“New” sections Implemented by LC/CONSER Dec. 1, 2002; accept all LC/CONSER practice for titles created/updated in OCLC prior to this date.
New thinking: changes indicating a new work should result in a new record; anything that implies a new work—change of subject matter or scope, etc.
Record maintenance: most types of changes listed here, major or minor, will need intervention in the catalog/acquisition record.
The Examples follow the main document in the same order.
Major Changes (i.e., new record created)
Main Entry/Uniform Title:
1) The name of a corporate body changes, or a different body becomes responsible, when used:
a) as the main entry (110);
b) in the uniform title (130)
2) Change in the uniform title of a translation/language edition (130/240) [i.e., the title of the original edition changes].
Title Proper (AACR2 21.2A1):
1) Any of the first five words of the title (minus initial article) are deleted, changed, or reordered, or when new words are added to the title, unless the change is among the minor change exceptions (see Minor Changes … below).
2) Words are added, dropped, or changed anywhere in the title that change the meaning of the title or indicate a different subject matter.
3) Whenever the name of a corporate body, recorded as part of the title, changes significantly so that a new heading is needed.
4) The entire title changes from full form to acronym/initialism (or vice versa).
5) Personal name that is not also the publisher is dropped or added to the title.
Format: Change from one format to another (print to online or CD-ROM)
Edition Statement (New): A major change in edition statement that pertains to the entire serial (not the designation) and indicates a change in subject matter or physical format requires a new record.
Mergers & Splits: Whenever a title incorporates one or more titles, two or more titles merge to form a single title, or a single title splits into two or more titles, various new records need to be used.
Minor changes (i.e., exceptions; no new record is created)
Multiple minor changes in the title do not equal a major change (LCRI 21.2A)
Caveat: Even though no new record is created when a minor change occurs in a serial title, the current serial MARC record will often have to be adjusted, normally by adding field 246 variant title access.
Uniform Title: Changes to qualifiers other than corporate body (place, frequency, etc.).
Title Proper (AACR2 21.2A2):
1) New: Corporate body in title:
a. Name of the same corporate body is added or deleted anywhere in the title.
b. Representation of the same name is changed (e.g., from full form to acronym, in the fullness of the hierarchy presented, variant form [not a change in name] used).
2) New: words are added or deleted from a list (LCRI states a list is 3 or more terms), or the order of the words in the list is changed, as long as there is no significant change to the subject matter.
3) New: words indicating type of resource are rearranged, added or dropped anywhere in the title [does not include words indicating frequency such as “monthly” or “annual”].
4) New: a part of the title switches from an acronym or initialism to the full form (or vice versa).
5) Article, preposition or conjunction is added, deleted, or changes anywhere in the title.
6) Change of punctuation.
7) Change in the representation of a word or words.
8) Words linking the title to the designation are added, deleted or changed.
9) Words in the title that are issue specific.
10) Order of titles changes when the title is given in more than one language.
11) Personal name is added or dropped from the title that is part of the publishing statement of both preceding and succeeding titles.
12) [CONSER: when the order of the same two or more corporate bodies changes]
13)
a. Fluctuating titles (changes back and forth on a regular basis)
b. Titles of short duration (1 or 2 issues before changing back to original title) [These can only be determined in retrospect].
Numbering New: Any change in numbering.
Type of Resource:
When a serial changes from a newspaper to a regular serial (or vice versa) or from a non-analyzable serial to a monographic series.

When the numbering repeats the same system of numbering without distinguishing terms, supply “[new ser.]” or another appropriate term.
