These stakeholders include but are not limited to DELWP, ABM, SECCCA, MAV. Work closely with the Executive Leadership Team to develop and deliver key organisational change initiatives to successfully embed sustainability accountability and organisational frameworks, strategies, performance and reporting systems.Be a key source of knowledge and advice into research and analysis of climate change adaptation and sustainability policy affecting the local government sector.ACCOUNTABILITY AND EXTENT OF AUTHORITY Responsible for production and presentation of professional reports to Council, as well as key stakeholders, government agencies and the community.Work both independently and as part of a team to achieve timely and appropriate outcomes on highly complex sustainability projects, policy and strategy development.Undertake activities to deliver an agreed work plan, with minimal supervision.Plan, manage and deliver sustainability projects within allocated time, quality and budget constraints and maximise delivery of benefits.Provide accurate and professional advice on often complex sustainability matters to other staff, councillors, management and the community.JUDGMENT AND DECISION MAKINGThe position will have a high level of impact on the organisation’s delivery of the Climate Adaptation Plan, and Toward Zero Sustainable Environment StrategyWork closely with the Manager and Coordinator to develop policy and deliver high value projects in challenging and technically complex subject matters.Perform strategically and holistically, and to consider options and implications at various decision points.Generate creative and innovative approaches to problem solving and to delivering outcomes that meet Council’s strategic directions.Make decisions based on knowledge of CoPP policies and procedures, and extensive sustainability experience and knowledge.Application of investigative and analytical skills in developing options and preparing strategies for new situations.Work independently, whilst high level guidance and advice is usually available (as required).SPECIALIST SKILLS AND KNOWLEDGEAnalyse and interpret complex technical documentation and to think and act strategically.Relevant experience working in a sensitive and complex political and business environment.Excellent written and oral communication and interpersonal skills in relation to dealing with a diverse and complex range of internal and external stakeholders.Strong project management skills and experience in managing complex projects to tight deadlines.Experience in development and monitoring of budgets including income and government grants and engaging with relevant agencies, internal and external, concerning budget issues.Understanding of government policies and programs and their impact on local government service provision.MANAGEMENT SKILLSManage the successful completion of projects by leading multi-disciplinary, cross-organisational teams and gaining commitment from staff at all levels of the organisation.Overseeing projects and ensuring appropriate management and allocation of resources to meet deadline, targets and objectives.Manage time, set priorities, plan and organise work and where appropriate that of other employees so as to achieve specific and set objectives in the most efficient way possible within the resources available and within a set timetable despite conflicting pressures.OCCUPATIONAL HEALTH & SAFETYUnderstand and comply with, the Council OH&S Policy, procedures and legislative requirements relevant to the position. Work effectively in group work with others across the organisation and with other agencies.QUALIFICATIONS AND EXPERIENCE Graduate qualifications in an environmental, social science or public policy field, combined with extensive and relevant work experience.Demonstrated ability to develop and maintain productive stakeholder relationships that add value to delivery of projects.High level experience in project management is essential. Experience in environmental management and/or the delivery of environment programs is preferred.Demonstrated capacity in facilitating environmental change and delivering environment programs, preferably in climate change adaptation.Demonstrated experience in developing and evaluating environment programs.KEY SELECTION CRITERIAPractical experience as well as comprehensive understanding of current national, state, regional and local policy context for environmental sustainability and climate change adaptation, and its relevance to the local government setting.Demonstrated knowledge of environmental, social and economic issues associated with climate change impacts, particularly associated with coastal flooding and sea level rise, urban heat island impacts and extreme weather events.Exceptional ability to develop and maintain networks with senior stakeholders internally and externally.Demonstrated knowledge of and experience in other areas of environmental management, particularly with regards to water, greenhouse and energy, community engagement, sustainable transport and sustainable buildings and asset management.Demonstrated proficiency in managing multiple complex and high profile projects under tight deadlines.Proven ability and commitment to work in a collaborative team environment, aligned with City of Port Phillip’s values. ................
