SELBY CITY COUNCILMARCH 01, 2017REGULAR MEETING 7:00 P.M.3409 MAIN STREETSELBY, SD 57472The Selby City Council met in regular session, Wednesday, March 01, 2017, at 7:00 p.m. Mayor Jeff Kosters called the meeting to order. Present at said meeting were Council members’ Kurt Wolf, Crystal Rueb, Don Bohle, CJ Niemiller, Jim Kihne and Finance Officer Vickie Schulkoski. Council member Terry Hettich was excused.Also, present were Sharon Wolff, Public Works Superintendent Xavier Perman and Debra Kahl. AGENDAMotion by Wolf and seconded by Kihne to approve the agenda. Motion carried all in favor. APPROVAL OF FEBRUARY 01, 2017 Motion by Rueb and seconded by Kihne to approve the minutes of the February 01, 2017 meeting as written. Motion carried all in favor.CLAIMS LISTMotion by Rueb and seconded by Niemiller to pay the claims as read. Motion carried all in favor. The City will be the equalization board for the City of Selby this year. Ms. Kahl explained that the City will be looking at the evaluations and then they will make a determination and send it on to the County. If they disagree with the Cities determination they can change it, if they do then the citizen can appeal to the County Board of Equalization. Citizens will need to have a completed appeal form into the Finance Office by March 16, 2017. Motion by Rueb and seconded by Niemiller to convene at 6:00 p.m. on March 20, 2017 to hear the appeals. Motion carried all in favor.RECREATION MANAGER POSITIONOne application was received for this position. Motion by Rueb and seconded by Niemiller to hire Linda Gill at $9.50 an hour for the Recreation manager position. Motion carried all in favor. POOL MANAGER POSITIONOne application was received for this position. Motion by Rueb and seconded by Niemiller to hire Christine Kosters at the same salary as last year ($1,850.00 per month). Motion carried all in favor. ELECTION ITEMSPetitions were due in the Finance Office on February 24, 2017. There will be no election held.Crystal Rueb filed a petition for Ward I, Gene Perkins filed a petition for Ward II and Jeff Kosters filed a petition for Mayor. No one filed a petition for Ward III, so this seat will be filled by appointment.DISTRICT MEETING The district meeting will be held Wednesday, March 29, 2017, in Akaska. Motion by Niemiller and seconded by Kihne to send those that can attend to the district meeting. Motion carried all in favor. BASEMENT & DOORSFinance Officer Schulkoski received a bid to repair the basement for $57,936.00 from Aberdeen Masonry Inc. The Council would like her to check into possible grants. SUMMER POOL & RECREATION POSITIONSMotion by Rueb and seconded by Kihne to advertise for lifeguards and summer rec positions in the Selby Record twice, with applications due in the Finance Office by 5:00 p.m. on March 31, 2017. Motion carried all in favor. APPROVED TRAVELMotion by Niemiller and seconded by Rueb to send Public Works Superintendent Perman to the SD Municipal Street Maintenance Association Spring meeting April 12-13 in Oacoma, SD. Motion carried all in favor. FINANCE OFFICER REPORTFinance Officer Schulkoski had no report.PUBLIC WORKS SUPERINTENDENT’S REPORTPublic Works Superintendent Perman purchased bulk oil from John Deere. He would like to have John Deere stock filters for the City. He would also like to purchase some tools, so he can do his job more efficiently. Motion by Rueb and seconded by Niemiller to have John Deere stock filters for the City and to allow Superintendent Perman to purchase up to $3,000.00 in tools. Motion carried all in favor. PERMITS – BUILDING, MOBILE HOMEThere were no permits to approve. NUISANCE PROPERTIESMotion by Kihne and seconded by Bohle to send DeEtta Gustafson a certified letter giving her until June 1, 2017, to take care of her nuisance property. Motion carried with Council members’ Niemiller, Bohle, Kihne and Rueb in favor. Council member Wolf voted no. Council member Wolf said he would help her if she needed help. Motion by Wolf and seconded by Kihne to send Fred Gonzales a letter to clean up the trees on his property by the alley before May 1, 2017. Motion carried with Council members’ Niemiller, Wolf, Kihne and Rueb in favor. Council member Bohle voted no. COMMITTEE REPORTSCouncil member Kihne said the bid letting will go out on the street project in the next 180 days. Council member Rueb would like Selby Days put on the April Agenda. There was a discussion on plowing driveways and it was decided that the City will not open citizen driveways.
