Abstract

This document contains the selection procedure that will be followed by the IEEE 802.11ad Task Group. It is anticipated that there will be several versions of this draft before a final revision is adopted. Once adopted, this document will be executed and followed by the IEEE 802.11ad Task Group to allow the body to adopt an initial function specification of IEEE 802.11ad. After adoption of Draft 1.0, the typical IEEE 802.11 Working Group balloting process will begin.

Changes to the Procedure

The task group can change the selection procedure with a motion that receives 75% approval, with such motion being in order even if the selection procedure has been started and has not yet completed.

Definitions

1 Channel Models

A description of the physical channel characteristics to be used for simulations of proposals. TGad shall adopt a Channel Models document that can be used in the evaluation of proposals. (See latest revision of 11-09-0334)

2 Functional Requirements

A list of mandatory and optional features, performances and behaviors of the amendment. These requirements shall be consistent with the PAR and the 5 Criteria. TGad shall adopt a Functional Requirements document that shall be met by all complete proposals. (See 11-09-0228r5)

3 Evaluation Methodology

A set of conditions for compliance to the functional requirements, comparison criteria, simulation scenarios, and metrics by which proposals shall be compared. TGad shall adopt an Evaluation Methodology that can be used in the evaluation of proposals. (See latest revision of 11-09-0296)

4 Complete Proposal

A proposal that meets all three five of the following requirements shall be designated by the task group as a Complete Proposal:

• Satisfies the PAR

• , mMeets all of the requirements in the adopted Functional Requirements document

• and aAddresses all of the requirements of the an approved Evaluation Methodology document if both Evaluation Methodology and Channel Model documents are approved by the end of the March 2010 session

• Includes a document in Microsoft Word format that contains a technical specification in draft amendment format

• Discloses how the Functional Requirements and requirements of the Evaluation Methodology are met by the technical specification.

A proposal shall not be defined as a Complete Proposal if at least one of these requirements is not met.

5 New Techniques Proposal

Presentation of novel design techniques, concepts, and algorithms that may be in Powerpoint form and should be presented prior to the presentations of the complete proposals. The early presentation of new techniques proposals facilitates their possible merger and incorporation into complete proposals prior to the presentation of complete proposals.

Steps of the Selection Procedure

In the event of a conflict between the text and Annex A, the text will govern.

1. TGad shall adopt Channel Models that will be used for evaluation of proposals.

2. TGad shall adopt Functional Requirements that must be met by all complete proposals.

3. TGad shall adopt Evaluation Methodology that must be addressed by all complete proposals.

Note: Steps 1 thru 3 may occur in parallel, subsequent steps may not occur in parallel.

4. TGad shall adopt a call for New Techniques and Complete proposals document which includes deadlines for intent to submit New Technique proposals and Complete Proposals and subsequently issue a call for New Techniques and Complete proposals. (See 11-09-1206r0)

5. Each New Techniques Proposal shall be presented with a maximum of 30 minutes for presentation and discussion combined. The initial version of New Techniques Proposals documents and related material (Presentation Material, Functional Requirements Declaration, Evaluation Methodology Declaration and Technical Specification) shall be posted to the mentor server 15 days prior to the session at which they will be presented. Zero or more strawpoll votes may be held on New Technique Proposals to gauge support.

6. Each Complete Proposal shall be presented with a maximum of 60 minutes for presentation and discussion combined. The initial version of Complete Proposal documents and related material (Presentation Material, Functional Requirements Declaration, Evaluation Methodology Declaration and Technical Specification) shall be posted to the mentor server 15 days prior to the session at which they will be presented, unless the proposal is a merged proposal (see step 96) that enters step 6 via step 118.

7. Zero or more strawpoll votes may be held on Complete Proposals to gauge support.

8. A confirmation vote may be held if scheduled as a special order on the task group agenda. If a Complete Proposal passes the confirmation vote with 75% approval then the technical specification provided for that Complete Proposal becomes the initial technical specification of IEEE 802.11ad and the selection procedure is completed. If the confirmation vote fails to achieve 75% approval, or if no confirmation vote is held, continue to Step 69.

9. Opportunity shall be given to solicit mergers among New Techniques and Complete Proposals and to significantly modify Complete Proposals to achieve necessary support for a joint complete proposal to achieve 75%.

10. If no merger or significant modification occurs go to Step 41

11. If a merger or significant modification occurs go to Step 63
