Testing will be performed by NETA certified technicians whose certification included OSHA safety training and arc-flash training. The effort will be accomplished over a split three-month period. Compare equipment nameplate data with drawings and specifications. Inspect anchorage, alignment, and grounding. Perform all mechanical operational tests on both the circuit breaker and it's operating mechanism. Operate the breaker to confirm manual charge, trip & close functions. B) ELECTRICAL TESTS Perform a contact resistance test on each phase of breaker, and the same test, line bus to load bus, with breaker in the cubicle. Perform insulation resistance tests, pole-to-pole, pole-to-ground, and across open poles at 2500V minimum. Perform vacuum bottle integrity test (overpotential) across each vacuum bottle with the breaker in the open position in strict accordance with man APPENDIX #2 PROTECTIVE RELAYS – SOLID STATE A) VISUAL AND MECHANICAL INSPECTION Relays shall be inspected for physical damage. Compare equipment nameplate data with drawing and specifications. Tighten case connections. Inspect shorting hardware, connection paddles, and/or knife switches. Remove any foreign material from the case. Verify target reset. Set relays in accordance with coordination data to be supplied by the Engineer. B) ELECTRICAL TESTS Perform the following tests on the nominal settings specified by owner/user's electrical engineer: a) Pickup parameters on each operating element. b) Timing test shall be performed. c) Pickup targets and seal in units. d) Special tests as required to check operation of restraint, direction, and other elements per manufacturer's instructions.APPENDIX #3 TRANSFORMERS - LIQUID FILLED A) VISUAL AND MECHANICAL INSPECTION Inspect for physical damage. Make a close examination for all damage that may have occurred as the result of environment, or other problems, which could interfere with normal operation. Compare equipment nameplate information with latest single-line diagram and report discrepancies. Verify proper manual operation such as fans, pumps, indicators, tap changer, and gas pressurization system. Check all liquid in tanks and bushings for proper level and inspect for oil leaks. B) ELECTRICAL TESTS Insulation resistance tests shall be performed winding-to-winding and winding-to-ground. Appropriate guard shall be utilized over all bushings. Insulation power factor tests shall be made on all high and low voltage winding and bushings. Overall dielectric loss and power factor (CH, CL, CHL) shall be determined. Ungrounded specimen tests (UST) shall be made on any bushing equipped with power factor or capacitance taps. A turn’s ratio test shall be performed between windings for all tap positions. The final tap setting is to be determined by the equipment owner and set by the testing laboratory. Perform winding resistance test on each winding in final tap position. Perform current-excitation test on each winding. Insulating oil shall be sampled in accordance with ASTM D-923. Sample shall be laboratory tested for: a) Dielectric breakdown voltage b) Acid neutralization number c) Specific gravity d) Interfacial tension e) Color, Visual condition f) Perform dissolved gas aAPPENDIX #4 CIRCUIT BREAKERS - MEDIUM VOLTAGE - AIR A) VISUAL AND MECHANICAL INSPECTION Inspect for physical damage, cleanliness, and adequate lubrication. Inspect anchorage, alignment, and grounding. Perform all mechanical operator and contact alignment tests on both the breaker and it's operating mechanism. Check tightness of bolted. Check cell fit and element alignment. Check racking mechanism. Lubricate all moving current carrying parts. Check for proper operation of the cubicle shutter. B) ELECTRICAL TESTS Measure contact resistance. Measure insulation resistance pole-to-pole, pole-to-ground, and across open poles. Use a minimum test voltage of 2500 volts. Perform power factor test with breaker in both the open and closed position. APPENDIX #5 CIRCUIT BREAKERS - LOW VOLTAGE - POWER A) VISUAL AND MECHANICAL INSPECTION Inspect for physical damage. Perform mechanical operational test. Check cell fit and element alignment. Check arc chutes for damage. Clean entire circuit breaker using approved methods and materials. Lubricate as required. B) ELECTRICAL TESTS Perform a contact resistance test. Perform an insulation resistance test at 1000 volts DC from pole-to-pole and from each pole-to-ground with breaker closed and across open contacts of each phase. Determine minimum pickup current by secondary current injection. Determine long time delay by secondary injection. Determine short time pickup and delay by secondary current injection. Determine ground fault pickup and delay by secondary current injection. Determine instantaneous pickup value by secondary current injection. Check charging mechanism. APPENDIX #6 480V SWITCHGEAR ASSEMBLIES A) VISUAL AND MECHANICAL INSPECTION Inspect for physical, electrical, and mechanical condition. Compare equipment nameplate information with latest single line diagram and report discrepancies. Check for proper anchorage, required area clearances, physical damage, and proper alignment. All doors, panels, and sections shall be inspected for paint, dents, scratches and fit. Verify that fuse and/or circuit breaker sizes and types correspond to drawings and coordination study as well as to the circuit breaker’s address for microprocessor-communication package. Verify correct barrier and shutter installation and operation. Exercise active components. B) ELECTRICAL TESTS Perform insulation-resistance tests on each bus section, phase to phase and phase to ground. APPENDIX# 7 BOLTED PRESSURE SWITCH A) VISUAL AND MECHANICAL INSPECTION Inspect for physical damage. Perform mechanical operator tests in accordance with manufacturer's instructions. Check blade alignment and arc interrupter operation. Check fuse linkage and element for proper holder and current rating. Check key interlocks for safe operation and proper key distribution. B) ELECTRICAL TESTS Perform insulation resistance tests on each phase (open pole only). Perform contact resistance test across each switch blade and fuse holder. Perform ground fault pickup and proper operation, if applicable. APPENDIX #8 TRANSFORMERS - LIQUID FILLED A) VISUAL AND MECHANICAL INSPECTION Inspect for physical damage. Make a close examination for all damage that may have occurred as the result of environment, or other problems, which could interfere with normal operation. Compare equipment nameplate information with latest single-line diagram and report discrepancies. Check all liquid in tanks and bushings for proper level and inspect for oil leaks.
