CLASS CODE: 1641 PAY GRADE: 018 CLASS TITLE: REGULATORY ANALYST I ALLOCATION FACTOR(S) This is regulatory work in one of the following areas: (1) in the Public Service Commission receiving training and assisting in (a) conducting accounting, financial, economic, tax, tariff and/or rate analysis, or (b) auditing or analyzing financial records and operations of small utility and/or telephone companies; (2) in the Agency for Health Care Administration pre-auditing and assisting in analyzing hospital or nursing home financial reports and budgets; or (3) in the Medicaid Cost Reimbursement and Analysis section pre-auditing and assisting in analyzing cash reports and budgets of hospitals, nursing homes, or facilities.EXAMPLES OF WORK PERFORMED: (Note: The examples of work as listed in this class specification are not necessarily descriptive of any one position in the class. Assists in the preparation of audit reports, to include the preparation of schedules, appendices, exceptions, and comments.Conducts research of in-house documents.Conducts audits under close supervision.Assists in the preparation of staff recommendations.Handles administrative tariff files.Assists in analyzing company financial and operational data.Assists in investigating and processing complaints.Attends public hearings.Reviews routine tariff applications.Responds to informal consumer complaints and coordinates activity between affected customers and companies.Collects statistical information.Coordinates hearing activity in staff assisted rate cases.Reviews commission ordered refunds to ensure company compliance with order.Reviews pass-thru and price index tariffs for accuracy of base revenue calculation and calculates rate adjustment needed.Files approved state and federal tariffs.Maintains log of tariff filing statutes.Assists in analyzing hospital or nursing home financial and operational data.Calculates Agency for Health Care Administration assessment dues from hospital financial statements, bills the assessment and maintains balance paid or due for each hospital.Calculates the amount of the medical assistance assessment for certification to the Department of Health and Rehabilitative Services for billing of each hospital.Performs pre-audit, correction and preparation of hospital or nursing home financial reports and budgets for computerization.Performs analyses and comparisons of specific areas of interest in hospital budgets or nursing home financial reports.Performs related work as required.KNOWLEDGE, SKILLS AND ABILITIES: (Note: The knowledge, skills and abilities (KSA's) identified in this class specification represent those needed to perform the duties of this class.
