Housing and Community AdvisorJob Description__________________________________________________________________________EMPLOYEE NAME: SUPERVISOR: EXEMPT (Y/N): NoSALARY GRADE:DEPARTMENT: C.D.DATE: 2020__________________________________________________________________SUMMARY: Primary duty will be to provide HUD Housing Counseling services: provide information and guidance through group education and individual counseling which supports participants in developing solutions to their housing goals. Counselors assist homeowners, homebuyers, renters and displaced populations with a variety of services. Duties and responsibilities include assessing participant barriers and financial circumstances, developing a budget, reviewing credit history, creating an action plan, advocating on behalf of the participants and developing relationships with key stakeholders, such as landlords and lenders. The position will also be responsible for marketing and outreach of such programs. Additional work duties include assistance with and coordination of other CDA community development programs.ESSENTIAL DUTIES AND RESPONSIBILITIES:Housing Information and Counseling:Provide housing information and counseling to clients in the following areas:Rental CounselingPre-Purchase CounselingMortgage Default and Foreclosure Mitigation CounselingHomeless/Displacement CounselingPre-Purchase Education Provide high quality housing counseling services, adhering to the local and national HUD Housing Counseling Program plete client intake including verifying applicant information to determine eligibility and program applicability. Conduct a comprehensive financial assessment to determine barriers to achieving housing goals.Develop an Action Plan that identifies the goals and objectives necessary to meet housing goals.Provide financial coaching for budgeting, credit building/repair, debt repayment, savings and general financial management.Provide ongoing support as participants progress towards reaching their housing goals, maintaining open communication.Connect participants to other resources within the agency and community.Conduct homeless intakes, upload information into appropriate databases, and follow up when needed.Refer clients to other agencies Update client lists follow up when needed, and close inactive files on a regular basis.Homebuyer Education Program:Arrange dates of the workshops, coordinating with appropriate presenters.Conduct community outreach and marketing for education workshops.Present and teach portions of the course curriculum.Coordinate participant sign up and respond to inquiries.Maintain program records.Funding Applications and Reporting:Compile information and assist with preparing funding applications.Maintain accurate and complete data plete quarterly and year end reports for grant funds such as HUD, HECAT, and others.Marketing and Outreach:Develop marketing materials for housing counseling and homebuyer education programs.Conduct outreach to real estate agents, bankers, eligible individuals and others about CDA programs and services.Develop and maintain partnerships with agencies, lending institutions, local housing counselor network, housing professionals and others.Coordinate and attend CDA public outreach activities and represent community development munity Development:Work with the Community Development Manager to implement the community land trust program, including assisting with applications and conducting pre-purchase counseling.Attend and participate in meetings related to housing counseling, homelessness, and other community development related activities.Assist with activities related to Small Cities Development Program application and implementation.Track, compile and analyze data related to the CDA’s community development programs.Other Duties:Collaborate with other CDA staff on programs that touch housing counseling and other community development efforts.Assist with the administration of other CDA programs and projects as assigned.QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to complete each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE:A minimum of an Associate degree and at least year two years’ work experience in a housing-related field. ( or equivalent experience) Experience providing case management, including assessment skills and developing action plans.Experience facilitating adult education/training in a group setting.Professional and/or lived experience working with diverse communities and/or households defined as low income.Experience balancing multiple projects requiring high attention to detail, strong organizational skills and ability to prioritize.CERTIFICATES, LICENSES, REGISTRATIONS:Valid driver's license and access to reliable transportation.HUD Housing Counseling certification or the ability to acquire such certification during an introductory period.Additional certifications as required by HUD intermediary as coursework is available.KNOWLEDGE, ABILITIES and SKILLS:Knowledge of homebuyer and homeownership processes and programs.Knowledge of mortgage loans and foreclosure processes.Knowledge of program administration and submittal of funding applications and reporting.Knowledge of Microsoft Office.Ability to communicate in Spanish or Somali is highly desired.Ability to document and maintain accurate and complete client files and entering of data into databases to ensure proper program reporting and audit compliance.Ability to maintain and manage confidential records and correspondence.Ability to maintain strict data practice controls.Ability to maintain, interpret, and analyze data.Ability to develop and maintain good relationships with other agencies, funders, lenders, brokers, and the public.Ability to organize and manage time efficiently.Ability to effectively work with persons from diverse economic, social and ethnic backgrounds.Ability to work independently, with clients, and as a part of a team.Ability to initiate work projects, accept responsibility, motivate others, and resolve conflicts.Excellent written and oral communication skills.Exceptional customer service skills.CARVER COUNTY CDA IS AN EQUAL OPPORTUNITY EMPLOYER ................
