The Department of Labor requires modifications on the state plan every two years. The following modifications have been changed.Section 2. Involving Organizations and Individuals No modificationSection 3. Soliciting and Collection Public Comment Program year 2014 was posted. Public comment was published in Las Vegas Review Journal, Reno Gazette Journal, Nevada Appeal and Elko Daily Free Press on November 10, 2014. A public hearing meeting on COA (Commission on Aging) was held November 17, 2014. Public comment was due by November 21, 2014. The request for comment was emailed to Workforce Investment Boards, the Governor’s Workforce Investment Board, the Economic Development Board, ADSD (Aging and Disability Service Division) Title IIIV, C, D, E, Independent Living Grant sub grantees, SCSEP (Senior Community Service Employment Program) participants and host site agencies. Section 4. Increased Unsubsidized Employment and Employer Outreach (Section 11 of Original Plan)The State of Nevada SCSEP applied for and was awarded a Department of Labor Employer Engagement Demonstration grant in PY (program year) 2014. The grant allows Nevada SCSEP to hire an Employer coordinator, develop outreach materials to Nevada employers, organize and hold two Clark County Senior Job Fairs with the goal of increasing employer awareness of SCSEP and increasing unsubsidized employment placements with private and host agency employers. In addition, it will help to reduce the SCSEP applicant wait list. Table 5. Unsubsidized Employment Placements by Job Code as June 30, 2014Graph was updated. Participants of SCSEP filled service training positions at the following locations Office and Administrative workers train at Alzheimer’s Association, Three Square Food Bank, Silver State Housing, Social Security Administration Clark County Whitney Senior Center, Las Vegas Urban League-MLK Senior Center, Salvation Army and the Jude-22 Senior Nutrition Program.Section 7. Avoiding Service DisruptionsNo modificationsSection 8. Improving SCSEP Services (Section 13 of original plan)Agency Training Sit Agreements have been signed with 102 non profit or state agencies. AARP has developed a partnership with Allied Baron, Boyd Gaming, Dotty’s Gaming, Las Vegas Review Journal, TJX Companies, Securitas and HR Plus. ADSD has developed relationships through a sub-grantee with employers in Clark County. The State of Nevada will provide On-the-Job training (OJE) to state SCSEP participants to complement the OJE services now offered to national participants by AARP Foundation. AARP has OJE agreements with Nevada employers. The State of Nevada received an Employer Engagement grant from Department of Labor on July 1, 2014. This allows AARP to hire an Employer Engagement Coordinator.Section 9. Distribution of SCSEP positions within the StateEquitable distribution of Nevada’s SCSEP positions has been achieved in Carson and White Pine Counties. ADSD PY 2014 modified positions total 41 positions and the AARP Foundation total 150 positions for a total of 191 modified positions. Administrator’s ReportJane Gruner, Administrator, ADSD Jane Gruner attended NASDDDS (The National Association of State Directors of Developmental Disabilities Services) 2014 Directors Forum and Annual Conference. It was voted to request the Governor to fund programs, protect and strengthen The Older Americans Act, and restore The Older Americas act funding to levels prior to 2010. Additional funds were asked for ADSD (Aging and Disability Services Division) services, Social Service Block Grants, Community Service Block Grants, employment programs, energy assistance programs, Section 202 and 811 of Housing, and Prevention and Public Health funds. The Deficit Reduction Act will be reviewed the next legislative session to reduce the deficit without taking money from seniors. A presentation on Long Term Support Transformation Initiative will be an agenda item for next COA (Commission on Aging) meeting. Legislative committee on seniors, Veterans, and adults with special needs will be supporting ADSD budget request updates, a revised Nevada Olmstead Plan, an increase in funding for the state long-term care Ombudsman program, a additional position in Health Care Quality and Compliance to perform inspections, and a budget request of $500,000 for ADSD independent living arrangement services. For additional information please contact Teresa Benitez- Thompson Ms. Gruner attended the Rosalynn Carter Institution for Caring in Georgia as a speaker. Nevada Senior Services and ADSD are working with Rosalynn Carter Institution to address issues relating to caregivers assisting people with Alzheimer’s in their home. DHHS (Department of Health and Human Services) budget request was submitted. The Waiver for Persons with Disabilities plan to move from Medicaid budget into ADSD. ADSD has 494 available Home and Community Based Care Waiver slots for seniors to remain in their community and receive services. ADSD under the Healthy Nevada fund requested 5.4 million for SRX (Senior RX), 12 million for senior independent living, and $400,000 for assisted living. Person Center Planning training will be available for ADSD staff and consumers. VII.Update and Overview of the National PACE (Program of the All-inclusive Care for the Elderly)Chuck Damon, ADSD, Health Care Coordinator 3Chuck Damon will present next meeting.VIII.Report on the National Aging and Law ConferenceSally Ramm, ADSD, Elder Rights AttorneySally Ramm attended the National Aging and Law Conference in Washington DC. Ms. Ramm explained legal service help seniors maintain income, housing, medical, and safety. Legal service developers are required in each state under the Elder Rights Americans Act. Ms. Ramm explained using civil law to reduce elder abuse, integration of legal services into local aging networks, and collaboration were main points of the conference. IX.Mental Health UpdateJane Gruner, Administrator On October 6, 2014 Jane Gruner, Connie McMullen, Jeff Klein, and Peter Reed presented a summery on behavioral and cognitive health for elders. The presentation discussed individuals diagnosed with chronic psychiatric illnesses, the onset of cognitive symptoms due to illness, and mental health due to age related disability and circumstances. Challenges for improving mental health care are the lack of knowledge, misconceptions of the normal aging process, diseases that affect older adults, insufficient community based care options, training for health professionals in diagnosing, and medication management. Eight recommendations were given to the Governors Behavioral Health and Wellness council to help senior’s access mental health services. Recommendations will be sent to the governor that will be discussed at the December 9, 2015 meeting. X.Report from the Senior Services Strategic Plan Accountably (SPAC) subcommitteeConnie McMullen, Subcommittee ChairConnie McMullen said comment on the Draft Transition Plan is posted on the Nevada Division of Health Care Financing and Policy website and a transition report must be sent to CMS (Centers for Medicare and Medicaid Services) by March 17, 2015. Tony Records will be completing interviews statewide to measure Nevada’s efforts with the Olmstead plan. Mr. Record’s work report will be completed by March. A review of the current 555 Bill Draft Requests posted on the Nevada Legislative website.Please see attachment BXI.Report for the Legislative subcommitteeJeff Klein, Subcommittee Chair The Subcommittee continues to frame Elder Care Issues for considerationby legislators as they are approved issues package previously approved. Issue sessions with legislators have been arranged in Washoe County and 6 are scheduled in Clark County in January. Updates are in place for caregiver and behavioral health issue white papers. As updates are completed the Subcommittee will report back to ADSD (Aging and Disability Service). February 9, 2015 will be an Elder Issues meeting day at the legislature.
