Pinellas County is located along the west coast of Florida and includes a corridor of smaller beach communities along the Gulf of Mexico. Pinellas County is the second smallest county in the state of Florida; however, it is the most densely populated county in the state and is nearly three times more densely populated than the next closest county.The Authority serves most of the unincorporated area and 19 of the County's 24 municipalities. This accounts for 98% of the County's population and 97% of its land area. The cities of St. Pete Beach, Treasure Island, Kenneth City, Belleair Beach, and Belleair Shore are not members of the Authority; however, St. Pete Beach and Treasure Island do contract for trolley service.Since 2016, PSTA has been developing and implementing innovative on-demand programs that seek to improve the mobility of Pinellas County residents and riders. PSTA currently works with several transportation network companies, taxi providers, and wheelchair transport companies in six (6) types of pilot programs to provide on-demand trips to better connect disadvantaged riders to their destination and to connect all riders to PSTA’s fixed route bus network. PSTA’s current mobility on demand mobility programs are:Mobility on Demand ProgramDirect Connect ProgramTransportation Disadvantaged (TD) Direct Connect ProgramTransportation Disadvantaged (TD) Late Shift Program Healthy Hop ProgramDART Eligibility Assessment ProgramScope of Services Contractors shall provide innovative, on-demand mobility solutions for PSTA’s service areas in Pinellas County Florida which are capable of addressing, at a minimum, the existing trip volume for each of PSTA’s six existing on demand pilot programs. Trip volumes on each program for the last Fiscal Year are provided in the table below. Trip volume fluctuates over time and is not a guaranty of minimum quantity. While the number of wheelchair trips has increased, it is relatively low due to a lack of vehicles to provide on-demand service within a short time of a trip request. Eligibility lists may differ from program to program and is subject to change within each specific program. Contractors shall endeavor to have all rides qualifying for a PSTA subsidy to be initiated within twenty (20) minutes of acceptance or scheduled pick-up time.Contractors shall be able to operate throughout Pinellas County, FL and meet all legal requirements to be able to provide the products, services, and solutions proposed. Contractors shall be able to timely invoice PSTA for its applicable subsidy provide backup documentation for invoices within fifteen (15) days after the end of each month. Contractors shall further provide written certification with respect to the total amount billed to PSTA throughout the entire contract term, which shall be executed by Contractor’s CFO, head of finance, or other individual of similar seniority within Contractor’s organization.Contractors shall provide a dedicated account manager or customer support team to assist with customer service twenty-four hours a day, seven days per week.Contractors shall ensure the safety of its customers and regularly communicate customer satisfaction levels of PSTA’s programs. Contractors shall be responsible for managing its employees, contractors, drivers and/or vehicles. Contractors shall ensure that their riders, customers, and users are informed of and assume any and all risks associated with using Contractors’ products, services, and solutions.Contractors shall provide reports to PSTA in .csv or .xls format on a monthly basis, or upon request from PSTA, detailing the total amount billed to PSTA and the following data:Trip date Passenger name (or unique ID number)Trip cost to riderTrip cost to PSTAMode (ambulatory or wheelchair)Request timePick up timeDrop off timeOrigin addressDestination addressTrip mileageContractors shall collect, track, maintain, prepare and report all data required by the National Transit Database (NTD) related to the provision of demand response and/or future service categories created by NTD, all in accordance with the Federal Transit Administration (FTA) guidelines and sampling techniques. PSTA reserves the right to establish a reporting process for and to specify the data to be collected and maintained by Contractors. Contractors shall be responsible for the costs of any FTA or NTD audit of information reported by such Contractor(s).Contractors shall be responsible for complying with any and all local, state, and federal (where applicable) laws, rules, regulations, and ordinances which may bear on the on demand program in which they are participating, and any additional laws which govern their organization, product, service, or solution. Each program shall have at least two (2) contractors of varying capabilities. However, each program will have an aggregate budget among all providers. Contractors shall be able to terminate access to any program within 24 hours’ notice from PSTA that the aggregate budget amount has been reached. Additional data and specifications for each of PSTA’s six existing pilot programs is described within the following sections of the Scope of Work.Scope of Work Sub-Category 1: Mobility on Demand Program General Program Description: PSTA’s current Mobility on Demand Program was developed under the Federal Transit Administration (FTA)’s 2016 Sandbox Demonstration Program grant to allow paratransit customers to opt to receive same day, on demand trips. Currently, the rider pays the first $4.50 and the PSTA subsidy covers the remainder. In addition to local funds, federal and state grant funds may be used by PSTA for this program. Once customers are approved for the program, they can call a dedicated PSTA phone number to request a trip. Riders can choose from any of the available providers based on their needs and abilities, including whether ambulatory or non-ambulatory. Currently, this program utilizes a software platform developed by Goin’ LLC, which is integrated with providers’ dispatch software through an application program interface (API) connection. Technical specifications of the Goin’ software platform are attached as [Appendix A]. Contractor Requirements: In addition to meeting all requirements above which are applicable to all on demand programs, Contractors for the Mobility on Demand Program shall: Honor and accept PSTA’s subsidy for the total cost of the trip, less a $4.50 customer co-pay (subject to change), when providing curb to curb (address to address) trips within Pinellas County to ADA/paratransit riders who chose the particular Contractor for their on-demand trip, and such trip meets all other requirements of the Mobility on Demand Program, including: Eligible passengers are ADA/paratransit customers who have been approved by PSTA Trips must start and end between the hours of 7am to 7pm Monday to Saturday (subject to change) and the entire trip must remain within Pinellas County Contractors shall either integrate current dispatch software with the Goin software platform or a functionally equivalent integration solution as directed by PSTA which is capable of meeting the goals and parameters of the Mobility on Demand Program. Contactors shall be able to track and objectively verify that all requirements of the Mobility on Demand Program have been met. Contractors shall be responsible for collecting the rider co-pay from the customer directly.Contractors shall be able to cap the maximum number of eligible trips available for PSTA subsidy if directed by PSTA. Additional monthly data reporting requirements for this program include: DART Client ID Scope of Work Sub-Category 2: Direct Connect Program (General)General Program Description: The Direct Connect program is a subsidy open to anyone travelling within Pinellas County to or from certain fixed route stops. The current subsidy is $5 and is currently locally funded. There are currently 26 Direct Connect locations eligible for the PSTA subsidy (See current map of Direct Connect locations attached as Appendix _). Each Direct Connect location is either an intersection with at least one transit route, or a transit center with multiple routes for riders to connect to or from the PSTA fixed route network. PSTA designates the Direct Connect locations and may add up to six (6) additional locations within the next year. To use the program, riders must choose which provider they want to use and contact that provider directly. Contractor Requirements: In addition to meeting all requirements above which are applicable to all on demand programs, Contractors for the Direct Connect Program (General) shall:Provide a platform for PSTA riders to request rides eligible for subsidy under the Direct Connect Program, which may include promo codes, or other functionally equivalent solutions;Honor and accept PSTA’s subsidy when providing service to and from “Direct Connect” locations designated by PSTA (subject to change) and ensure such trip meets all other requirements of the Direct Connect Program, including: Eligible passengers – this program is open to the general publicTrips may start or end anywhere in Pinellas County, but either the trip origin or destination must occur within 800 feet of a Direct Connect location and Contractors shall have an objective mechanism (e.g. geo-fencing or geo-tracking) to accurately measure and verify such location is within 800 feet of a Direct Connect locationTrips must start and end between the hours of 5am to 12 am, seven days a week (subject to change)PSTA subsidizes first $5 (subject to change), and the customer is responsible for the remaining amount. Contractors shall be responsible for collecting the remaining amount of any fare from the customer directly. Contractors shall only invoice PSTA for trips that meet all requirements of the Direct Connect Program. Contractor shall provide verifiable, backup data demonstrating that all rides for which a PSTA subsidy is sought complies with all requirements of the Direct Connect Program, including trip level details. Additional data reporting requirements for this program include: Number of trips to and from each Direct Connect location (monthly)Survey data on customer satisfaction (quarterly)Scope of Work Sub-Category 3: Transportation Disadvantaged (RD) Direct Connect ProgramGeneral Program Description: The PSTA TD Direct Connect Program follows the same base guidelines as the Direct Connect Program (General) but allows PSTA’s transportation disadvantaged riders to receive an increased subsidy when travelling to or from a Direct Connect location. The current subsidy is $9. In addition to local funds, state grant funds from the Florida Commission for the Transportation Disadvantaged (CTD) are currently used for this program. Only TD riders are eligible for this program. Eligibility is determined by PSTA and sent to providers. Contractor Requirements: In addition to meeting all requirements above which are applicable to all on demand programs, Contractors for the TD Direct Connect Program shall:Comply with all requirements of the CTD; Provide a platform for PSTA’s eligible TD riders to request rides eligible for subsidy under the TD Direct Connect Program, which may include promo codes, or other functionally equivalent solutions;Honor and accept PSTA’s increased TD subsidy when providing service to TD eligible passengers (only) to or from the same specified Direct Connect locations as the Direct Connect Program (General), and ensure such trip meets all other requirements of the TD Direct Connect Program, including:Eligible passengers – this program is only available to lower income people who are registered with PSTA’s TD Program. Participants are required to opt-in to the TD Direct Connect Program by completing a form and providing an email address or phone number (if no email) to PSTA. PSTA will provide Contractors with list of eligible program participants.Trips may start or end anywhere in Pinellas County, but either the trip origin or destination must occur within 800 feet of a Direct Connect location and Contractors shall have an objective mechanism (e.g. geo-fencing or geo-tracking) to accurately measure and verify such location is within 800 feet of a Direct Connect locationTrips must be between the hours of 5am to 12 am, seven days a week (subject to change)PSTA subsidizes the first $9 (subject to change), and the customer is responsible for the remaining amount. Contractors shall be responsible for collecting the remaining amount of any fare from the customer directly.Contractors shall only invoice PSTA for trips that meet all requirements of the TD Direct Connect Program. Additional monthly data reporting requirements for this program include: Number of trips to and from each Direct Connect location PSTA TD customer ID Scope of Work Sub-Category 4: TD Late Shift ProgramGeneral Program Description: The TD Late Shift Program is available to PSTA’s TD riders who purchase a monthly bus pass but have employment that starts or ends between 10pm and 6am, beyond the hours of PSTA’s fixed route service. Eligible riders for the TD Late Shift Program are determined by PSTA and sent to providers. Currently, eligible riders receive up to twenty-five (25) subsidies (i.e. vouchers) per month on their chosen provider to take them to or from their home and place of employment between 10pm and 6am. Currently, PSTA subsidizes the full cost of the rides. In addition to local funds, state grant funds from the Florida Commission for the Transportation Disadvantaged (CTD) are currently used for this program.Contractor Requirements: In addition to meeting all requirements above which are applicable to all on demand programs, Contractors for the TD Late Shift Program shall:Comply with all requirements of the CTDProvide a platform for PSTA’s eligible TD riders to request rides eligible for subsidy under the TD Late Shift Program, which may include promo codes, or other functionally equivalent solutionsHonor and accept PSTA’s TD subsidy when providing service to TD eligible passengers (only) to or from their home to their place of employment as registered with PSA, and ensure such trip meets all other requirements of the TD Late Shift Program, includingEligible passengers – this program is only available to lower income people who are registered with PSTA’s TD Program and who have provided verified employment information to PSTA. PSTA will provide Contractors with list of eligible program participantsTrips may start or end anywhere in Pinellas County, but the trip origin and destination must be curb-to-curb between the TD rider’s home and employment addresses as registered with PSTA, and Contractors shall have an objective mechanism (e.g. geo-fencing or geo-tracking) to accurately verify pick up and drop off locationTrips must be between the hours of 10pm and 6am, seven days a week (subject to change)Each TD rider in this program is limited to 25 subsidies per calendar month (subject to change). Contractors shall monitor, track, and ensure that customers do not go over monthly trip cap and that no subsidies are sought from PSTA for more than the maximum number per month. Additional monthly data reporting requirements for this program include: PSTA TD customer IDScope of Work Sub-Category 5: Healthy Hop Program General Program Description: The Healthy Hop Program is a local grant subsidy. Currently, it is locally funded through a grant from the City of Tarpon Springs and is, therefore, only available to riders age 65 and older who in live in the City of Tarpon Springs. Additional jurisdictions may be added in the future. Currently, riders in this program may receive a full subsidy for up to four (4) rides per month to or from health destinations throughout the City of Tarpon Springs. The current destinations served by this program are attached as [Appendix B]. Eligible riders for this program are determined by PSTA and sent to providers. Riders can then choose from any of the available providers based on their needs and abilities, including whether ambulatory or non-ambulatory. This program currently utilizes the software platform developed by Goin’ LLC, which is integrated with providers’ dispatch software through an application program interface (API) connection. Technical specifications of the Goin’ software platform are attached as [Appendix A]. Contractor Requirements: In addition to meeting all requirements above which are applicable to all on demand programs, Contractors for the Healthy Hop Program shall:Honor and accept PSTA’s subsidy for the total cost of the trip when providing curb to curb (address to address) trips within the City of Tarpon Springs to certain health destinations for eligible riders who chose the particular Contractor for their on-demand trip, and ensure such trip meets all other requirements of the Healthy Hop Program, including: Eligible passengers are only Tarpon Springs residents (subject to change) over 65 who have been approved by PSTATrips may start or end anywhere within the municipal boundaries of Tarpon Springs (subject to change), but the trip origin and destination must be curb-to-curb between the eligible rider’s home address and an approved health destination list provided by PSTA (subject to change), and Contractors shall have an objective mechanism (e.g. geo-fencing or geo-tracking) to accurately verify pick up and drop off locationsTrips must start and end between the hours of 8am to 4:30pm Monday to Saturday (subject to change)Contractors shall either integrate current dispatch software with the Goin software platform or a functionally equivalent integration solution as directed by PSTA which is capable of meeting the goals and parameters of the Healthy Hop Program. Contactors shall be able to track and objectively verify that all requirements of the Healthy Hop Program have been met. Contractors shall be able to serve additional communities and jurisdictions if directed by PSTA. Additional monthly data reporting requirements for this program include: Number of trips to and from each Healthy Hop location Scope of Work Sub-Category 6: DART Eligibility Assessment Program General Program Description: This is a new program PSTA is seeking to establish. The goal of this program is to provide a full subsidy for trips to and from PSTA’s Administrative Headquarters, located at 3201 Scherer Drive, St. Petersburg, FL 33716 for Pinellas County residents who have applied for paratransit eligibility and are traveling to PSTA for a scheduled in-person paratransit eligibility assessment interview with PSTA, or a scheduled appeal hearing. All rides under this program must be pre-scheduled by PSTA for arrival on the date and time of the scheduled interview appointment. Appointment times will be scheduled Monday – Friday, between 8am and 6pm. Riders may be of various abilities, both ambulatory or non-ambulatory, and may be travelling with up to one (1) companion. Riders may also be vision or hearing impaired and may be travelling with a service animal. Contractor requirements: In addition to meeting all requirements above which are applicable to all on demand programs, Contractors for the DART Eligibility Assessment Program shall:Provide PSTA with a detailed list of the accommodations that Contractor can provide on demand to riders as part of the DART Eligibility Assessment Program (including, but not limited to oral, visual and/or physical navigation assistance to/from the vehicle, wheelchair and other mobility aids, and any other abilities to meet the needs of passengers with disabilities). Have the ability to accept ride requests from PSTA as late as 4:30pm on the day before travel to schedule eligible rides under the DART Eligibility Assessment Program.Initiate all rides from the address of origin in sufficient time for the rider to arrive at PSTA’s Administrative Headquarters 0-15 minutes prior to their appointment start time, and shall initiate return rides within 30-45 minutes after the appointment end time. Honor and accept PSTA’s subsidy for the total cost of the trip when providing trips specifically as part of the DART Eligibility Assessment Program.Contactors shall track and objectively verify that all requirements of the DART Eligibility Assessment Program have been met, including:Trip origin and destination must be curb-to-curb between the address of origin provided by PSTA and PSTA’s Administrative Headquarters, and Contractors shall have an objective mechanism (e.g. geo-fencing or geo-tracking) to accurately verify pick up and drop off locations.Trips must be previously scheduled and authorized by PSTA; while riders will have the ability to choose among providers as part of their eligibility assessment process, riders shall have no ability to schedule or cancel trips under the DART Eligibility Assessment Program, and shall have no authority to change or alter the addresses of origin or destination.Contractor may be required to meet additional safety regulations, inspections, and/or other requirements, if applicable.APPENDIX ATechnical specifications of the Goin’ software platform1.
