• Bids Due: January 5, 2020 by 3:00 p.m.

• Bid Delivery: City Hall is currently closed to the public; USPS, FedEx and UPS can still deliver to the building (900 Church Street, Lynchburg, VA 24504); hand delivered proposals can be brought to the main glass doors of City Hall and the bidder will need to call 434-455-3970 upon arrival and a member of the Procurement staff will come down to receive and time stamp bids.

• Bid Opening: Since City Hall is currently closed to the public, a link to the live bid opening will be available on the City’s website at: .

3. The City will remove and relocated storage materials in the City Market basement that are currently blocking access to the project area near the roll-up door.

4. The building will be occupied during the project and will require continuous operation of all existing facilities, to include the Community Market and Criminal Justice Academy. Any interruptions to power shall be coordinated to occur after hours; Mondays the Community Market is closed and Criminal Justice Academy is closed on the weekends.

5. The metering cabinet and conduits on the exterior of the building can be used for the new service.

6. Question: Please clarify the grounding specification on Drawing E0.1, 260130, B. Grounding. Is the intent just to reuse the existing grounding electrode(s), or will new ground rods be required to meet current code requirements?

Answer: Install a new ground rod to meet current code requirements. Ground rod shall be a 3/4” x 10’ copper-clad steel rod. Connect to MDP1 with a #3/0 BCSD GEC in conduit. This ground rod is in required in addition to connecting to any existing grounding electrodes, as required on the drawings.

7. Question: Drawing E0.1, 260173 - Power System Analysis calls for both a power system analysis and arc flash analysis; and to adjust breakers per recommendations. Are the ratings for the new panels adequate? I'm assuming the analysis's would have to be performed, submitted and approved prior to getting submittal approval on the new panels to insure proper ratings. I'm not sure 90 days is an adequate amount of time to accomplish all of this.

Answer: To achieve the required construction schedule, Power System Analysis may be submitted after the Panelboard submittal. Assume the AIC ratings on the drawings to be correct.

8. Question: Drawing E0.1, 260300- Raceways, it states to use GRC or IMC conduit. Will EMT conduit with compression fittings be acceptable for use inside the building? Please confirm EMT conduit can be used throughout the project in lieu of rigid steel, and specify the type of fittings (i.e. steel, set screw).?

Answer: EMT conduit with compression fittings is acceptable in lieu of GRC or IMC indoors. Where conduit is run exposed outdoors, GRC or IMC is required.

9. Question: Drawing E3.0, at the location shown for the new 36”x36”x28” junction box, is it the intent of this project to tie all of the existing conduits in this area to this new junction box or just the elevator feed as shown?

Answer: The 36"x36"x28" junction box is only intended to intercept the feeds that are being re-routed back to the new service entrance equipment.  This would include the feed to the Elevator.  Other feeds that are not affected by the panel re-location can remain as existing.

10. Question: Drawing E5.0, Panel BR1 is shown as being a 3 phase 4 wire panel. In the panel schedule for Panel MDP1 the breaker shown feeding this panel is shown as being a 2P 400A breaker. Which is correct?

Answer: The new Panel BR1 should be a single-phase panel.  Arrange the feeder breaker for Panel BR1 in MDP1 such that the high leg is not passed to panel BR1.

11. Question: Will a revised panel schedule be issued for panel "BR1 in regards to the above question"?

Answer: Yes, refer to the attached Revised Sheet E5.0.
