Introduction

1.1

In accordance with the decision adopted at the 8th and 12th sessions of the 156th

Session of the Council, on 8 and 15 March, 1999, respectively, the Council delegated to the Air

Navigation Commission the approval of the amendments to the PANS documentation and of the

Regional Supplementary Procedures, subject to the approval of the President of the Council after its

distribution to the Representatives in the Council.

1.2

On 15 June 2018, the Air Navigation Commission:

a) approved the first edition of the Procedures for Air Navigation Services (PANS) Aeronautical Information Management (PANS-AIM) (Doc 10066), which is contained in Appendix A to this working paper;

b) approved the Preamble of the first edition of the PANS-AIM, which appears in Appendix B to this working paper;

c) agreed that the first edition of the PANS-AIM will become applicable on November 8, 2018; Y

d) agreed that, as part of the first edition of the PANS-AIM, the element related to the SNOWTAM format will become applicable on November 5, 2020.

The first edition of the PANS-AIM comes from proposals made by the 12th meeting of

the Study Group on Aeronautical Information Services (AIS) - Aeronautical Information Management

(AIM) (AIS-AIMSG / 12), and the following table shows a relation of the preceding.

Amendment Justification

2.1

With the restructuring of the requirements of Annex 15, the prescriptive, detailed and

procedural texts have been transferred to the PANS-AIM to give greater visibility to standardized

methods and procedures, as well as to the global change of traditional AIS towards AIM. Since the PANS

consist mainly of texts relating to the normalization of methods and procedures, texts such as product

specifications, standardized procedures and protocols are ideal for promulgation in the PANS-AIM.

These specifications will be a means for further harmonization in the AIM domain, as well as a vehicle

for the new AIM technical requirements.

Possible application difficulties

The introduction of the new PANS-AIM has minimal implications for States and industry.

However, several requirements of Annex 15 have been transferred to the PANS-AIM, which will imply

the need to modify the regulatory framework of the State to take due account of the new references

and update the processes for notifying or notifying differences to ICAO and ensure that significant

differences are published in the State AIP.

2.3

Many requirements of Annex 15 currently listed in the PANS-AIMs have been amended,

and new ones have been developed to facilitate the transition to a full AIM environment. In order to

ensure a smooth transition and allow States and industry to set their own pace for the transition of their

systems and services, a minimum number of mandatory requirements have been introduced. The

transition from AIS to AIM is, in reality, an evolutionary process, so States and industry should evaluate

their own needs regarding the AIM and the corresponding implementation.

Financial Implications

3.1

The repercussions are minimal and the proposal ensures a better harmonization within

the AIM domain, as well as a better understanding of its principles. The transition to a full AIM

environment may require significant investments in equipment and resources, depending on the state

of implementation of the States and the industry. However, this can be done through a phased

approach that facilitates the return on investments, allows the experience gained in the early stages to

be incorporated into subsequent ones, and ensures that there is a solid foundation before adopting

more advanced techniques. In addition, the transition will produce global economic gains by improving

the management of aeronautical information through a faster, more cost-effective and controlled

quality aeronautical data exchange.

Suggested Action

4.1

The Meeting is invited to:

a) analyze Attachments B and C, respectively, where a list of tasks for the application is presented, including a review of the guidance texts, and an evaluation of the repercussions of the first proposed edition of the PANS-AIM.

b) study Doc 10066 PANS-AIM which is attached at Appendix A, which will be applicable as of 8 November 2018.

In accordance with the decision taken during the eighth and twelfth meetings of the 156th Session of the Council on 8 and 15 March 1999, respectively, the Council delegated the approval of amendments to PANS documentation and to Regional Supplementary Procedures to the Air Navigation Commission, subject to the approval by the President of the Council after their circulation to Representatives on the Council.

In view of the above, I am circulating the attached memorandum from the President of the Air Navigation Commission regarding the first edition of the Procedures for Air Navigation Services (PANS) -- Aeronautical Information Management (PANS-AIM, Doc 10066).

Should you have any comments, I would be grateful to receive them no later than 6 August 2018. In the absence of comments, I shall approve the first edition of the PANS-AIM on behalf of the Council and inform the Council accordingly.

In accordance with the procedure accepted during the eighth and twelfth meetings of the

156th Session of the Council, on 8 and 15 March 1999, respectively, whereby the Council delegated the

approval of amendments to PANS documentation to the Air Navigation Commission, subject to the approval

by the President of the Council after their circulation to Representatives on the Council, on 15 June 2018, the

Air Navigation Commission:

a) approved the first edition of the Procedures for Air Navigation Services (PANS) -- Aeronautical Information Management (PANS-AIM, Doc 10066), as contained in Attachment C to this memorandum;

b) approved the Foreword to the first edition of the PANS-AIM as contained in Attachment D to this memorandum;

c) agreed that the first edition of the PANS-AIM should become applicable on 8 November 2018; and

d) agreed that as part of the first edition of the PANS-AIM, the element concerning the SNOWTAM format should become applicable on 5 November 2020.

2.

The first edition of the PANS-AIM stems from proposals arising from the twelfth meeting of

the Aeronautical Information Service (AIS) Aeronautical Information Management (AIM) Study Group

(AIS-AIMSG/12).
