housings be pressurized? Answer: Pressurized housings are not required.Question 48: Does the access control system tie into existing card access system? Who provides connectivity? Answer: Yes. The Access Control system shall tie into the existing campus system via new single mode fiber optic cable that is installed under this project. The single mode fiber will be extended from an adjacent residence building. The single mode fiber used to connect back to the main campus was installed under a separate contract (the fiber under this contract will connect to this fiber in the basement of one of the residences along Riceville Road).Question 49: Does the security contractor provide recording licenses for new cameras on existing recording systems?Answer: YES, Cameras to connect to existing video management system.Question 50: Will electric/water will be provided to the building?Answer: Yes. There is a 208 volt pole mounted transformer that the contractor will be responsible for working with the local utility company to activate and tie to. Follow the general requirement specification for what VA will pay for and what the contractor will pay for. Water will need to come from a fire hydrant on the VA property in front of the building.Question 51: Is all the flooring in the building concrete?Answer: The crawl space (basement) floor is soil. Floors 1-3 and the attic are concrete slab.Question 52: Specification 10 14 00 SIGNAGE lists a single source manufacturer – Creative Signage. Would Takeform () – Fusion Series be an acceptable alternate?? Takeform is often times specified for VA standard signage. Answer: Yes. The single source provider was only listed as a basis of specification. If the contractor chooses to submit an alternate manufacturer’s product it must meet all specification requirements and be approved by the VA Contracting Officer’s Representative.Question 53: Drawing IN105 detail Sign Types 6, 7 and 9 which are not scheduled with the other signage. Please clarify the quantity required of the #6 In Case of Fire, #6 Do Not Enter, #6 Authorized Personnel Only, and #6 Bio-Hazard signage. Answer: Quantities for sign types 6 are dependent on final room use of the building by the VA. The general contractor should plan on providing five (5) of each. The VA (COR) will direct which doors or partitions receive the appropriate signage. If additional signage is required it will be purchased and installed by the VA.Question 54: Drawing IN105 detail Sign Types 6, 7 and 9 which are not scheduled with the other signage. ?Floor 1 – 3 details a #2 Room Sign at the Elevator. The basement level details no signage at the elevator. Should Sign Type #7 – Elevator Directory Signage be included for the basement level and take the place of the room sign scheduled for floors 1 – 3, totaling 4 Sign Type #7 Elevator Directory Signs for the project. Answer: No. Elevator Directory is NOT required for basement. Basement access will be limited to staff /employees only. Question 55: Drawing IN105 detail Sign Types 6, 7 and 9 which are not scheduled with the other signage. Sign Type 9 – Interior Door Number Decal details vinyl door decals, but they are not scheduled or specified to be included. Please clarify how many, if any, to include in the project.Answer: Reference Specifications Section 10-14-00; 2.3.D: Interior Signage Materials. See sheet AE608, Detail 1: Interior Door Elevations. New door number decal to mimic original painted door numbers on corridor rooms on first, second and third floors. The general contractor should plan on providing appropriate signage for thirty (30) interior doors. The VA (COR) will direct which doors or partitions receive the appropriate signage. If additional signage is required it will be purchased and installed by the VA.Question 56: Signage schedule Spec 101400, page 7, part 2.5.L, life safety signs read as being required. However none are shown as required on IN104. Could you please clarify if the life safety signs are required or not?Answer: Yes, all code required life safety signs are required.Question 57: I notice on the drawings (General note #1) that all duct work is to be lined. Lined duct work in a hospital is something we don’t normally do. Can we verify that they want all the duct work lined? Answer: Lined ductwork is required. Question 58: Drawing E602, Luminaire Schedule, H1 gives a link for Franklin Iron Works.? Although the link goes to Franklin Iron Works products (within Lampsplus) there is no listing for “Petersville”.? Please confirm the pendant “Petersville” and provide link.Answer: The “Petersville” pendant may no longer be available from Lamps Plus. However the fixture can easily be found elsewhere. By putting in the product code (3Y815). There is also the “VA Approved equal” statement in the Specifications.2. Please see attached Pre-Bid Conference / Site Visit Sign-In sheet and Agenda3. Clarifications:Soil abatement is not part of this project.Extermination will be necessary as it is a vacant building.Roofing was replaced with a new slate roof three years ago.
