FORENSIC LABORATORY DIRECTORCounty of San Mateo Sheriff's Office$162,406.40 - $203,070.40 AnnuallyThe County of San Mateo Sheriff's Office is looking for their next valued team member to fulfill the role of Forensic Laboratory Director.Under the direction of the Undersheriff, the civilian Director will plan, organize, direct and coordinate operations of the Forensic Laboratory within the Sheriff's Office; develop and implement goals, objectives, policies and procedures; coordinate multi-jurisdictional forensic services through countywide and areawide collaborative partnerships; and manage the laboratory staff which includes up to four Supervising Criminalists, a Records/Property Manager, thirty forensic scientists and interns, three administrative support staff, and two full-time Property Officers.The Forensic Laboratory located in beautiful San Mateo, CA, was constructed in March 2003 and is accredited to international standard ISO/IEC 17025 by the American National Standards Institute (ANSI) National Accreditation Board (ANAB). The laboratory performs cutting edge analyses in the following areas: Crime Scene Investigations; Controlled Substances; Firearms and Toolmarks; Forensic Biology; Latent Prints; Questioned Documents; and Toxicology.The successful candidate will be:An innovative, "big picture" thinker who is comfortable with organization movement and has the capacity to manage organizational changeAn approachable and politically astute leader with a management style that fosters trust, loyalty, respect, commitment and partnershipAn experienced, productive manager who leads by example, empowers staff and values a culture of collaboration and accountability of all employeesSkilled in the principles and practices of forensic testing in the fields of biology, document examination, firearms and toolmarks, friction ridge, crime scene investigation, seized drugs and toxicology?Knowledgeable and stays updated of recent developments, potential funding sources, current literature and sources of information in the field of forensic scienceCurrent priorities for the division include:Maintaining an efficient, high quality forensic laboratory that provides timely and meaningful resultsMaintaining quality assurance processes and timelines to ensure continuity of laboratory accreditation and equipment performanceEnsuring all Criminalists are trained and competency tested to use the Leica 3D scanner at crime scenesPurchasing and validating two new genetic analyzers, ensuring staff are trained and competency tested on equipment, and testing STRmix to ensure ability to interpret mixed DNA profilesValidating NEC’s new AFIS technology, ensuring staff are trained and competency tested on the system, when California’s database becomes availablePurchasing and validating new breath alcohol instruments, ensuring proper security and procedures are developed to comply with court requirementsDuties may include, but are not limited to, the following:Manage, plan, organize, coordinate, direct and evaluate the activities and personnel of the forensic laboratoryRepresent the Sheriff's Office in interactions with other County departments, advisory boards and commissions, criminal justice agencies, regulatory bodies and laboratory personnel to ensure that all appropriate policies and guidelines are followedSelect, supervise and evaluate managerial, supervisory, professional, technical and clerical personnelAdminister the forensic laboratory budget to ensure quality, continuity and prioritization of services with the efficient use of fundingConfer with law enforcement agencies, courts, members of the Legislature, public and private officials, and other County departments in activities relating to the forensic laboratoryDevelop and implement new or modified policies, programs, methods and procedures to resolve management issues; present findings and recommendations for changes in policies and practices to management and employeesAssist in negotiations with employee organizations, vendors and contractors; monitor and evaluate fiscal and legal liabilityDirect research and analysis in the development of new techniques, methods and equipment in connection with scientific criminal investigation and/or unusual or difficult cases requiring specialized techniquesPrepare detailed written reports, policies, procedures and correspondenceConsult with and provide advice and guidance to executive management and employees on various mattersKeep abreast of new developments in forensic science and related fieldsRespond to on-call or emergency situations outside normal work hoursPerform related duties as assignedMinimum Qualifications Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:Education:?Graduation from an accredited college or university with a major in forensic science, criminalistics, chemistry, biochemistry or related field.Experience: Two years of experience in a managerial capacity in public administration and five years of professional forensic science work experience.?Knowledge of:Principles and practices of forensic testing in the fields of biology, document examination, firearms and toolmarks, friction ridge, crime scene investigation, seized drugs and toxicologyAmerican National Standards Institute/National Accreditation Board accreditation programs, policies and procedures and relevant forensic laboratory quality assurance programsOrganizational, administrative and management principles and practicesResource allocation, planning and budgetingPertinent laws, codes, statutes, ordinances and court decisions applicable to a forensic laboratoryPrinciples and practices of public administration, organization and personnel management and project managementPrinciples of supervision, training and performance evaluationsRecent developments, potential funding sources, current literature and sources of information in the field of forensic scienceEquipment and procedures used in examining crime scenesComputer systems applicable to forensic scienceFinal Filing Date: June 4, 2021To learn more about the position and to apply online, please visit our online brochure at: are only accepted online.
