The Senior Accounting/Finance Director maintains and promotes sound, yet innovative, business policies and practices. Responsibilities include coordinating all accounting functions of general ledger, capital projects, long-term bonds, fixed assets, restricted and endowment funds, payroll, cash management, operational banking, tax compliance, sponsored programs, operational issues involving revenue bond financing, and the lead role in financial statement preparation in coordination with Maine’s Public Universities System Finance. In addition, the position has responsibility for substantively establishing and monitoring the internal financial controls that comply with APLs (Administrative Practice Letters). The Senior Accounting/Finance Director will also oversee and manage the budget development process, balance sheet account reconciliations, create and maintain ad-hoc and periodic financial reports, complete monthly closing and the financial year-end close process. Essential Duties:Create and implement innovative strategies which boost institutional effectiveness and efficiencies.Monitor and report on accountability measures. Manage accounting operations ensuring accuracy in internal/external reporting and compliance with accounting standards and legal requirements. Manage accounting aspects of payroll and benefits in partnership with human resources.Monitor campus accounting issues and provide financial oversight and analysis of campus accounts.Responsible for the monthly financial close process including the reconciliation and roll forward of key accounts as part of the close process.Provides guidance and promotes awareness of effective control structure and data integrity. Manage sponsored program services needed at the campus level, facilities and administrative cost rate calculation and negotiation with the federal government, and post-award pletion, analysis and publishing of periodic, planned, and ad hoc financial reports, reconciliation of cash/investments, ledger maintenance, property management, capital project accounting, and supervises cash reporting process.Manage the budget development process and provides ad-hoc and periodic status reports.Maintain and update debt service schedules for the campus.Manage fixed asset accountingPrimary responsibility for position management transactions.Oversight/recording of all bond issue transactions to ensure compliance, including periodic reporting and compliance requirements.Create and implement administrative policies for accounting and finance and provide routine periodic training for accounting system.Coordinate with facilities departments regarding areas of joint responsibilities such as asset management, inventories, and capital budget monitoring. Overall preparation for and management of the annual financial audit.Collaborates with departments and explains account balances and variances from various accounting periods.Liaison with banking partners to maintain successful relationships.Collaboration with IT to improve accounting systems and ensure integrity, compliance with controls, and accurate and timely reporting results Primary liaison for all external financial reporting including the institution-wide IPEDS report.Advises department heads regarding prudent accounting oversight of their own cost centers and budgets.Responsible as part of the finance team for writing and maintaining documentation of the university accounting policies and procedures.Represents the finance department at various committees as required.Ongoing professional development to remain current on policies, regulations, trends in accounting, and government guidelines. Will need to communicate updates to relevant parties across the university.Knowledge of, and ability to generate financial modeling, forecasting, reports, and budgets.Reporting Relationship:The position reports to the Chief Business OfficerSupervisory Responsibilities:The incumbent will potentially supervise 1 -3 professional employees and hourly support staffKnowledge, Skills and QualificationsRequired:Master’s degree in accounting/finance and CPA experience required.At least seven years of demonstrated success in senior leadership and supervisory experience in large, complex multi-location organizations.Must have strong business oral and written communication skills with an ability to interact well with faculty, staff, and the university community.Excellent technical accounting skills, analytical, problem solving, collaboration skills, maintain focus, successful execution of plans, and closure of projects.Advanced technical accounting, tax compliance, internal controls, and grants and contracts knowledge.Knowledge of sophisticated enterprise resource planning systems.Experience working with queriesAbility to develop and maintain accurate reports of financial information for relevant internal and external reporting and compliance requirements, statements, financial modeling, and forecasts.Ability to maintain confidentiality and discretion.Preferred:Experience in a higher education environment is strongly preferred.Knowledge of GASB and FASB higher education financial statement and A133 audits.Investment knowledge.Advanced proficiency with business applications including Microsoft Office Suite, knowledge of automated financial systems, and PeopleSoft software.Excellent technical accounting skills and knowledge including higher education accounting, IRS requirements for not-for-profit organizations, compliance with government grants, compliance with educational assistance programs.
