TIME TO PAY THOSE ANNUAL DUES

Your Fort Hill Rifle and Pistol Club (FHRPC) dues for the year 2003 are (1) $30 if paid before June 1, (2) $35 if paid before July 1, and (3) $50 if paid before August 1. Save $5 and pay your dues before June 1. Make your check payable to the Fort Hill Rifle & Pistol Club, and send it, along your yearly liability waiver, to M. D. Harsh, 313 Sunset Drive, LaVale, Maryland, 21502. Our goal is 100% re-enlistment. So, encourage your fellow members to pay their dues and enlist for another year. A blank liability waiver is attached to the end of this newsletter.

Relatively new members, joining after December 31, 2000, must also submit a photocopy of their National Rifle Association of America (NRA) membership card along with their dues payment and waiver. So, how will you know if you joined after the aforementioned date? There will be an asterisk (*) after your name on your mailing label. You may renew your NRA membership through the FHRPC by including an additional $35 with your FHRPC dues.

MORNINGSIDE DRIVE RANGES CLOSED FOR MAINTENANCE

The Morningside Drive rifle and pistol ranges will be closed on Saturday, May 24, 2003, for maintenance. A number of items need attention, including target frame maintenance, painting, trash clean up, new range perimeter signs and brush removal.

If you can spare a few hours, please come and support your club. Your help is appreciated. We have tremendous facilities built and maintained with 59 years of volunteer help. Keep the tradition alive! Lunch and drinks will be provided.

ANNUAL MEETING HELD AFTER HEAVY SNOW

The FHRPC annual meeting was held on Friday, February 28, 2003, at the Allegany County Continuing Education Center. The meeting was delayed one week due to the heavy President’s Day snow. Thirty-four members attended the meeting. New officers were elected. The proposed By Laws were adopted. Several new ideas for fundraisers were discussed and adopted. The following sections provide the highlights of the meeting.

NEW BY LAWS ADOPTED

The Executive Committee finalized a draft of new By Laws in 2002 and circulated these to the membership in the January, 2003, newsletter. Our existing By Laws were dated July 17, 1944, and had become outdated. The Executive Committee kept the good things from the original By Laws, eliminated some things that were no longer relevant, and added some new things that will promote the health and welfare of the FHRPC.

The FHRPC membership in attendance at the annual meeting voted unanimously to adopt the new By Laws. All members will receive a copy later this summer.

Several past and present members of the Executive Committee deserve special recognition for drafting the new By Laws. The draft was developed over a period of about ten years. Vic Merkel, Frank Snyder and John Dowell were instrumental in developing the new draft. Tom Malony was the spark plug that made it all come together in 2002. The Executive Committee spent a large number of hours drafting the By Laws under Tom’s leadership. He deserves our thanks. It wouldn’t have come together without his tenacity.

FHRPC WILL CONDUCT GUN BASH IN 2003

The membership voted to conduct a 20-gun Gun Bash raffle in 2003. Many of the details of the Gun Bash remain to be defined. Your club scribe (that’s me – Marty Harsh) agreed to chair the raffle committee. If you are interested in supporting the Gun Bash, please feel free to call Marty Harsh at 301-759-2877.

We will need your help to sell tickets. The ticket cost will likely be $20. We will need to sell 1000 tickets to realize the full potential from the raffle.

LONG RANGE MATCHES SCHEDULED FOR FUNDRAISERS

The membership also voted to conduct four 600-yard rifle matches at our Warrior Mountain range, with the proceeds feeding directly into the club treasury. The highpower league will manage the matches. The schedule follows. The match fee is $20. F-class shooting is allowed in these matches. In NRA F-class competition, the competitor can shoot with telescopic sights, a bipod, or from sandbags in the prone position. Each match consists of four 20-shot strings with 2 sighter shots allowed per string. If you are interested in shooting these matches, please feel free to call Dave Thompson at 304-788-1346.

ASSOCIATE MEMBERS ENJOY BENEFITS

A new membership category has been added to the roster with adoption of the new By Laws. An associate member can join the FHRPC and get member-rate match fees, be affiliated with the Civilian Marksmanship Program and receive the quarterly newsletters. Associate members must fill out a yearly application, sign the yearly waiver and pay a $20 yearly fee. An associate member is not entitled to a key for access to FHRPC property, vote in the affairs of the FHRPC and hold office as an elected officer.

MEMBERSHIP APPLICATIONS

Membership applications are available at the Morningside Drive rifle range clubhouse. An envelope, containing membership applications, is stapled to the bulletin board on the east wall.

We now have 43 names on the membership waiting list. Folks now applying for membership should plan for two years on the waiting list.

The FHRPC has 376 members. The membership includes 54 life members, 22 uniformed police officers and regular military personnel, and 300 regular members. The FHRPC membership is limited to 300 regular members.

BLACKPOWDER LEAGUE NEWS

The Muzzleloaders will start shooting Monday, April 7, at 5 PM, and will shoot every Monday through September 30. All shooting is offhand with rifles equipped with open sights. Targets are positioned at 25, 50 and 100 yards. A fee of $1.00 will be charged to pay for targets.

If you have a muzzleloader and like to shoot, come on out. This is a fun match.

SMALLBORE SILHOUETTE LEAGUE WILL HAVE RIFLE LOTTERY

The 2003 smallbore silhouette rifle league schedule is attached near the end of this newsletter. The number and frequency of matches is nearly identical to last season. As in 2002, matches are planned every Thursday night during May through September, except for the first Thursday of each month.

We plan to offer one award for league participation this year. One 22-caliber rifle of yet-to-be-determined model will be awarded by random lottery to the new competitor who has fired in five or more league matches this year. The lottery will take place after the last league match, on Thursday, September 25, 2003.

For those of you not familiar with silhouette shooting, the targets are metal silhouettes of chickens, pigs, turkeys and rams of different sizes and positioned at different distances. The objective is to shoot the targets off their rails in a specific sequence and in a set time. One point is scored for each target toppled. Each shooting match consists of 40 shots being fired in 5-shot strings. You have 2½ minutes to fire each 5-shot string. The 40 targets consist of 10 chickens at 40 meters range, 10 pigs at 60 meters range, 10 turkeys at 77 meters range and 10 rams at 100 meters range.

Come out and give smallbore silhouette a try. Bring your squirrel rifle. Bring your kids – they shoot for free.

SAFETY REMINDER & ALERT

Safety is our number-one priority. The “Ten Commandments” of safe gun handling follow.

• Always keep the muzzle of your firearm pointed in a safe direction.

• Always keep your finger off the trigger until ready to shoot.

• Always keep the action open and firearm unloaded until ready to use.

• Know your target and what is beyond.

• Be sure the firearm is safe to operate.

• Know how to use the gun safely.

• Use only the correct ammunition for your gun.

• Wear eye and ear protection.

• Never use alcohol or drugs before or while shooting.

• Store your firearms so they are not accessible to unauthorized persons.

Think safety first, last and always.

A recent incident at the Warrior Mountain indicates that one of our members has forgotten the fourth commandment. It appeared as though someone picked up unbroken clay birds and positioned them on the deck behind the 200-yard line. They hit both clay birds, but it is not certain where their projectiles stopped. Remember, you must not shoot at any target on the deck of any FHRPC range. If you observe anyone firing at targets on the deck, please ask them to stop immediately, get their name or license plate number, and contact a club officer as soon as possible. One projectile off the range can end 59 years of work!

SCHEDULES FOR AGENCY USE OF RANGES

The Federal Correction Institution (FCI) Special Operation Response Team (SORT) will be using the Warrior Mountain range for monthly training. Their schedule is shown in the following table.

The Allegany County (ALCO) Sheriff’s Office will be using the Morningside Drive pistol range for their annual firearm qualification. Their schedule is also shown in the following table.

ALLEGANY FRIENDS OF NRA BANQUET

The seventh annual Allegany Friends of NRA banquet will be held at the Ali Ghan Shrine Club on Saturday, May 7, 2003, beginning at 5 PM. The admission price of $30 includes your dinner and is partially tax deductible.

The Friends of NRA Foundation is a charitable organization that promotes the shooting sports with monetary grants. The funds raised at these banquets are split 50/50 between state and national events. In other words, at least 50% of the money raised at this banquet will be granted to organizations with the objective of promoting shooting sports within Maryland. The banquet is followed by a large number of raffles and auctions with many firearms offered as prizes.

OLD MILITARY GUNS

Some of us are fascinated with old surplus military guns. Others don’t understand the interest. Dave Thompson wrote and distributed the following paragraphs in a recent winter-league match bulletin. Maybe these words will help some to understand.

Today while I was cleaning my M1 after its day on the range, I was lamenting on how I could have shot those unaccounted hits in the white. It seemed to me that such wild shooting was hard to explain without placing some blame on the rifle. Then my thoughts drifted, thinking about the other hands that may have handled this rifle. Young, strong hands that may have trembled at the horrors that they were witness to. In diverse far off places with names such as Bataan, Normandy, Ardennes, Salerno, Okinawa, Inchon, Chosin, or Saigon, this rifle and its brave warrior master may have visited. If “visited” is what you would call it, I’m sure that the rifle’s companion would have rather been anywhere else at the time. However, this rifle, and hopefully all of its handlers, made it home safely. Winding up at Camp Perry, Ohio, this rifle made my acquaintance at the 2001 National Matches, ending its long career in the service of this nation.

At this point, I realized that I was the luckiest man to have handled this rifle. My only need for the rifle is to shoot it in recreational endeavors such as our Rattle-Battle matches. And my only concern with it is why I can’t hold them all in the black. A stark contrast to the grave concerns of all previous possessors who worried about whether it would function and vanquish their opponents if called to do such, and whether there would be sufficient ammo to feed their comrade of battle until the next supply shipment. They relied on this rifle as an instrument of survival or at least a companion during their armed service to this nation. Considering what this chunk of wood and steel had endured during its 56 years of honorable service, I guess it is entitled to take it easy and be a slouch on my shift. This is truly a great nation where a marvelous machine such as this distinguished M1, who was forged as a weapon in the most desperate conflict of our nation’s history, can be peaceably used 50-odd years later in the pursuit of happiness on the field of competitive shooting.

2003 Service/Highpower Rifle League, Continued

Fort Hill Rifle & Pistol Club, Cumberland, Maryland

1) This league is open to the public. We are an NRA approved league and CMP (Civilian Marksmanship Program) sponsored program. We only require that you be a SAFE shooter and comply with all directions of the range officials. NRA highpower rifle rules apply to all NRA style matches (21) and the NRA rules as modified by the CMP apply to the CMP style matches (5). Scores are eligible for recognition by the NRA and CMP for Highpower classification and EIC awards.

2) Starting time for all matches will be 0800. Be at the range 30 minutes minimum before the start time to allow for registration and squadding.

3) Match Types:

a) REG – 800 aggregate score (80 total shots) NRA Regional style match. 2 sighters allowed prior to each of the following stages.

- 20 shots fired offhand at 200 yd SR target in 20 minute time limit.

- 20 shots fired in two rapid fire strings in the sitting or kneeling position at the 200 yd SR target in a 60 second time limit per string.

- 20 shots fired in two rapid fire strings in the prone position at the 300 yd SR3 target in a 70 second time limit per string.

- 20 shots fired prone at the 600 yd MR target in a 20 minute time limit.

NOTE: A break will be provided after the 300 yd rapid fire stage to allow any competitor the opportunity to leave after completion of the short course events. Re-squadding of remaining competitors will be conducted prior to commencement of the 600-yd stage.

b) NMC – 500 aggregate score (50 total shots) NRA National Match Course style match. 2 sighters allowed prior to each of the following stages.

- 10 shots fired offhand at 200 yd SR target in 10 minute time limit.

- 10 shots fired in a rapid fire string in the sitting or kneeling position at the 200 yd SR target in a 60 second time limit.

- 10 shots fired in a rapid fire string in the prone position at the 300 yd SR3 target in a 70 second time limit.

- 20 shots fired prone at the 600 yd MR target in a 20 minute time limit.

c) JCG – 500 aggregate score (50 total shots) CMP approved John C. Garand match. 5 sighters allowed prior to starting the following record course.

- 20 shots fired prone at the 200 yd SR target in a 20 minute time limit

- 10 shots fired in a rapid fire string in the prone position at the 300 yd SR3 target in a 70 second time limit.

- 10 shots fired in a rapid fire string in the sitting or kneeling position at the 200 yd SR target in a 60 second time limit.

- 10 shots fired offhand at 200 yd SR target in 10 minute time limit.

d) 600-YARD – 800 aggregate score (80 total shots) fired at the 600 yd MR target. Match consists of four 20 shot strings fired in a 25 minute time limit each. 2 sighters will be allowed prior to firing each 20 shot record string. An intermission will be provided after the first 60 shots to allow any competitor the chance to leave at that juncture.

e) CMP EIC – 500 aggregate score (50 total shots) CMP sanctioned Excellence-In-Competition (LEG) match. No sighters allowed in this National Match style match fired as follows.

- 10 shots fired offhand at 200 yd SR target in 10 minute time limit.

- 10 shots fired in a rapid fire string in the sitting or kneeling position at the 200 yd SR target in a 60 second time limit.

- 10 shots fired in a rapid fire string in the prone position at the 300 yd SR3 target in a 70 second time limit.

- 20 shots fired prone at the 600 yd MR target in a 20 minute time limit.

4) Equipment – Any rifle with any sight is allowed for any of the NRA style matches (REG-800, NMC-500, 600-YARD). F-class will be allowed in the 600-YARD matches. The CMP approved John C. Garand matches will be restricted to standard grade, classic 30 caliber service rifles as required by the CMP (M1, M1903 and variants, M1917 Enfield, M1941 Johnson, M1 carbine). The CMP sanctioned EIC matches will be restricted to rifles compliant with the CMP regulations for service rifles. All rifles must have an Open-Bolt-Indicator (OBI) inserted into the rifle’s chamber at all times when uncased and not involved with firing preparation or actual firing exercises.

5) Match Fees as follows.

a) REG-800 and NMC-500 match fees are $5 for FHRPC members and $10 for non-members.

b) JCG-500 match fees are $20 (regulation ammo is issued for these matches).

c) 600-YARD800 SF-600 yd. and CMP EIC match fees are $20.

d) Juniors shoot for free!

1) This league is open to the public. We only require that you be a SAFE shooter. NRA smallbore silhouette rifle rules apply. Standard velocity smallbore ammo with lead bullets required. No jacketed bullets or high-speed bullets allowed.

2) All matches will be held on Thursday evenings at the Warrior Mountain range. The season will begin on May 8 and will continue on every Thursday of each month, except for the first Thursday of the month, during May, June, July, August and September. Firing will begin at 1800 (6 PM for you civilians). This is an informal group. So, if your work schedule will only allow you to make it to the range at 6:30 or 7 PM, come on out! We will squad you on a later relay. A match consists of 40 shots fired for record at metallic silhouette targets. Ten targets are positioned at 40, 60, 77 and 100 meters.

3) SAFETY is our number-one consideration. Again, only standard velocity smallbore ammo with lead bullets allowed. No high-speed or jacketed bullets allowed.

4) Regular match fee is $4 for FHRPC members and $5 for non-members. Juniors, 18-years old or younger, shoot for free.
