HURRICANE KATRINA SITUATION REPORT
I. Situation Summary:
• Over 9,500 survivors have been rescued so far by air and by boat.
• The official death toll remains at 325, and is expected to rise rapidly over the coming days. Although bodies have been spotted for days throughout the affected areas, officials are focusing on rescuing the living before time runs out.
• The last 300 refugees in the Superdome climbed aboard buses Saturday bound for new temporary shelters.
• An AMTRAK train began evacuating refugees out of New Orleans today. It carries 650 to Lafayette, LA twice a day. Buses then take them to final destinations.
• The U.S. Department of Transportation (DOT) has provided 605 buses to transport evacuees out of the affected areas (primarily New Orleans). DOT has processed 25 million meals-ready-to-eat, 160,600 disaster meals, 30.5 million liters of water, and 2073 mobile homes.
• Thousands of people remain at Louis Armstrong New Orleans International Airport, where a Delta Blue terminal has been turned into a triage unit. Three- to five-thousand people have been treated at the triage unit, and fewer than 200 remain.
• A risk management firm (Risk Management Solutions in Newark, Calif.) offered the first estimate of economic losses from Hurricane Katrina - $100 billion - and said that private insurance would probably cover less than a quarter of that. Federal money and charitable contributions may need to do the rest.
• Total donations passed the $200 million mark by Friday, four days after the storm slammed into the Gulf Coast. The bulk of those funds were collected by the Red Cross, which said it has raised $196.9 million from individuals and corporations.
• Federal officials are chartering three Carnival Cruise Lines ships for six months to provide shelter for Hurricane Katrina evacuees. The "Ecstasy," "Sensation" and "Holiday" are being pulled from regular use.
Ecstasy and Sensation will both be pulled Monday. The Ecstasy and Sensation can each take about 2,600
passengers. The Holiday has capacity for about 1,800 people.
• CNN has developed a service to allow refugees and others affected by the hurricane to post their name and let others know that they are safe. The site is located at
• Federal disaster declarations are covering 90,000 square miles of the affected areas.
• The U.S. Navy has deployed 10 ships to support Katrina recovery efforts.
• The U.S. Air Force will send 300 troops home from Iraq and Afghanistan to help their families cope with the emergency.
• (Reported this morning) It is reported that a K-Mart building in Baton Rouge has been purchased by the State of LA for the purpose of creating a 1,000-bed hospital facility. The state has apparently also secured a 30,000 sq. ft. warehouse to support this facility.
• (Reported yesterday evening) FEMA has identified 45,000 mobile homes and trailers for the displaced. They are currently attempting to identify site location(s).

• (Reported this morning) The U.S. Army Corps of Engineers estimated Friday that it would take 36 to 80 days to drain the city.
• (Reported yesterday evening) 28 Urban Search and Rescue (USAR) teams are in Louisiana and Mississippi. 1,778 total US&R assets deployed. 13 Hazardous Materials Teams have been deployed.

Two tropical storms, Lee and Maria, are churning in the Atlantic. Maria has the potential to become a hurricane, but is expected to stay in the Atlantic. Neither storm poses a threat to land.
III. Current Actions:
(Reported this morning) CATF-3 (Swift Water) worked a full operational period yesterday. They have been assigned in the area east of in the Lakefront Airport. They are accompanied by DEA Agents that are providing Force Protection. Two DEA Agents are deployed on each of CATF-3’s watercraft. CATF-3 made 19 successful rescues yesterday. The operations consist of sending water runners down the various streets within their section of the city. Upon identifying a person in need of rescue, the location is marked with global positioning satellite (GPS) devices that each runner carries. The precise locations are then radioed back to an operations dispatcher, who dispatches an inflatable rescue boat (IRB) to affect the rescue.
CATF-3 reports that their morale is high, and they have not encountered any incidents of aggression. Some of the reports regarding hostile actions being encountered by rescuers have been exaggerated.

Rumor Control:
On Friday Night, Fox News reported that in St. Bernard Parish, Louisiana, firefighters and their families were being held hostage. Two firefighters from the area had been airlifted to area hospitals after becoming ill, but there was no hostage situation and the remaining firefighters and their families are doing fine.
