HURRICANE KATRINA SITUATION REPORT
I. Situation Summary:
• The official death toll is now at 325, and is expected to rise rapidly over the coming days.
• Over 9,000 survivors have been rescue (approx. 6,500 by air, 2,500 by boat).
• Louis Armstrong New Orleans International Airport has processed 40,000 people, with priority given to the sick and injured.
• President Bush announced this morning that more than 7,000 active duty troops will be sent to assist with the relief effort.
• An AMTRAK evacuation train arrived in New Orleans. It will carry 650 to Lafayette, LA twice a day. Buses will then take them to final destinations.
• 2,000 evacuees are still at the Superdome. Evacuation process is proceeding by ground and water. Personnel are being evacuated to locations across the country.
• The Houston Astrodome in Texas is now full with approximately 15,000 storm refugees. Identified additional sites are Dallas, TX Reunion Center, Freeman Coliseum in San Antonio, TX. The Ice Arena is being assessed as an alternate short-term facility for those still in the Superdome.
• It is reported that a K-Mart building in Baton Rouge has been purchased by the State of LA for the purpose of creating a 1,000-bed hospital facility. The state has apparently also secured a 30,000 sq. ft. warehouse to support this facility.
• The military arrived at the Convention Center and set up six food and water lines. This was the first major supply convoy to reach the arena.
• The U.S. Army Corps of Engineers estimated Friday that it will take 36 to 80 days to drain the city.
• (Reported yesterday evening) 28 Urban Search and Rescue (USAR) teams are in Louisiana and Mississippi. 1,778 total US&R assets deployed. 13 Hazardous Materials Teams have been deployed.
• (Reported yesterday evening) Current plans are to process and bury bodies, in body bags, in a location to be chosen by the Louisiana Governor, to be turned into a memoriam. 6,200 body bags have been delivered to the Baton Rouge facility and an additional 22,000 will be sourced.
• (Reported yesterday evening) 800 buses have been contracted (47-57 passengers each, with lavatories) to assist in evacuating individuals located at the Superdome in New Orleans to Staging Area and Reunion Area. They should begin arriving as soon as logistics are worked out and fuel needs can be addressed.
• (Reported yesterday evening) FEMA has identified 45,000 mobile homes and trailers for the displaced. They are currently attempting to identify site location(s).
• (Reported yesterday evening) FEMA is evaluating a plan to secure cruise ships for housing support. Three ships with a total capacity of 6,500 have been identified.
• (Reported yesterday evening) A 600-passenger AMTRAK train is crewed and fueled on standby in Baton Rouge. Security for loading the train is a major concern prior to initiating evacuation operations.

Two tropical storms, Lee and Maria, are churning in the Atlantic. They pose no threat to land, but this is peak hurricane season and more storms could develop.
III. Current Actions:
CATF-3 (Swift Water) worked a full operational period yesterday. They have been assigned in the area east of in the Lakefront Airport. They are accompanied by DEA Agents that are providing Force Protection. Two DEA Agents are deployed on each of CATF-3’s watercraft. CATF-3 made 19 successful rescues yesterday. The operations consists of sending water runners down the various streets within their section of the city. Upon identifying a person in need of rescue, the location is marked with global positioning satellite (GPS) devices that each runner carries. The precise locations are then radioed back to an operations dispatcher, who dispatches an inflatable rescue boat (IRB) to effect the rescue.
CATF-3 reports that their morale is high, and they have not encountered any incidents of aggression. Some of the reports regarding hostile actions being encountered by rescuers have been exagerated.
This morning CATF-3 was assigned to check on a Congressman’s status in Baton Rouge. No further detail was available.
CATF-1 (USAR) is still located in Dallas, awaiting assignment.
Over 9,000 survivors have been rescue (approx. 6500 by air, 2500 by boat).
More than 170,000 meals-ready-to-eat are being served every day throughout the affected areas.
