A meeting of the Board of Contract and Purchase was held on Tuesday, October 20, 2020 remotely through phone and video.

The meeting was called to order at 5:33 P.M.

Upon motion by Mr. Ferri, seconded by Mr. Fusco it was unanimously voted to approve the minutes

of the previous meeting of the Board of Contract and Purchase on October 6, 2020.

1. BID AWARD: TRAFFIC SIGNS AND ASSOCIATED MATERIALS

Source of funds: 101-1302-54103 Traffic Sign Materials

Upon motion by Mr. Mason, seconded by Mr. Ferri, it was unanimously voted to award Newman Signs for Items 1-36; 40-67; 87-92 and Traffic Signs & Safety for Items 37-39; 68-86; 93 for their respective low bid prices.

CONTRACT EXTENSIONS:

Letter of Interest for Hydraulic Equipment and Repairs

Contract extended for (YR-1) option to New England Lift Truck, VJD Enterprises, Brookline Machine/Cockcroft, C & C Hydraulics & Lubrication, & H.P. Fairfield.

Contract Term: October 20, 2020 to October 20, 2021.

Upon motion by Mr. Strom, seconded by Mr. Mason it was unanimously voted to extend the contracts.

Letter of Interest for Automatic Transmission Overhauls

Contract extended for (YR-1) option to JTO Aamco Inc.

Contract Term: October 20, 2020 to October 20, 2021.

Mr. Ferri: Could I have an explanation of what this is?

Mr. Marchesi: It’s for transmission repairs for our city vehicles.

Mr. Ferri: So it’s just in case?

Mr. Marchesi: Yes, we rarely use them now with the types of vehicles we have. They give us a price after we send them the list of vehicles.

Mr. Strom: It’s on an as-needed basis, correct?

Mr. Marchesi: Yes.

Upon motion by Mr. Ferri, seconded by Mr. Fusco it was unanimously voted to extend the contract.

Mr. Fusco: For the Walmart $1,500 one, do you guys in Canvassing not have any tables at all, is that the issue?

Mr. Lima: We have 20 but we are ordering 30 more due to COVID-19. We need additional tables at the polling locations and we need them fast, Walmart has them at a decent price. We need as many as we can get for Election Day, a lot of the schools had tables but because of distance learning, furniture has been taken out of the building and cafeteria tables are not ideal. We use folding tables for check-in and depositing pens and styluses, and we need more to minimize contact and to have more room. And 5 of the 20 are being used at City Hall for early voting.

Mr. Liberatore: Can you rent them?

Mr. Lima: We will if we need to, but we will always need them and use them for future elections, it’s always good for us to have extras.

Mr. Strom: Tony, I have a question on Wildflower Tennis and Basketball Courts. In the Capital Budget in 2016 we budgeted $90,000 total so that means these two are under budget, correct?

Mr. Liberatore: That’s correct.

Mr. Strom: Is this from start to finish, tearing up to completion?

Mr. Liberatore: Yes that is complete, those numbers are for new tennis and basketball courts.

Mr. Strom: Okay, then I just want the Board to know this goes back a few years and we probably prioritized other projects. We’re finally getting to these, it’s been brought to our attention by a councilman and consequently Tony is trying to catch up. But these should be the last two projects that go back sometime, is that right?

Mr. Liberatore: Yes that’s the end of them.

Mr. Ferri: We discussed these projects at previous meetings. Based on the conditions I’ve observed at various parks, I do think it’s important we’re maintaining our parks and keeping them in good conditions, so I don’t have a problem with these bid waivers.
