SUBJECT: Early Reading Instruments Report for 2001-2002

Texas Education Code, §28.006 requires that each school district administer, at the kindergarten, first and second grade levels, a reading instrument from the list adopted by the commissioner or by the district-level committee which must be based on scientific research concerning reading skills development and reading comprehension. This data in turn, is meant to drive instruction in order to ensure that every child is reading on or above grade level by the end of third grade.

This letter is to notify the administrator addressed that the Early Reading Instruments Report for 2001-2002 will be available online by July 22, 2002. The report is due on or before August 22, 2002. Please see the enclosure with detailed instructions on accessing and completing the report online.

Early Reading Instruments Report (ERI) 2001 - 2002

(Districts and Charter Schools must submit the Online Early Reading Instrument Order prior to completing this report.)

To access the Online Report:

1. Open your Internet browser – either Microsoft Explorer or Netscape Navigator.

2. Enter the following internet address: .

3. You will be on the Online Ordering and Reporting screen of the Texas Reading Initiative website. Scroll down to the Early Reading Instruments.

4. Click on Early Reading Instruments Report (2001-2002). The Texas Education Agency Security Exchange (TEASE) Login Page will be displayed.

5. Enter your Username. Each LEA has a generic Username consisting of the letter "r" and the 6 digit county district number. Do not type spaces or dashes in your Username. (For example, Austin ISD would have a username of r227901.)

6. Enter the password that was used to complete the 2002-2003 Early Reading Instruments Online Ordering form. If you do not know your district/charter’s password, call the Texas Education Agency Help Desk at 512-463-9800, Option 2.

7. Click the Continue, and a successful login displays the Application List. Click RI-Early Reading Instruments Report (2001-2002) from the drop-down menu.

8. You will see the Early Reading Instruments Report (2001-2002). The report consists of seven (7) sections. At the end of the section title is a box “□”. A red “x” indicates that the section has not been completed. A green “√” will replace a red “x” when the section is completed.

9. When you complete each section, click Save located at the bottom of the page. Each time that a section is saved, you will be returned to the Summary Page.

10. You must enter all the information in one session. A time-out feature will log you out of the report if there is no interaction with the TEA website within a 10 minute period.

To enter information in this online report:

1. Click on Section 1.

• The county-district number (CDN) is pre-populated.

• The school district/charter school name is pre-populated

• The Education Service Center Region is pre-populated.

• The Fund Year is pre-populated.

• Enter the name of the contact person

• Enter the telephone number of the contact.

• Enter the e-mail address of the contact.

Click Save.

• Enter the number of Total District Enrollment for Grade 1 for Beginning of the Year and End of Year

• Enter the number of Students receiving reading instruction in Spanish for Kindergarten Midyear and End-of-year.

• Enter the number of Students receiving reading instruction in Spanish for Grade 1 for Beginning of the Year and End of Year

• Enter the number of Students receiving reading instruction in Spanish for Grade 2 for Beginning of the Year and End of Year

• Enter the number of Students receiving reading instruction in a language other than English or Spanish for Kindergarten Midyear and End-of-year.

Number of Students Screened with the Texas Primary Reading Inventory (TPRI)

• Enter the number of Kindergarten students who were screened with the TPRI at Midyear.

• Enter the number of Kindergarten students who were screened with the TPRI at the End of the Year.

• Enter the number of Grade 1 students who were screened with the TPRI at the Beginning of the Year.

• Enter the number of Grade 1 students who were screened with the TPRI at the End of the Year.

• Enter the number of Grade 2 students who were screened with the TPRI at the Beginning of the Year.

• Enter the number of Grade 2 students who were screened with the TPRI at the End of the Year.

Number of Students Given the Texas Primary Reading Inventory

• Enter the number of Kindergarten students who were given the TPRI at Midyear.

• Enter the number of Kindergarten students who were given the TPRI at End of Year

• Enter the number of Grade 1 students who were given the TPRI at the Beginning of the Year.

• No instrument available in student’s language for reading instruction

• Enter the Number of Grade 1 and Grade 2 students evaluated with PAPI and QRI, DAR, or DRA at Beginning of Year and at the End of the Year

• Use as primary data to determine placement in an Accelerated Reading Instruction program

Use data collected during the 2001 -2002 school year to indicate Procedures Related to the Early Reading Inventories. Check all of the times during the year that apply that reflect typical procedures within the district or that reflect district policy for students in Kindergarten, Grade 1, and Grade 2.

• Inform parents/guardians of results

• Train teachers each year for administration

• Train only teachers new to a grade for administration

• Use accommodations during administration as needed and that do not invalidate assessment results

• Provide assistance to classroom teachers for administration

• Train classroom teachers on use of the results

• Train Accelerated Reading Instruction program teachers on use of the results

• Inform local board of trustees of results

• Administer midyear in addition to other administrations (Please check all times of test administration)

• Inform Commissioner of Education of results

8. When you view the ERI Summary Page, all boxes, including Overall Status will be marked with a green “√” when you have entered all the required information.

9. To print a copy of your report, click View Report at the bottom of the Summary Page. Using the Menu Bar at the top of your screen, go to File and click Print.

10. Retain this copy for your records. Each time you clicked Save during the reporting process, that information was sent to the Texas Education Agency.
