These proposed amendments to city code clarify the procedures for electronic City Council meetings, and also provide for similar meetings to be held by the Planning Commission. This request proposes to modify City Ords. 1-6-2 and 2-1-1. Staff recommends approval.Consent Calendar.Consider award of bid to Western Rock for the Asphalt Patching Project.BACKGROUND and RECOMMENDATION: This project is for asphalt repairs at various locations throughout the City. A map of the areas to be completed can be found at . This was a formal bid and three (3) bids were received. Staff recommends awarding the bid to Western Rock in the amount of $645,582.50.Reconsider award of bid to Bonneville Builders for the construction of the parking structure at City Hall.BACKGROUND and RECOMMENDATION: At the March 5, 2020, city council meeting, the City Council approved the award of the contract for construction of the parking structure at City Hall to Bonneville Builders. No contract has been entered into and no written notice of award has been delivered to Bonneville. Because of the rapidly changing circumstances creating significant economic uncertainty, staff feels that this project should not be undertaken at this time. Staff recommends that all bids for the project be rejected per Section 1-10B-4(C) of the St. George City Code on the grounds that the public interest will be best served by not proceeding with the project at this time.Consider approval of an Improvement Reimbursement Agreement between the City of St. George and Dominion Energy.BACKGROUND and RECOMMENDATION: Dominion Energy agrees to pay the City $121,465.40 for the cost to perform micro-surfacing as a result of the damage to pavement from the installation of a high-pressure gas line between Bluff Street and Industrial Road. Dominion Energy will repair the asphalt, this cost is for a micro-surface to give the roadway a more uniform appearance once the project is completed. Staff recommends approval.Consider approval of an amended Reimbursement Agreement with the Washington County Flood Control Authority for Ft. Pierce Wash Maintenance Project.BACKGROUND and RECOMMENDATION: This agreement is for reimbursement from the Washington County Flood Control Authority up to the amount of $437,500 for the Ft. Pierce Wash Maintenance Project 2019. $237,500 in FY 20, and $200,000 in FY 2021-2024 ($50,000/yr). The scope of the project has been increased due to NRCS funding that has been received. This agreement replaces the Reimbursement Agreement approved by the City Council on February 6, 2020. Staff recommends approval. Consider approval of a Professional Services Agreement with Bowen, Collins, & Assoc. for the design of the City Creek to Ledges Pipeline Project.BACKGROUND and RECOMMENDATION: Staff has been working with BLM for about 18 months and have a ROW for a pipeline from the City Creek well to the Ledges area. This will provide a much-needed redundant source of water to the Ledges area. The PSA with BC&A is for the design and construction bidding of the project. Staff anticipates bidding the project late this summer, with construction beginning early fall. Staff recommends approval.Consider approval of a Professional Services Agreement with Rosenberg and Associates for the preparation of the Plan of Development, Environmental Assessment, and BLM permitting for the water infrastructure improvements in the GAP/ Divario development area.BACKGROUND and RECOMMENDATION: The Water Master Plan update identifies some water distribution and storage infrastructure improvements that are needed for the GAP/ Divario development area. This Professional Services Agreement with Rosenberg & Assoc. is for the preparation of the BLM ROW applications, Plan of Development (POD) and the Environmental Assessment (EA) that are required in order to obtain a ROW from the BLM. Staff recommends approval.Consider approval of a Professional Services Contract to Civil Science, Inc. for construction management of the River Road; Riverside Drive to 1450 South Project.BACKGROUND and RECOMMENDATION: This contract is for the construction phase of the project. The contract is for inspection, testing, construction management, and administration of the contract. The project includes widening River Road to three lanes in each direction (widening River Road Bridge) with dual turn lanes and improvements at the intersections of Riverside Drive and 1450 South. The City's portion of this contract is $27,332 (6.77%). The contract is administered by the UDOT but requires the Mayor's signature for approval. Staff recommends approval.Consider approval of a contract with Harmony Public Involvement for the River Road; Riverside Drive to 1450 South Project.BACKGROUND and RECOMMENDATION: This contract is for public involvement services to assist UDOT and St. George with project communication to keep the public well informed of construction activity before and during the project. Staff recommends approval in the amount of $52,939.40.Consider approval of a new Hangar Lease with Bam Bam Holdings, LLC for Lots 57G and 58H at the Airport.BACKGROUND and RECOMMENDATION: Mesquite Air Operations, LLC (Justin Reber, manager) sold their hangar to Bam Bam Holdings (Benjamin Moore, manager) and requested to be released from their lease. Bam Bam Holdings is requesting a new hangar lease with the City on Lots 57G and 58H. Staff recommends approval.Consider approval of the Financial Report for February 2020.BACKGROUND and RECOMMENDATION: General Fund revenues are at 67.21% of the budget for year-to-date and in comparison, to having completed 66.67% of the fiscal year. Some predominant revenues affecting the overall revenue percentages in a positive way are Current (Real) Property Taxes, Franchise Taxes, General Sales Taxes, Building Permits, Class C Road allotment, and E-911 Services. The General Fund expenditures are at 59.57% of the budget for year-to-date. Departments are doing well to say with in their budgets with only a few outlining departments being over their year-to-date budget amounts. Staff recommends approval.Consider approval of an ordinance for a zone change from OS (Open Space) to PD-R (Planned Development Residential). The property is generally located at 3174 S Bloomington Drive.BACKGROUND and RECOMMENDATION: Approval of the requested zone change would allow the construction of four multifamily buildings on the subject site. The Planning Commission recommended approval.Consider approval of an ordinance changing zoning from R-1-10 to OS on approximately 3.5 acres located on the west side of Mall Drive between 110 South and approximately 270 South Street.BACKGROUND and RECOMMENDATION: This is a clean-up of zoning request to change from a single family residential zone into an open space zone for the Middleton Wash and related trail system west of mall Drive between 110 South and 270 South StreetConsider approval of an ordinance for a zone change amendment in the PD-C zone to allow development of a Maverik C-Store at Dixie Drive and 1600 South.BACKGROUND and RECOMMENDATION: This zone change amendment includes a review of the use, site plan, vehicular access, parking, landscaping, elevations, building design, colors and materials for a proposed Maverik.Consider an ordinance for a zone change amendment to the Desert Color PD in order to develop phase seven of Auburn Hills in the Desert Color development.BACKGROUND and RECOMMENDATION: The seventh phase of Auburn Hills will include 16 units. The buildings will be primarily two and three-plex units, however, there are two single family pads proposed as well. Phase seven is located directly north of Auburn Hills Phase One. The applicant is not introducing a new product to the development but is proposing More of the Mews and Mansion townhomes that are currently under construction. They are proposing a slightly modified layout from what was originally anticipated. The Planning Commission recommended approval.Consider approval of a preliminary plat for Auburn Hills Phase 7, a 16-lot residential subdivision located within the Desert Color development.BACKGROUND and RECOMMENDATION: This preliminary plat is located within the Desert Color development.
