Issued by:This Request for Information is being issued by the Department of Veteran Affairs (VA), Veterans Health Administration (VHA), Program Contract Activity – Central (PCAC) on behalf of VA, VHA Office of Knowledge Based Systems.RFI Purpose:This RFI is a market research tool to survey the commercial market place for written responses with information to assist in identifying potential sources that are interested and reasonably capable of performing the work described herein. Requirement Background:The Department of Veterans Affairs (VA) currently operates post-doctoral VA Advanced Fellowship Programs in Medical Informatics at eight (8) VA Medical Centers nationally. At each competitively selected center, the VA Medical Informatics Fellowship Program provides two (2) years of post-residency / postdoctoral research and education to American Board of Medical Specialties (ABMS) board eligible or board certified physicians and dentists and postdoctoral associated health professionals. VA post-doctoral Informatics Fellows spend their time in informatics research and educational activities relevant to VA. Mentors of national stature provide guidance to fellows in rich learning environments. Graduates are expected to become role models in leading, developing, conducting, and evaluating innovative medical informatics programs.In September 2011, the American Board of Medical Specialties (ABMS) announced approval of a new ABMS medical subspecialty in Clinical Informatics via the American Board of Preventive Medicine. ABMS is the specialty and subspecialty certifying body for medical doctors nationally. ABMS subspecialty candidates must undertake post-doctoral fellowship training in fellowship programs that meet American College of Graduate Medical Education (ACGME) standards.Medical Doctors who wish to become Board Certified by ABMS in the new Subspecialty of Clinical Informatics must demonstrate evidence of appropriate training and education in the field of clinical informatics, and must do so to be admitted to the new Board Certification Exam. The first exam was held in October 2013, and which will be offered annually hereafter.Between 2013 and through 2017, medical doctors who complete the VA Advanced Fellowship in Medical Informatics will be able to offer that experience as evidence of appropriate training to be admitted to sit for the Clinical Informatics Subspecialty Board Certification Exam.Beginning in 2018, ABMS will enforce a new requirement that all applicants for subspecialty board certification in Clinical Informatics will have to complete successfully a minimum of 24 months in an ACGME-accredited Clinical Informatics Fellowship program.Existing VA Advanced Fellowships in Medical Informatics must comply with the new ACGME Clinical Informatics Fellowships accreditation standards or risk losing all M.D. (medical doctor) trainees who desire clinical informatics subspecialty certification. ACGME published the final standards in 2014. University based post-graduate training programs in Clinical Informatics are already mobilizing to comply with ACGME accreditation standards in order to be able to attract highly qualified physician applicants to their programs. VA must position its Informatics Fellowship programs to be able to compete for the best and brightest M.D. candidates who would surely select training programs that prepare them for board certification over programs that do not. VA Informatics Fellowship programs must align and partner with University affiliates that will be operating ACGME accredited Clinical Informatics Fellowships.Draft Scope of Work:The contractor shall develop a gap analysis and recommendations of how the VA may remain a leader both in post-graduate education in Medical Informatics and in recruitment of qualified medical doctors, in light of the new ACGME standards for Medical Informatics Fellowship education for medical doctors, as part of the requirements of the new ABMS Clinical Informatics subspecialty.Since VA does not operate any accredited post-doctoral fellowships for ABMS specialties, but instead partners with neighboring/affiliate University and other hospital-based accredited fellowships, a gap analysis is required to understand how VA should position itself for the existing VA Advanced Fellowships in Medical Informatics to meet new ACGME Clinical Informatics Fellowships accreditation standards or to partner with other institutions that meet the new standards.Requirements:VA is seeking a contractor who has demonstrated experience in the following areas:Knowledgeable of the Department of Veterans AffairsKnowledgeable of Medical Informatics and its specialtiesKnowledgeable of Clinical Informatics and its specialtiesKnowledgeable of physician recruitment practicesKnowledgeable of the American Board of Medical Specialties (ABMS) standardsKnowledgeable of the American College of Graduate Medical Education (ACGME) standards.Knowledgeable of University based post-graduate training programs in Clinical InformaticsExperience in project management.Submittal Information:All potential sources who are interested and believe their business is reasonably capable of fulfilling the requirement are invited to submit, in writing, a capability statement with sufficient information to substantiate your business is reasonably capable of performing the work.
