JOB DESCRIPTION

|1. |JOB TITLE: |Part Time Accounting Technician (Job Share) |

|3. |SALARY SCALE: |Scale 6 (scp 26-28) £22,221 – £23,708 per annum pro rata |

|4. |RESPONSIBLE TO: |Senior Accountant |

| | | |

|5. |JOB PURPOSE: |To provide support and assistance to the Senior Accountant and be responsible for |

| | |the preparation of reconciliation statements and certain administrative functions. |

| | | |

|6. |MAIN DUTIES: | |

| | | |

|6.1 |Responsible for reconciling all items that have cleared through the Council’s three bank accounts to the Council’s financial|

| |system and investigating anomalies. Also responsible for the preparation of the bank reconciliation statements. |

| | |

|6.2 |Responsible for monitoring cheques which have been despatched yet not presented, by liaising with relevant service |

| |departments and contacting creditors. |

| | |

|6.3 |Liaise with the Council’s bank to resolve day to day issues in respect of items on the bank statements and to stop lost or |

| |stolen cheque payments from clearing the Council’s bank account. |

| | |

|6.4 |Responsible for reconciling the Council’s VAT which is due to or from HM Customs and Revenues to the Council’s cash |

| |receipting, debtors, creditors, payroll systems. Also responsible for completing and submitting the monthly VAT returns. |

| | |

|6.5 |Responsible for monitoring the treatment of VAT on creditor payments to ensure that all VAT due to the Council is recovered |

| |in the correct manner. |

| | |

|6.6 |Responsible for the administration of the Council’s fleet of leased vehicles by advising on tax and contribution liability, |

| |dealing with driver queries, liaising with lease companies and HM Revenues and Customs. |

| | |

|6.7 |Responsible for monitoring, balancing and reimbursing the Council’s petty cash system for all departments. Also responsible|

| |for the reimbursement of staff from the Resources Department petty cash. |

| | |

|6.8 |Responsible for the financial administration of the Mayor of Ribble Valley’s Charity account, including the preparation of |

| |the charity’s annual accounts. |

| | |

|6.9 |Responsible for the financial administration of the Sidney Whiteside Charity account, including the preparation of the |

| |charity’s annual accounts and the submission of the annual return to the Charities Commission. |

| | |

|6.10 |Responsible for costing, on a weekly basis, all work carried out by the works administration and garage services and |

| |recharging the relevant service areas. |

| | |

|6.11 |Responsible for contacting all the borough’s parish councils in order to collate the level of parish precept required by |

| |each parish for the next year’s budget. |

| | |

|6.12 |Assisting the Senior Accountant in analysing service costs in order to help prepare the revenue budgets and close the final |

| |accounts for Community Committee services. |

| | |

|6.13 |Responsible for monitoring and the reconciliation of Community Committee service income. |

| | |

|6.14 |Assisting the Senior Accountant with other duties as required. |

| | |

|6.15 |To adhere to the Council’s policies, including equal opportunities and health and safety. |

| | |

|6.16 |To be responsible for ensuring the data quality of all information related to |

| |the duties of the post. |

|6.17 |Such other duties of a similar responsibility level as may be allocated to the post from time to time. |
