Createspace Policy & Procedures Manual (excerpt)DISCLAIMER: I am not a legal expert, and this document may not meet your legal or other needs. Please check with an attorney for legal guidance, and feel free to adapt this document at will.This Policy & Procedures manual contains the tools needed to ensure fair, equitable, and consistent policy decisions; safe and reliable use of the Createspace equipment; and a clear understanding for both users and library personnel on the rules and requirements for using the Createspace.Remember: The point of the Createspace is to support the library’s mission to connect people and ideas with programs, services and materials that entertain, enlighten, and empower. This means ensuring all people of all ages have access and encouragement to engage with the library’s resources for whatever purposes they determine, as long as they do not violate the policies herein.A. Use of the Createspace spaceAny person who has a signed Liability Release Form on file may use the Createspace whenever it is available. However, they may need authorization to use some of the equipment in the space.Createspace cards are only issued once users have been informed of policies, shown this manual, and informed of basic etiquette and use of the space.Users should present their Createspace cards to enter and “check out” the space. However, to simply use the basic tools & space, they can request that personnel simply look up their liability release form status when they “check out” the space.Tools and space use are tracked by “checking them out,” i.e. logging in the use the associated tool/space on the Createspace software (projected). The Createspace is available for open projects on a first-come, first-served basis on Mondays, Wednesdays, Fridays, and Saturdays, during the library’s open hours and Tuesdays and Thursdays from 10 to 3 pm. However, the space may be occasionally unavailable during these hours if a program must be held at those times. Normally-scheduled program times are on Tuesdays and Thursdays from 3 pm to 8 pm. Users may use the space during programs at the discretion of the program presenter (i.e. if they are quiet, unobtrusive, are not using the program-required tools, etc.).Any person who adjusts, pokes, bangs, tweaks, or otherwise touches the tools, materials, or equipment outside of authorized use, is banned from the Createspace for the period of one month. Subsequent violations may include loss of Createspace privileges for one year.Scheduling:The following tools are scheduled in 30-minute increments: 3D printer (up to 3 hours/day)Cricut (up to 1 hour/day)Sewing machines (up to 3 hours/day)CNC mill (up to 1 hour/day)Knitting machine (Up to 3 hours/day)Users must write the last 6 digits of their barcode down on the scheduling areas of the whiteboard wallUsers are allowed maximum times per day on these tools, but once a week they may take longer if so desired. These limits are to ensure that all users get a chance to use the equipment, and may be adjusted IF there are no users awaiting the tool/equipment AND library personnel approve the extension.Users may not use the library’s equipment for repetitive production of items for sale (i.e. use the library as a factory or home business) though they are encouraged to prototype, sample, or customize items for their personal use. Users may also seek and advertise teaching on the sign-in software—ONLY use first name and last initial for this. If several people sign up for wanting to learn a particular skill, the library will try to book a class on the topic.Users are encouraged to log into the software (the stationary iPad, which is projected on the wall) to tell fellow users what they are working on, what their skills are, if they are willing to share/teach, etc. Please allow the software to snap a photo of you so people can see at a glance who is available. This photo is not saved after you log out, or shared in any way. Alternately, you can sign in with a username. Do not use your full last name.Etiquette (post these rules on Createspace wall):Be friendly. This is a collaborative space, which means that you should feel free to approach any person in the space to speak to them about projects, and to ask for or offer help. However, if they are unable or unwilling to speak with you, please leave them alone if they say they are unavailable.Be approachable. Be aware that people may approach you. If you are unwilling or unable to talk to someone, simply tell them you are unavailable right now. If you wish, you can sign up for a later teaching/sharing session with that person. Share your knowledge whenever you can.Be visible. Use the software log in to signal your availability/unavailability to others and share your skills & project information. Even if you are not available to help others at a particular time, sharing what you’re working on helps people see the various possibilities in working in the space/ with the tools. Only share what you are willing to have broadcast on the screen.Be clean. All tools, materials, and equipment should be put away, swept, washed, or otherwise cleaned up after use. Ensure that the Createspace is in a slightly better state than you found it whenever possible—this helps the Createspace staff and volunteers to focus on teaching, learning, sharing, and engaging with you.Be (moderately) quiet. You don’t have to whisper, though. Speak at a low-normal tone. Laugh often! Try to respect others’ need for quiet concentration, however.Be nice. Any expletives or objectionable content entered onto the login software/broadcast screen are grounds for being remove/banned from the space. While many such terms and language are constitutionally protected speech, and we dislike censorship, the space is used by all ages. “Four-letter” words, descriptions (even those that use metaphor or simile) of sexual activity, violence, or racist/sexist/derogatory words and phrases are prohibited on the projected projects board. If you feel this violates your free speech guarantees, please speak to a library staff member about arranging a time/place/manner in which you may freely express yourself.Be aware. Even while working, please ensure that your materials do not block passageways, clutter areas unnecessarily, or take up more than your fair share of space. Be aware of your body’s placement as well, and try to keep out of others’ way.Be careful of the tools. Leave alone any tools or equipment that you are not authorized to use, or are outside the limits of your authorization. If you need something adjusted that you are not authorized to change, speak to a staff member.Be gentle. Please go easy on the tools and equipment—they must serve a lot of users and the library may not be able to repair or replace them. If you choose to bring in materials to use with the equipment, make sure it’s suitable by checking with the staff—this includes sewing materials, cutting materials, milling materials, and so on. When in doubt, check with the staff. Do not force the tools or equipment to do things—take it slow and easy to ensure safe use.Be economical. Even when learning and experimenting, please use as little as possible of the materials. This ensures the library can continue to supply Be generous. If you can, please donate to the materials jar. This helps us defray costs of the equipment, materials, electricity, and so on. We understand that not all users have spare funds, but the Createspace model is based on community input and sharing, both in terms of knowledge and material support. Be helpful. If you’ve come up with something cool, please make an instruction sheet, instructable, video, or other how-to about your project. Part of the Open-Access makerspace movement is based on freely sharing ideas with others. We shared the tools and knowledge with you—pass it on!B. Use of the 3D PrinterOnly authorized users may use the 3D printer.Users are authorized by a series of learn-make-teach activities outlined in Section C of this manual. All authorized users will sign a liability release form, and minors must have it signed by a parent or legal guardian. (See appendix 1)An authorized user MUST have his or her makercard in hand to use the printer, with the 3rd-level “expert” training sticker affixed.The authorized user must stay within 10 feet of the 3D printer during the entire print job. If they must leave the area, the job must be paused by library personnel, and will be cancelled after a 10 minute or longer pause. No more than 2 pauses may occur during one print job, or it will be cancelled.3D printing materials costs:Free for the first 30 minutes. 31-180 minutes: $1/30 minutes181-300 minutes: $5/30 minutes (users are only allowed 1 job this length or longer per week)301+ minutes: $15/30 minutesThese charges are intended to defray the costs of the materials, while allowing anyone a chance to freely, try the printer for a brief time. The higher costs of longer print times are in response to the high demand for the 3D printer.Print times must be scheduled to complete by 10 minutes prior to the library’s closing, to allow for removal of the printed item from the print bed, and clean up of the equipment. No over-night print jobs are allowed, even while paused, due to potential errors in printing while the equipment is unattended.Users must pay for “failed” print jobs, and the library is not liable for any errors, damages, or other problems with the users materials.Intellectual Property and the 3D printer & other copying equipment. The copyright (Title 17, United States Code), intellectual property (patent law for example under Title 35, United States Code) and other laws of the United States may govern the making of photocopies or other reproductions of content protected by copyright, patent and other laws. Libraries and archives furnish unsupervised photocopy or reproducing equipment for the convenience of and use by patrons. Under 17 U.S.C. § 108(f)(2) the provision of unsupervised photocopy or reproducing equipment for use by patrons does not excuse the person who uses the reproduction equipment from liability for copyright infringement for any such act, or for any later use of such copy or phonorecord, if it exceeds fair use as provided by section 107 or any other provision of the copyright law, nor does the provision of unsupervised photocopy or reproducing equipment for use by patrons excuse the person who uses the reproducing equipment from liability for patent, tort (such as products liability) or other laws. This institution reserves the right to refuse to make available or provide access to photocopy or other reproducing equipment if, in its judgment, use of such equipment would involve violation of copyright, patent or other laws. Signing up for the 3D printer:On the dry-erase wall, users must block out their reserved time with the 3D printer. Users are allowed up to 3 hours of printing time on a first-come, first-served basis.Users must sign up on the day they wish to use the printer, with exceptions made in case of special circumstances (i.e. user is only available for one day, and lives an hour or more away).Users must come into the library to schedule their print time. Users may contact the library to ask if the schedule is open, but staff are unable to guarantee or block out time for users over the phone, email, etc.Once a week, you may be able to arrange a longer print job, depending on availability. Shorter print jobs will generally be given preference.Users MUST inform library personnel if they are going to print an object that is sexual in nature, so the personnel may make accommodations for this request.Printing guns, explosive/bomb components, knives, or any other weapon or part of a weapon is strictly prohibited in the library, due to the library’s ban on weapons on the premises. Any user printing sexual materials without obtaining time/place/manner accommodations or weapons/weapon parts will be blocked from using the 3D printer for a period of 1 month, with future violations of the printing policy resulting in losing printing privileges for 1 year. This and other policy information is in Appendix 2 of this manual.Authorized users may remove jammed filament, load new filament, and remove the printed materials and tape from the print bed. They may NOT remove any components of the printer, unless specifically authorized to do so by library personnel.To load new filament:Heat the extruder to 195 degrees.Place the spool on the spool holder with the filament emerging from the top/front of the roll.Ensure that no jammed filament remains in the extruder by running the reaming wire through the mechanism. BE CAREFUL—the extruder is hot.Feed the new filament through the guide, ensuring that it sits in the groove, and push it gently down until a small amount squeezes through the extruder’s opening.Lock the filament mechanism in place to secure it.To remove jammed filament:Unlock the filament mechanism.With the extruder turned on to 195 degrees, gently pull back the filament. When filament has broken, use needle-nose pliers to grasp the end of the filament and remove it.Run the reaming wire gently through the extruder’s opening to ensure no filament remains in the extruder. BE CAREFUL—the extruder is hot.If this does not remove the jammed filament, turn off the printer, and a technician will take the extruder out later to fix the problem. Neither personnel nor users should attempt to do this without training and explicit permission to do so, granted by the technicians.To remove the printed material from the print bed:While the print bed is still warm, carefully use the putty knife to pull up an edge of the printed material. BE CAREFUL—the extruder is hot.Slowly push the putty knife under the material until it comes freeIdeally, removing the material does not damage the tape adhering to the print bed.C. Assumption of Risk. User acknowledges the inherent risks in the use of tools, equipment, devices, and hazardous materials of any kind commonly used in electronics construction, fabrication, software design and other technology related activities and that User’s participation in such activities and/or use of such tools may result in injury, illness, death or damage to User or User’s personal property.Further, such risks and dangers may be caused by User or Guests or other Users. Finally, such injury, illness death or damage to User or User’s personal property, may arise from foreseeable or unforeseeable causes including, without limitation, electrocution, burns, impalement, or slip and fall injuries. User hereby fully assumes all such risks and any others which arise because of User’s association with XL.2. Release of Liability. User releases XL, its officers, agents, board members, exhibitors, guests, fellow XL users/patrons, and assigns from any liability whatsoever arising out of any damage, loss or injury to User or User’s property while participating in any activity on the premises of XL and/or using any equipment owned by XL or another User or guest of XL regardless of whether such loss or injury is as a result of negligence of XL or its users, guests, agents and assigns, or is a result of some other cause.3. User indemnifies, saves and holds harmless XL, its Users, agents and assigns from any and all losses, claims, actions or proceedings of every kind and character which may be initiated by any other persons or organizations and which arise directly or indirectly from the actions of User while engaged in the activities contemplated by using the XL’s tools, equipment, materials, space, or educational opportunities. User hereby acknowledges that User has carefully read all of the above provisions, fully understands same, and voluntarily signs this document as a condition of use of the XL Createspace.5. Damage of tools and equipment. If User damages the tools, equipment, or space through unauthorized or inappropriate use or materials, they will be liable for replacement costs.6. Recordings. You acknowledge that the XL Createspace events may be recorded in audio, visual, and/or audiovisual media and you consent to the making and use of such recordings by the XL and/or its licensees for any purpose. You release the XL and its licensees from and waive any claims related to or arising by reason of the making and/or use of any such recordings. You grant to the LCQL the right to use your likeness in connection with the use of the recordings. Specifically, the Createspace will fulfill the following purposes:Facilitate participants’ ability to explore and gain practical experience with new technologies and traditional art and craft.Engage participants in utilizing their creative skills as they learn, share, discover, and connect with others.Encourage collaboration and the sharing of skills/knowledge among participants.Facilitate social interactions and a resilient community through collaborative making.EligibilityThe X Createspace is available to library users of all ages. A parent/guardian/adult caregiver must accompany users under age 10. The only exception to this rule would be a program specifically designed for children under 10 years of age, in which case it may be appropriate for such children to attend that program without a parent/guardian/adult caregiver present. Users of the Createspace must have a signed Liability Release Form on file to use the space, and for many of the tools, strict authorization and training must precede use of the tools.Release FormFirst time participants must sign both this Policy and a “Release of Liability” form stating that they will comply with program rules, be financially responsible should their actions cause damage to Createspace equipment, and release the Library from liability. Users under 18 years of age must also have a parent or legal guardian sign the Liability release and Createspace Policy forms. Violation of the rules set out either in this Policy, the Createspace Policy & Procedures Manual, or in the Copyright laws of the United States may result in loss of Createspace use privileges, at the discretion of the Library Director or his or her designee. Severe violations may result in legal action. Appeal of such a decision may go to the Library Board.General Conditions of UseParticipants may use Createspace supplies and equipment may be used in two ways: As part of a “family Createspace workshop”This workshops will involve all participants working on the same projects. If these projects involve potentially dangerous processes/materials/skills beyond basic cutting/pasting or similar skills as are performed in Library Storytimes and Crafternoons, participants will need to have a signed Policy and Release Form on file.During a “Open Createspace Time”The Library will have at least 3 days each week open for Createspace use, during which library staff may be available to assist users with the material and equipment. Users will need to be authorized to use some equipment, and they will need a signed Liability Release Form and Policy to enter the space, with the exceptions of staff-guided tours. A library staff member may not be available to assist him or her. This option is best for participants that are quite skilled in using the Createspace equipment and supplies independently.Also, users must realize that the X Library will NOT:Accept responsibility for damage to a user’s hard drive, disk, computer, or any other personal equipment, or the projects the user creates. Accept responsibility for loss of data or information that occurs during the use of the Createspace.Save any projects on the Createspace computers. Any projects on a Createspace computer hard drive will be automatically deleted after that user’s session has ended. Users are strongly encouraged to save any projects on their own external hard drive. (some harddrives are available for check-out, and writable CD/DVDs are available for sale at cost)Refund any monies paid out for consumable material, in the event that a project is not completed to the participant’s satisfaction.Also, users may not use the Createspace equipment to create any object (s) that:is unlawful, threatening, abusive, obscene, or racially or ethnically objectionable. If users wish to make materials that are sexually explicit, they must inform the staff in advance, so the staff may arrange a suitable time, place, and manner for making such objects;is intended to physically harm, or attempt to harm, an animal or person in any way;infringes upon a patent, trademark, trade secret, copyright or other proprietary rights of any party unless consent from the rights-owner has been obtained. The Copyright law of the United States governs the making of photocopies or other reproductions of copyrighted material. Object or part of an object that is regulated or requires a license to use or carry unless such person has the requisite license to use or carry the object printed.Guns, weapons, explosives, or any part thereof, due to restrictions on weapons in the library.Usage Subject to Refusal or Revocation – The Library Director or his or her designee may refuse a Createspace participant’s request to use the Equipment at any time if, in his or her judgment, the customer has not abided by this policy. If the participant feels that this decision was made unfairly, he or she may appeal the decision to the Library Board.X Library Createspace Skill CardWhen a participant comes to use the Createspace for the first time during either an “open lab time” or on their own, a Library staff member will verify that all appropriate forms are filled out. Then, the staff member will issue a “Createspace Skill Card,” which will list the more advanced pieces of equipment that are available in the Createspace (e.g. 3D printer, CNC machine, power tools). Each piece of equipment listed on the “Createspace Skill Card” has an associated checklist of safety information and skills that need to be mastered. At each subsequent visit to the Createspace, the participant must check-in at the front desk, at which time the staff member will verify that the participant has a “Createspace Skill Card” on file and also inquire what equipment or supplies the participant is planning on using. If the participant wants to use one of the pieces of equipment listed on the card, then the staff member must first ensure their authorization to use it. NOTE: Staff may not be available to train users at any point of the day, but will enroll users in classes so they may be certified ASAP. Occasionally, staff will have time to set up appointments to train users.Users are trained using a “learn-make-teach” model, which ensures that they are trained and observed in the proper use of the equipment, and teach someone else to use it, to demonstrate how thoroughly they understand the tool/equipment’s use.Once the staff member ascertains that the user will be able to use that particular piece of equipment safely and independently, he or she will place a sticker on the card for that piece of equipment, so that the next time the participant comes in to use the Createspace, the library staff will know that he or she is “certified” to use that particular equipment. The library reserves the right to check up and de-certify and/or re-certify a participant’s safe usage of equipment at any time. Serious lapses in safe usage of equipment may result in permanent revocation of the use of any or all Createspace equipment.Cost Sharing for ConsumablesMany potential Createspace projects will use up some sort of consumable material (e.g. 3D printer filament, cardboard for the CNC milling machine). The Library will strive to keep some basic, learning-level materials on hand, such as cardboard, cardstock, paper, PLA filament in a couple of colors, muslin, thread, yarn, LED lights, common resistors, transistors, and chips, etc. These materials are intended for learning and exploration, and are not meant to comprise your project needs. Beyond basic learning materials, participants must bring their own material to use in the space. Monies put in this “donation jar” will be used to replenish basic supplies (e.g. adhesives, basic learning materials).Lastly, should a participant bring in material (e.g. for the CNC machine) that damages a Createspace piece of equipment, that participant will be financially responsible for repair or replacement costs.Occasionally, participants may find that they have items such as older computers, extra tools, leftover bits of consumable material, etc. that they may wish to donate to the Createspace. While we welcome and appreciate donations and the generosity behind them, we do reserve the right to refuse any particular donations that we feel will not meet our needs.Project StorageIn order to facilitate the completion of long-term projects, the Library has purchased a baker’s rack and trays.
