President’s Message:

Hello every-one and welcome to our Winter News-letter. We have lots of info to update you on and we’ve been busy with Pelican Bay business through the fall and winter months.

There has been a lot of interest in Pelican Bay and we have been able to close several deals. Three lots have been sold for a total of $86,500. Blair Curtis has donated a ton of time and effort to ensure we sustain solid revenues for the park. Thanks Blair for your continued efforts! Also, there have been several lot transfers that also contribute to our revenues. Welcome to all the new families and I look forward to seeing you at the park.

Our next Annual General Meeting (AGM) is set for Saturday April 20th at 2pm.The AGM is the place to voice your ideas and concerns as well as to vote and decide on very important matters regarding our resort. Several board members will be leaving the board and we will be voting to bring one new member in. PLEASE COME PREPARED TO NOMINATE SOMEONE TO THE BOARD.

Also, several major capital improvements need to be discussed and decided upon. These include items like electrical up-grades, equipment purchases, water upgrades and the like. Reid DeForest has put a lot of time and effort into an Electrical Upgrade Proposal that has been included in this newsletter. Please read it carefully and respond to it as quickly as possible. We are looking at some potentially significant investments. Thanks Reid for your hard work in getting this together for us!

We will be changing our voting method at the next AGM. As you sign in, each voting member will receive one voting card that will need to be visibly displayed when voting. These voting cards are to be returned when leaving the Hall. This will ensure accuracy with the voting process.

Please be sure that you attend the AGM April 20th at 2pm. So your opinion can be heard.

BOOKKEEPING VOLUNTEER

Pelican Bay requires a member to act as bookkeeper for 2002. Duties include A/R, A/P, Payroll, Bank reconciliation's, col-lecting and depositing fuel revenues, and statement preparation. A Pentium com-puter is required, and some understanding of and experience with Book-keeping would help. A commitment of a couple of hours per month is all that is needed. If interested contact our Treasurer, Darren Steele @ 464-2106.

LOT DEVELOPMENT

Since from time to time our rules change to meet the needs of the membership, we have decided to place an expiry date on all development permits. The expiry date will be 1 year from the approval date placed on the permit. All permits that were approved prior to October 5th, 2001 will expire October 5th, 2002. This means that you have the time between the approval and expiry dates to complete the work you have requested. We have a new Development Permit form that is to be now used and is available from Wally & Jenny or from our Web Site at pelicanbay..

We have changed some signing authorities for the approval of permits. All brush, bush clearing and all tree removal MUST be approved by the Development Committee. Also, our Development Guidelines have had some changes made to them so please refer to them prior to requesting development done to your lot. Thanks very much for your cooperation.

NEW BOARD MEMBERS:

As you were all aware, we had two vacant board seats available and we sent a request to all members for volunteers. We had a total of four nominees and after two rounds of voting at our December 13th board meeting, Dennis Nolan and Bill Edwards came out on top. Thank you to those that put their names in and congra-tulations to Dennis and Bill; we look forward to their contributions on the board.

Billing Error:

The last billing had a minor error in it, billing everyone $375 per lot instead of

$350 per lot. Please be sure that you pay the $375 amount, however we will be discussing our maintenance rates at our next AGM. The next billing will adjust the error. Sorry for any inconvenience.

BOATLIFT ISSUE:

In the last newsletter (September 2001), we requested a volunteer to move forward to investigate the implementation of boatlifts. To date, no one has volunteered so we can only assume that this is not an issue, so we will continue to enforce our decision that no boatlifts are to be placed in the waters in front of Pelican Bay property.

In the last little while I have done some research into other similar resorts and have found that they use many different strategies to raise funds for the park. Here are a few ideas:

Boats and other watercraft fees

Anyone owning a motorized water-craft within Pelican Bay pays a launch fee per year. For example - $40 per year per watercraft.

Quads/Trikes/etc.

Anyone owning a quad or recrea-tion vehicle that is in the park, pays a per unit yearly fee. For example - $20 per year per recreation vehicle.

Pets

Anyone owning a pet(s) that is brought into the park would pay a license fee per year. For example - $20 per year per pet.

Overnight Guests Bringing in Trailers:

Anyone having overnight guests that bring in a trailer/RV would be charged a per night fee. For example - $10 per night per trailer/RV.

Trailer/Camper limit:

We have a limit of 2 trailers/ campers per lot set in place at this time. For those lots that have more than 2 trailers/campers, charge them an additional fee. For example $100 per year per trailer/camper.

Usage of facility

Some members use their lots only on weekends or 2 to 3 weeks dur-ing the whole summer. Others use their lot as a summer residence. Since power seems to be our big-gest expense and we increase the maintenance fees to keep up with this cost – here is a chance to make the money from those that use the power. Charge anyone using his or her lot as a summer residence an extra fee. For example - $100 per year.

I would like to raise these ideas at the Annual General Meeting April 20th, so please come with your ideas so we can make some decisions on this. Thanks everyone. -Laura Pawlechko

POWER UPGRADE PROPOSAL

Over the last couple of years, many members have voiced concerns over unfair power usage (some members use much more than others but pay the same) as well as inadequate power supplied to many lots. Because of this, and on behalf of the Board of Directors, I have contacted three companies and requested quotes for the complete upgrade of the power distribution network within the park. More quotes are in the works. A complete upgrade is the only feasible solution other than to just leave the power the way it is but at least bring it up to code.

The following is the work we are looking at doing for a complete upgrade:

• 1-30 amp service to each lot including vacant lots

• 1-30 amp RV receptacle and at least one 15 amp receptacle

• Wire, fittings, and trenching to meet electrical code

• Upgrade the current washrooms and pump house to code

• Supply and install 1-120 volt meter, socket and fittings on each lot (members will pay for usage using the meter)

• Retrench all water lines along with power lines

If we make the decision to do the power work, we must consider the water work at the same time, or else have a huge amount of

work repairing water lines after the electrical work is completed. We do not know where all the water lines are situated in the park, and thus the electrical work cannot take place without damage to the existing water lines.

In summary, my view is that we could complete the entire project for around $2,200 per lot, including the water portion. This would give all lots metered 30 amp service and new water lines. There are currently 32 lots for sale, and we would want to do this work for these lots as well, so we would need to determine how to pay for wiring these lots.

We require the members of Pelican Bay Cooperative Association to supply us with feedback regarding this proposal. I have listed some options, which will greatly help us deal with this proposal at the AGM April 20th. Would you please supply your feedback to us A.S.A.P. by circling the option you think best for the Association.

1. Not interested in a power and water upgrade to the park.

2. Interested but the park must be able to pay for it.

3. Interested and prepared to pay up to $________ to get it done.

4. Need more information before deciding

Note: If no response is received, we will assume #1 is your choice.

North Side Water:

We have been actively investigating the water supply on the North side of the Resort trying to determine what we can do to best resolve the issues of quality and supply to North Side. The following are our recommendations that will be presented at the AGM.

1.) The water to the trailers on each lot probably will not change, however the water can be fixed at each trailer with filtration systems available at many hardware and RV stores.

2.) Investigate the well to determine depth, flow rate, etc. to determine course of action to get more supply to the manager’s trailer and the showers.
