Project Request: Request the release of $40,000 Building Trust Funds – Planning to prepare preliminary plans and a design report for the Prairie du Chien HVAC, Electrical and Bathroom Upgrade Project.

Project Description: Replace the existing steam heating system with a hot water system. This includes providing a complete new system including hot water boiler(s), pumps, piping system and new heating devices (convectors, unit heaters, wall fin, etc.) throughout the facility. The new system shall have DDC controls capable of being monitored and controlled remotely on the intranet.

Provide new air conditioning system(s) for select spaces in the building.

Remodel the existing kitchen and adjacent area into a physical training room

Provide kitchenette amenities, including sink, counter, cupboards and electrical outlets, in an existing room.

Replace the existing overhead electrical service with a new underground service. Replace the existing service disconnect fused switch and power panel with a 600 amp main distribution panelboard. Correct any miscellaneous non-code compliant branch circuit wiring within the building.

Justification: The existing heating system equipment is 20-30 years old, failing, inefficient, costly to operate and uneconomical to make major repairs. The piping and fittings are deteriorated throughout the building, the pneumatic control system is manual, is not operating properly and is costly to maintain and repair. The boiler is at the end of its useful life and needs to be replaced. The heating devices are also old and will need to be replaced to work with the water heating system.

Existing window air conditions are not efficient, do not provide adequate cooling and are not effective for such facility.

The existing kitchen is in disrepair and is sparingly used. By removing an adjacent wall the space can be utilized for a physical training area. Currently there is no dedicated physical training area and the classroom is utilized for both classes and physical training.

Kitchenette amenities do not currently exist in the facility and are needed.

The existing electrical service is old, outdated and no longer in reliable operating condition. It consists of an old fused disconnect switch, metering cabinet, and power panelboard that should be consolidated into one main distribution panelboard. There are several locations within the building where junction boxes are not sized correctly and equipment and wiring has been installed in a non-code compliant manner. This project should address and correct those miscellaneous non-code compliant items.
