ESSA SCHOOL LEVEL REPORTING PRESENTATION AT STATE EDUCATION CONVENTION: The School Finance Team will be presenting “New Federal School Level Reporting: What Do School Boards Need to Know?” at the State Education Convention in Milwaukee on Wednesday, January 23. This will be one of eight featured sessions the Wisconsin Association of School Boards (WASB) is recording to stream on their website.

The presentation will be similar to those provided at WASBO and other school business conferences and regional meetings over the past two years, but with less focus on the technical details of School Level Reporting. Rather, the intent is to make board members aware of the requirement and put it in the context of its broader financial transparency goals.

We expect a number of board members to return to their districts with questions for their administrative teams. Assuming you have finalized the School Level Budget report for your district/LEA, you may log into the SLR application via Combined Reporting and access your own district/LEA and school reports via the “Reports” menu.

SCHOOL LEVEL BUDGET DATA AVAILABILITY: Data quality reviewing of the School Level Budget data submitted for 2018-19 has begun. We will be following up with districts/LEAs whose submission is outstanding or where we have questions about their data. During this review, data will not be publicly available.

On or about March 1, 2019, we will make a statewide data file available for public download through the School Financial Services web page at . Per-pupil budget numbers will not appear on state School Report Cards, nor is there currently any requirement to do so with the actual expenditure data that will be submitted this fall.

DEVELOPING THE 2019-2020 SCHOOL CALENDAR: Scheduling a full day of school for student instruction on the 3rd Friday in September and the 2nd Friday in January is significant to the district’s financial data reports. There are consequences when a district calendar does not provide student instruction on these two days. The PI-1563 pupil count report is still due two weeks after the standard count date, putting the staff collecting and entering the data on a tighter timeline to complete. If a student changes districts between the standard count date and the alternative count date per statute, it can cause uncertainty for both districts. Although not connected the data the district sends to WISEdata could be in conflict as well with the data the district reports in the PI-1563 pupil count report.

ALTERNATIVE COUNT DATES:  Each school year your district must take a pupil count on the 3rd Friday in September and the 2nd Friday in January. If your district is unable to hold school on the scheduled count date, a request for an alternative pupil count date must be submitted. On the “Membership Information and Reporting” webpage at is updated information on how your request will be processed.

PI-1563 JANUARY PUPIL COUNT REPORT: The next pupil count date is Friday, January 11, 2019. The report is due Friday, January 25, 2019. A district that fails to submit the report by the due date will automatically receive a 2018-19 membership audit. General information about school finance related student counts can be found at .

It is important to remind your school building administration and secretaries that the PI-1563 January count report is separate and, in addition to, any other WISEdata information. The 2nd Friday in January is a pupil count date that impacts many programs, including the calculation of general school aids. The PI-1563 (the school finance pupil report) can be adjusted over a period of months to impact state school aids. Student information submitted via WISEdata has different and unique reporting requirements.

Each district is encouraged to complete the PI-1563 Pupil Count Report Workbook Form (updated 12-19-2018) before attempting to complete the PI 1563 portal. A link to this spreadsheet can be found under “Guidelines for Counting” on the Membership Information and Reporting page at .
