Moved by Benson, seconded by Werner, motion carried to approve the 2011 Agreement with the State of South Dakota for Striping and Continuing Maintenance of County Roads within Beadle County.

The Board met with John Luddy from Heartland Collections to get an update on the status of the claims that have been turned over to Heartland Collections.

Moved by Benson, seconded by Marcus, motion carried to adopt the following resolution:

RESOLUTION 01-12-11

“RESOLUTION RECOGNIZING THE NEED FOR A COMPREHENSIVE DRAINAGE PLAN FOR THE JAMES RIVER WATERSHID IN SOUTH DAKOTA”

WHEREAS, Beadle County is located entirely within the watershed of the James river in South Dakota; and

WHEREAS, Beadle County has experienced persistent, above normal flooding the past two years; and

WHEREAS, The Board of County Commissioners recognizes that actions taken to address flooding issues in the watershed upstream of Beadle County will directly impact it’s property and residents, and similarly, flood management efforts undertaken in Beadle County will directly impact downstream properties and residents;

NOW, THEREFORE BE IT RESOLVED: by the Board of Beadle County Commissioners that the Commission shall work with other Counties within the James River Watershed, and the James River Water Development District, a subdivision of the State of South Dakota, to develop a Comprehensive Drainage Plan for the entire James River Watershed,

Moved by Marcus, seconded by Werner, motion carried to go into Executive Session for personnel pursuant to SDCL 1-25-2 (3) at 12:30 p.m. Chair Drake declared Executive Session over at 1:35 p.m.

The board adjourned to meet next on February 8, 2011 at 9:00 a.m.
