The Puerto Rico Science, Technology & Research Trust is a private, non-profit organization created by the Puerto Rico Government in 2004, with the purpose of transitioning the Island from an economy powered by pharmaceutical manufacturing to one focused on scientific knowledge and innovation. The University of Puerto Rico is a Trustee and principal beneficiary of the Trust. Hence, I was asked by the University’s President and Puerto Rico’s Governor to provide the Trust with administrative and fiscal capacity to meet its mission, including the development of a seventy acre Science City that would organize the university’s science and medical research centers into a planned and vibrant urban community.
