Nicholson, ed. -- See NCJ-212315)Author(s): William R. Cumming; Richard T. Sylves Date Published: 2005 Page Count: 33Sale Source: Charles C Thomas 2600 South First Street Springfield, IL 62704Publisher: Type: Legislation/policy analysis Language: EnglishCountry: United States Annotation: This chapter traces the evolution of the Federal Emergency Management Agency's (FEMA's) duties regarding hazardous materials (HAZMATS) emergencies.Abstract: This review consists of a policy analysis, jurisdictional overview, and targeted management study of FEMA from its creation in 1979 to its absorption into the new Department of Homeland Security on March 1, 2003, with a focus on its HAZMATS duties. HAZMATS involve chemicals and radiological materials, so this subject overlaps weapons of mass destruction (WMD). FEMA's original disaster programs encompassed few from its creation in 1979 to its absorption into the new Department of Homeland Security on March 1, 2003, with a focus on its HAZMATS duties. HAZMATS involve chemicals and radiological materials, so this subject overlaps weapons of mass destruction (WMD). FEMA's original disaster programs encompassed few HAZMAT duties; however, it assumed more HAZMAT authority as a result of its role in the 1978-1980 Love Canal hazardous substance contamination controversy, the 1981 explosion of hexane gas in Louisville, KY, and later through the Radiological Emergency Preparedness program. The explosion of the Soviet Union's Chernobyl nuclear power plant spurred giving FEMA even more HAZMAT authority, as did the 1984 toxic disaster in Bhopal, India. Over its 24-year history, FEMA has addressed the consequences of major oil spills, various chemical releases and explosions, and the site management and recovery from major acts of terrorism perpetrated inside the United States, along with its duty to respond to an increasing number and variety of natural disasters. FEMA's work has both humanitarian and technical features, which must be considered in determining the qualifications and job assignments of those employed as managers and line workers in the agency. With few exceptions, FEMA has chosen to emphasize its humanitarian work rather than its technical work. HAZMATS emergencies, however, often involve complex issues of science and engineering, areas of expertise inadequately represented in the FEMA's ranks. With the advent of the Department of Homeland Security following the terrorist attack of September 11th, FEMA's HAZMATS legacy will undergo further evolution, given the documented terrorist intent to use HAZMATS weaponry. 29 notes and appended supplementary information and discussion questions.FEMA's Place in Policy, Law, and Management: A Hazardous ...Training Video about Emergency Response on Tribal Lands Released“Strength and Resiliency: Emergency Preparedness for Tribal Leaders and Program Directors—Your Roles & Responsibilities”By Monte Fronk Published Tuesday, January 15, 2013 The 30-minute video “Strength and Resiliency: Emergency Preparedness for Tribal Leaders and Program Directors—Your Roles and Responsibilities” came from the last 5 years that I have been hearing the same concern from tribal emergency managers who report difficulty getting enough time with tribally elected officials and/or program directors to effectively explain how to deal with emergencies on tribal lands. Unlike city or county elected officials, tribal leaders often spend a great amount of time traveling to meetings throughout the United States. Many of them spend a great deal of time at meetings with state elected officials, members of Congress as well as their staff, heads of federal agencies and other tribal leaders. They are tireless advocates for state and federal policy changes to improve the lives of their tribal members and to ensure the right to tribal self-determination is fully realized—but clearly very busy. To read the press release in its entirety and to view the very informative video use the web links below. Fronk is a 24-year tribal emergency response veteran and is a firefighter/EMT and certified emergency manager with MN Homeland Security and Emergency Management and International Association of Emergency Managers. He is also a member of the CISM team of the central Minnesota EMS region.Newsletters/Periodicals/Bookstore: American Journal of Disaster MedicineWhat exactly is disaster medicine?Even to practitioners, the discipline's definition can be fuzzy and somewhat confusing. The site is organized around an alphabetical list of topics that may be of interest to MedSchool Emergency Planners. Each page of the site contains some basic information, lists of free resources, links for additional information, and some excerpts from key documents and reports. Where relevant, a "What's New" section highlights key topics – for instance, under the topic Mass Casualty Incidents/Medical Surge, there is a reference to the 2012 Eight Priority Capabilities; and there are references for Healthcare Coalitions. ??Depending on how they are configured, Medical Schools may have some unique planning considerations. ?Emergency preparedness?programs for?Medical Schools?generally?need to integrate the preparedness activities?that are typically done at?hospitals, ambulatory surgical centers / clinics, institutions of higher education, research centers, business operations, and organizations with complex information systems capability / security requirements.?Medical schools may also have to address preparedness in regard to bio-containment, particularly if there is a?Bio-safety?Level 1, 2, 3 or 4 laboratory on campus.?This would include response plans for exposures at the laboratory and in the field. Campuses often have equipment that contains radiological materials. The medical school may be part of a state higher education system,?or part of a consortium.?Medical schools may have unique issues to deal with such as a high vulnerability to different types of natural hazards, or the?presence of a prison hospital.??Construction projects on campus may require additional emergency planning, for instance, in coastal areas subject to hurricanes, activities may include an emergency preparedness orientation for contractors, requirements that their safety/emergency management staff complete some level of ICS training, and either integration into the school’s incident command, or establishment of a liaison relationship. With students on campus, active shooter preparedness programs that engage students and include them in exercises are required in some states and are a best practice. . . .Mike Mastrangelo directs institutional preparedness for the University of Texas Medical Branch at Galveston and is compiling the site. The site will include information based on learning from Hurricane Ike, and improvement plan elements that focus on response and recovery.
