PREFACE:

The Clarkstown Police Department will be accepting bids on the following body and accessories to be mounted on a supplied 2004 Ford F-350 4X4 chassis-cab. The chassis-cab will be available for inspection by prospective bidders upon request.

ADDITIONAL SUPPLIED EQUIPMENT:

The Clarkstown Police Department shall supply the winning bidder the following items for installation into the vehicle:

1. Two Motorola two-way police radios for installation into the installed console. Model number of the radios will be available on request. Installation will include full power and mounted radio antennas, but will not include programming of the radio frequencies. Accessibility will be provided for the Town Of Clarkstown to program the radios after receipt of the completed vehicle.

2. One Davidson model 592-61 fiberglass 6’ stepladder for installation into compartment RR2.

BIDDER TO SUPPLY FULL WORKING DRAWINGS:

All bidders shall provide complete working drawings of the body, in both closed door and open door configurations. Said drawings shall show all sides of the vehicle, including left (driver’s), right (passenger’s), front, rear and overhead views and contain fully labeled dimensions. Said drawings shall also include all bidder supplied accessories in their mounted position in the drawings. Additionally, drawings of the center mounted cab console shall be supplied. Any bidder failing to comply with this requirement may be disqualified.

SPECIFICATION EXCEPTIONS:

All exceptions to the following specifications must be so noted on a separate attached “BID EXCEPTION” sheet. Bidder must label each exception as to the section number and section title, then explain the exception in full detail. Bidder must supply any and all available documentation and/or specifications for any exception to the required bid. Any exception to the specifications may disqualify the submitted bid.

Crime Scene Unit BODY & VEHICLE CONVERSION SPECIFICATIONS:

I. RESCUE TYPE UTILITY BODY:

The body will 144"(12 ft) long x 92"wide x 60"high. The body will have 8 exterior compartments and an enclosed center payload area 90"long x 50" wide accessible from the rear of the body.

Specialized compartmentation will be provided as follows:

Three compartments on the left (driver’s) side of the vehicle, designated as L1, L2, L3 from front to rear.

Three compartments on the right (passenger’s) side of the vehicle, designated as R1, R2, R3 from front to rear.

One rear compartment designated as RR1.

One roof mounted compartment accessible from the rear, designated as RR2.

L1/R1 will be transverse.

L2/R2 will be horizontally hinged.

RR1 will extend forward to include the space behind the L2 & L3/R2 & R3.

The body will mount on a chassis with an 84" cab to axle. The vehicle should have a minimum GVWR of 11,200 lbs.

II. DIAMOND PLATE PROTECTION PACKAGE:

The body will have aluminum diamond plate installed in areas that have access or a possibility of damage. The corners of the body will have bent diamond plate as high as the exterior. The rear step area will have diamond plate wells or kick type protection panels. The wheel skirts will be diamond plate. The front of the body will be covered up to the drip molding or up to the same height as the exterior compartments.

III. STEP BUMPER CONSTRUCTION:

The rear step of the apparatus will be a full width and wall not to exceed 10 inches in depth. The bumper will be constructed of aluminum diamond plate. Each end of the bumper will be rolled fabricated to form an aluminum diamond plate impact absorbing 8'' x 20" x 9" removable bumper end. This will allow for the installation of rubber bumpers if required. The assembly will be bolted together with stainless steel nuts and bolts.

The step's sub-structure will be constructed with 1-1/2" x 3" steel channel for strength. The channel will be welded directly to the chassis frame and will be placed as to form a structural matrix and keep the body in a complete modular form.

There will be an aluminum diamond plate kick plate above the bumper.

IV. MOUNTING OF THE BODY:

The body will be mounted to the vehicle with the use of 5/8" steel "U" bolts. There will be a minimum of eight (8) "U" bolts used. The body will rest on non-metal sills that shall be tapered 1/2" from the front to approximately 4" back. The sills will be supported by 1-1/2" x 3" x .250" structural aluminum channels with an alloy and temper of 6061-T6 and an ultimate strength of 42,000 psi. The channels will run the full length of the vehicle chassis rails. The channels will be cross channels that will be welded to the side of the body doorframe extrusions.

The chassis to the frame rails will be blocked with "C" channels to prevent damage to the frame rails while installing the "U" bolts. Nylon tape will be installed between the "U'' bolts and "C" channels to prevent electrolysis.

V. SMOOTH ALUMINUM EXTERIOR COMPARTMENTS:

All exterior compartments will be constructed of .125" thick aluminum plate with an alloy and temper of 5052-32. The bottoms of all compartments will be constructed of .190" thick aluminum plate with an alloy and temper of 5052-H32. This alloy and temper will have an ultimate strength of 36,000 psi.

All corners or seams will be heliarc welded fully. No seam caulking is to be used or acceptable. All compartments will be vented with 9" vents. These vents must be removable. All compartments will be of the "sweep out design".

The compartment walls will be furnished with a brushed “DA” aluminum preparation/finish.

VI. COMPARTMENT DOOR CONSTRUCTION:

All door edges and doorframes are to be constructed of a specially designed extruded aluminum shape of 6061-T6 alloy and tempered with an ultimate strength of 42,000 psi. All doorframes will be heliarc welded to the exterior sheets and to the side structure channels. The exterior sheets fit into the doorframe and are welded to the frame from the inside of the body. The door edges are all heliarc welded together and to the outer panels. Exterior door panels are .125" thick 5052-H32 aluminum plate with an ultimate strength of 35,000 psi. The panel fits into the door edge extrusion and is welded to the extrusion from the inside of the door.

Fabricated box pan or overlapping construction will not be acceptable (no exceptions).

The inner door liners are to be constructed of aluminum diamond plate sheets with an alloy and temper of 3003-H12. The liners will be fastened to the door extrusion with stainless steel hardware, the same heavy-duty manner as the main compartment and access doors.

VII. STAINLESS STEEL DOOR HINGES:

All exterior compartment doors shall access doors and will be equipped with a three (3) inch stainless steel, continuous hinge. The hinge will have a full-length 1/4" stainless steel pin. All hinges will be bolted to the door and doorframe with 1/4" stainless steel bolts for easy removal if damaged. The hinge will be separated from the door and frame by a Mylar strip, which is a corrosion barrier.

VIII. RUBBER DOOR GASKETS:

All compartment doorjambs are to be completely sealed with rubber automotive tube type gaskets. The gasket will be adhesive bonded into place and will be completely compressible to prevent the intake of water and dirt.

All second opening doors will be equipped with a center seal bar that will also have a tube type rubber gasket.

IX. SLAM LOCKS – ROTORY:

All exterior compartments shall be equipped with an A.L. Hansen model #2102L door handle equipped with a stainless steel locking bent "D" ring. The handle shall be of an offset type and shall be able to be used with a "gloved" hand.

The door handle shall be bolted in place to allow for easy repair and replacement if damaged. The latching device shall be a Thomas model #R400 Two Detent "Slamming" type lock. The slam latches will be controlled with connecting rods. NO CABLES ARE TO BE USED.

X. GAS-FILLED DOOR HOLDER:

The horizontally hinged compartment doors (L2 & R2) shall be held in a 00 degree position with a gas filled “hold up” device. Each end of the device is a ball socket type. The hold open device shall be pound rated as to the weight of the door.

The arm will have cam type action, which will react after the door closes over 50%. The arm will be bracketed and bolted into place with 1/4-20 stainless steel bolts that are tap threaded. NO RIVETS OR SCREWS WILL BE USED.

XI. WHEELWELL LINERS:

The wheel well openings will be sufficient sizes to permit the utilization of tire chains or other traction devices. Each wheel housing will have full fender linings. The lining will be .090 aluminum. The linings will be rolled as to eliminate pockets that will trap and collect dirt. The liners will be fully seam welded and capped to the inside. NO CAULKING WILL BE USED.

The skirt will be .125" thick smooth aluminum sheet that is welded into place. The wheel edge will be trimmed with a rolled 1" x 1" aluminum angle that is welded in place. The trim angle will have a approximate radius of 50".

XII. BODY PAINTED TWO (2) COLORS:

The supplied chassis-cab will be supplied to the winning bidder painted standard Ford OEM black. The cab roof and pillars will be painted white by the winning bidder. The body will be painted to match the chassis-cab colors, the exact paint break design will be determined with the winning bidder.

Prior to applying the first coat of primer, all removable hardware items such as: doors, hinges, diamond plate, grab rails, etc., will be removed. The entire body will be fully ground smooth and sanded to eliminate any visible weld deflections. The aluminum will then be properly washed and cleaned with metal etch compound to assure proper paint adhesion. The entire body will be primed with at least two (2) coats of primer, this will include the interior of the body to prevent moisture and oxidation build-up. (NO EXCEPTIONS) Prior to applying the first coat of finish paint, the body will be hand sanded and rubbed with tack cloths to remove any loose dirt and dust from the primer. There will be a minimum of two (2) coats of final paint.

XIII. 12-VOLT WIRING SYSTEM:

The complete 12-volt wiring system and electrical appliances will be to modern automotive standards throughout the installation. Extreme care will be exercised to provide for easy serviceability of the system in the future years.

The wiring will be SXL thermoplastic high temperature gauge wire rated at 125° of current load mounted in 300deg protective loom in all areas. The wire will be 14-gauge minimum or wire gauge not to allow a 10 % voltage drop from power to using device.

Four-wiring looms will be totally encapsulated in vinyl, with wires preprinted with the function every 6''. All wiring will be especially harnessed with Teflon type wire locks and clipped to body members.

Where wire passes through sheet metal, large rubber grommets will be used to protect both wiring and wire looms. All electrical connections will be with mechanical type fasteners to terminal boards.

All 12 volt wiring to the super-structure and/or rear of the module will be routed down each side of the apparatus body in an electrical conduit raceway over the exterior compartment doors.

All 12 Volt wiring from the cab to the body will be protected from engine manifold, engine exhaust, and muffler that could expose the wiring to severe overheating during long periods of operation. Proper installation and heat deflector panels must be installed in such areas.

XIV. CAB MOUNTED CONSOLE AND 12 VOLT MASTER SWITCH (NFPA1901):

The cab will have a center control console mounted in front and in between the driver and officer’s seats. The console will be fabricated in aluminum with continuously welded corners. The top will be removable and bolted in place. The top will be made of aluminum and covered with black vinyl. The console will be as wide as possible and have book storage slots in the rear section. Each side forward of the seats will have removable louvered vents to reduce heat and create access panels to the wiring. The console will be "DA" finished on all sides.

The control of 12 Volt electrical appliances and equipment installed on the chassis and body will be centrally located in the cab. The console will be convenient to both the driver and the passenger.

The console will be fabricated of .125 aluminum. The box will be tapered from front to back.

There will be an area for map/book storage and radio head installations.

The console will hold as many modular switch panels as required by usage devices demand.

The cab console will have a NFPA master shut off switch with a pilot light.

XV. 12-VOLT POWER DISTRIBUTION CENTER:

The 12-volt power distribution panel will be located in compartment R1. The panel will have a printed circuit board. The board will have on-board diagnostic LEDs. The green LEDs will show the status of the input side of the power while the yellow will give the output status. The board will be 4.5" wide x 6" long x 2-1/2" high. The board wiring will be ganged together for the required number of circuits. The board will bolt into place and have insulated stand off separators.

The board will have SPST 40 amp relays and 30-amp output rating for each circuit. There will also be 20 amp manual resetable circuit breakers for each circuit. Each relay and circuit breaker will be socket type easy replacement. All inputs will have diode protection to eliminate voltage backfeed.

The panel output will be via 8-position screw type barrier strip. The electrical voltage input will be through a metal bus bar.

XVI. PRECO MODEL #LDA-50 BACK UP ALARM:

One (1) Preco #LDA-50 or equal hi-tone type back up alarm will be installed to operate when the chassis is placed into reverse.

XVII. COMPARTMENT LIGHTING:

WELDON RECTANGULAR COMPARTMENT LIGHTS: The compartment light will be a Weldon model # 2030. The light will be 2 1/2"x 6" and have a flat back. The lamp will have 32 c.p. and be 12 volt DC powered. The compartment light will be activated by a bracket-mounted switch that the compartment light is mounted to also.

XVIII. TAILIGHT CLUSTERS:

The rear of the body will have (2) taillight Tri-Clusters. Each cluster will house (3) DOT/ICC Approved 4"X 6" lights. One (1) LED red Stop/Marker, One (1) LED amber Turn and One (1) Halogen white backup. The light Cluster will be enclosed in a custom manufactured surface mount housing.

XIX. I.C.C. RUNNING LIGHTS:

The apparatus body will be equipped with side & rear marker lights and reflective units. All these lights must conform to DOT standards for such vehicles of this type and classifications. All marker lights will be connected to and operated with the operation of the headlights or the ICC lights circuitry of the chassis. All lighting units are to be installed along the rub rail area (when required) and will be recessed for protection.

Body lights are to be Weldon LED or equal with chrome guards and coloring to be as required.

XX. FRONT WARNING LIGHT BAR:

The apparatus shall be equipped with the following roof mounted warning device:

The light bar will be located on the vehicle roof, utilizing the manufacturers permanent mount. The light bar will be equipped with halogen takedown lights and alley lights.

All various light bar functions will be activated via custom labeled switches on the cab console.

XXI. LOWER WARNING LIGHT SYSTEM:

The apparatus will be equipped with a complete lower visual warning system that will included the following lighting devices:

Rear Warning: Two (2) Red – 3x7

All various lower warning lights will be activated via custom labeled switches on the cab console.

XXII. LOWER WARNING LIGHT SYSTEM CONTROLLER:

All Strobe warning lights will be controlled by a 12 position Strobe Power Supply. This Power Supply will use the Quad flash warning flash pattern for maximum visibility. This power supply will master synchronize all strobe warning lights on the vehicle body in the lower warning category.

XXIII. TRAFFIC ADVISOR:

The apparatus shall be equipped with the following special visual warning device:

The Traffic Advisor shall be located as follows: Rear of body above RR1 compartment doors.

XXIV. ELECTRONIC SIREN:

The apparatus shall be equipped with the following electronic siren.

Options: 100-Watt Siren W/ PA

The siren shall be installed in the vehicles command console, within the reach of both the driver and the officer.

XXV. SIREN SPEAKER:

The apparatus siren shall power the following siren speaker

Make: CPI

Model: Any compatible with 2004 Ford F-350 4x4 chassis

Watts: 100 watts

The siren speaker shall be mounted in the forward area of the vehicle, below the windshield within or under the grille area of the vehicle. The siren speaker may be concealed, but not openly exposed and shall direct its warning power forward.

XXVI. ADJUSTABLE EXTERIOR COMPARTMENT SHELVES:

Shelving will be provided in the exterior compartments (and noted on the construction drawing). These shelves will has a brushed “DA” aluminum surface preparation/finish.

The shelves will be fabricated of smooth .125" type 5052 aluminum for durability and ease of mounting equipment. Each shelf will have the front and rear edges broken to double channel reinforcement, with 2" vertical beam. The shelves will be designed to be used with flanges either in the vertical position to hold various equipment on the shelf, or downward position to hold various equipment on shelf, or downward position for lip free shelf surfaces.

The shelves will be fully adjustable, from the top to the bottom of the compartment. Shelving hardware will be of Unistrut "C" channel design. These units will be of heavy-duty quality with unlimited vertical adjustment settings and installation in all equipment compartments for future installation of shelves.

XXVII. COMPARTMENT DESCRIPTIONS:

L1 – Forward Transverse:

1. Locking security drawers ( 2 ) will be located on the L1 side of the vehicle body, this will fill the lower frame area of the compartment. Drawer will use locking “D” ring hardware, and will be keyed differently than the vehicles exterior compartments.

2. 30-Inch Wide Pull Out Trays, will be mounted to the floor of the compartment, and will be constructed to have a 600# rated distributed load capacity. This tray will have an adjustable second shelf attached. The tray will be 70 inches deep and have 100% extension capability.

3. 20-Inch Wide Pull Out Trays, will be mounted to the floor of the compartment, and will be constructed to have a 600# rated distributed load capacity. This tray will have an adjustable second shelf attached. The tray will be 70 inches deep and have a 100% extension capability.

R1- Forward Transverse

1. 21-Inch Pull Out Tray, will be mounted to the floor of the compartment. This tray will have a 250# distributed load rating. The shelf will be configured to hold a Honda 3000 watt generator. 12 Volt DC power will be provided for the electric start provision.

2. Adjustable shelves will be mounted above the generator shelf area, 2 full length shelves will be provided, and mounted in Unistrut C channel.

3. Mount two (2) SL-40 Streamlight light boxes. These will be mounted on the rear compartment wall 2 side by side. In addition to the two supplied lights, wires will be dropped to mount two (2) customer supplied SL-40 Streamlight Light boxes.

4. Mounted within the compartment will be two (2) 120-volt electric cord reels. These reels will be standard industrial pedestal reels, and will be mounted to the cabinet wall. The reel will be capable of holding approximately 100 foot of 14-gauge electrical wire (supplied). These wires will terminate in a standard NEMA 15 amp outlet. The reels will be equipped with a standard spring rewind to assist in the rapid take up of these wires.

L2/R2 – Over Wheel Well

1. These compartments will be supplied with Unistrut C-channel adjustable shelf hardware, and will be supplied with two adjustable aluminum shelves, one per side.

2. A lower shelf will be permanently mounted to the vehicle on each side and will use Hansen type sliding hardware. These “pull out” shelves will have a 250-pound load rating. These will be provided as the bottom shelf in both the L2 & R2 compartments.

L3/R3 – Rear Compartment

1. Tool Box System ( 2 ) one per side, these will be constructed to include 6 individual sliding drawers per unit. These drawers will be mounted to a box system that will mount to the supplied Unistrut C-channel. The drawers will be used to store smaller items within the compartment. These drawers will be approximately 20 Inches Wide X 18 Inches Deep X 6 Inches Tall.

RR1 – Rear Compartment

1. This compartment will be equipped with a heavy-duty pull out tray. This tray will be a single level, and will have a 1000# distributed load rating, and a 500 # tip load. The tray will be full length and will provide for a 70 % extension out of the compartment.

RR2 – Roof Compartment

1. This roof top compartment will be provided with full-length shelves, mounted in the following manner: The compartment will be separated, to provide 2 lateral compartments. The right side will be divided by a permanent shelf. The right side will be configured for the storage of 2 ladders:

• One ladder will be a Clarkstown police supplied 6-foot standard stepladder, Davidson brand model 592-61.

• One ladder, to be supplied with the vehicle by the winning bidder, will be a Duo-Safety Series 1000-A 2-Section 16’ aluminum extension ladder, 750# duty rated, closed length not to exceed 10’ – or equal.

Both ladders will be stored securely in their respective compartments so as to limit movement and wear & tear and to allow easy access and retrieval.

XXVIII. 120-VOLT SCENE LIGHTING/OUTLETS:

The vehicle will be equipped with 4 Havis Shields Magnafire 3000 650-Watt Halogen scene lighting. These lights will be mounted to the exterior of the vehicle body. The lights will use multiple mounts, for portability.

Two (2) will be tripod mounted lights. They will be mounted on the vehicle rear corners.

Two (2) will be fixed pole mounts, with removable light heads. They will be mounted on the front corners of the vehicle body.

Outlets will be provided as part of the basic 120VAC wiring package. These outlets will permit the lights to be connected and used in place, or removed and used remotely.

XXIX. 120 VOLT AC GENERATOR & BREAKER BOX:

The vehicle will be equipped with a gasoline driven portable generator. This generator will be located in the R1 compartment on a sliding tray. The generator will be a 3000 watt Honda inverter type, with electric start. The generator will be located in such a manner that it may be connected to the 120 VAC breaker box system built into the vehicle. The generator will remain portable and removable.
