CITY OF BOWDLEREGULAR MEETING MINUTESAugust 3, 2020Held at the Bowdle Fire Hall, Mayor Rick Boschee called the meeting to order at 7:01 PM with those present reciting the Pledge of Allegiance. The following members were present: Erick Bieber, Gary Frankfurth, Rex Gab, Mike Gunderson, DJ Hardison and Amy Kappenman. All present voted yes. Motion carried.Gary Frame addressed the council requesting a variance as directed in Title 10.03 point 4, “Structures containing both commercial and residential uses” in that his residence and business is located in a commercially zoned building; and point 5 “Wholesale trade” as his business does business as a wholesaler, storing and shipping various substances. Motion to grant variance was made by Hardison, seconded by Frankfruth. All voted yes. Motion carried. With no further business, Frame left the meeting at this time.Leland Treichel, Edmunds County Emergency Management Coordinator, shared information about Local Emergency Planning Committees (LEPC), Preliminary Damage Assessments (PDA), Pre-Disaster Mitigation (PDM), and Emergency Operation Centers (EOC). He also spoke to the value of having HazMat information available for first responders to be able to adequately address emergency situations. Following his presentation, all present signed his roster, and he left the meeting.Bowdle Healthcare CEO, Kirby Kleffman presented the June financials and statistics, stating that overall activity was stronger than expected, and, except for LTC and a slower trend on therapy, all other numbers were up from the same period last year.Kleffman presented a list of items for surplus designation, appraisal committee assessment, and eventual silent-auction sale. Items included: brown leather couch, PT table with frame, 3 dining room chairs, 2 adjustable exam lights, 9 recliner lift chairs, 1 glider rocker, 2 oak oblong tables with leaves, 2 tall reception chairs, 2 end tables, 1 small round table, 2 suitcases on wheels, 1 electric baby scale, 1 cloth lift chair, 2 stainless steel wall mount shelves, 1 dresser, 1 insulated food cart on wheels, 1wheelchair scale, 2 stainless steel carts, 1 file cabinet, 1 reclining chair on wheels, 1 geri chair, 1 hydraulic cylinder chair, walkers, and wheelchairs. Motion to declare surplus was made by Gab, seconded by Kappenman, all voted yes. Motion carried.Motion by Hardison, seconded by Gab to approve the following new hires and promotions: Taylor Stotz, Hospital RN to FT, $25.50/hr; Nicole Beitelspacher, Clinic Receptionist, FT, $15.00/hr; Kasynda Eckhoff, Dietary Aide, FT, $12.00/hr; Rachelle Griese, Activites Aide, PRN, $12.00/hr; Amber Shaykett, Activities Aide, PT w/benefits, $12/hr; Marcella Walz, Housekeeping, PT, $13.00/hr. Terminations: Dominic Weinkauf, EVOC, Danielle Goransson, Dietary Aide/Cook; Roseanne Ullmann, Clinic Receptionist. Wage Increases: Sheila Zambo, 15 yr, HH/CNA, $14.36/hr; Angela Zabel, 5 yr, CNA $14.36/Med Aide $15.96/hr. All present voted yes. Motion carried. Mayor Boschee welcomes new hires to the facility.Kleffman updated Covid policies and procedures. Phase I, allowing for family, beautician, and clergy visits, with safeguards, has begun at the LTC. Random Covid testing continues, and the nursing home will be obtaining a Covid testing machine. Other potential Covid expenditures continue to be explored.Kleffman asked the council to go into Executive Session for Personnel Matters. Motion by Hardison, seconded by Gab to enter into executive session at 7:57 pm. All present voted yes. Motion carried.During this time, Rohrbach left the meeting with no further business.Mayor Boschee declared Executive Session ended at 9:17 ing out of Executive Session, Kappenman moved the following:Effective August 9, 2020, the starting wage for nursing home nursing assistants be $15.00/hourEffective August 9, 2020, all nursing home nursing assistants receive an hourly increase, up to $3.00 per hour with a salary cap at 20 years of service.Effective immediately and for up to the next 3 months, full-time and part-time nursing assistants picking up open/unfilled shifts in the nursing home be eligible for a $50.00 bonus per extra shift worked. To be eligible for the bonus, staff must notify the Nursing Home Director of Nursing within 5 days of the open shifts being posted. If the nursing assistant is unable to work all scheduled shifts, they would no longer qualify for the bonus that pay period.Second by Bieber. All voted yes. Motion carried.A second motion coming out of executive session to offer the position of Director of Rehab Services to TiAnn Boggs was made by Bieber, seconded by Hardison. All voted yes. Motion carried. With no further business, Hoffman and Kleffman left at this time.Rodney Schlecht asked the council about hiring part time help. The council had previously implemented requiring of background checks for new city employees to align with hospital guidelines (Oct 2019), and reaffirmed the intent that any new employee, whether full or part time, have a background check completed by DJ Hardison at a cost of $75 each. Miles Eisenbeisz has agreed to help Schlecht, and the council agreed to pay him $13/hour. A background check will be requested.Schlecht reported tht the Bowdle Airport is currently utilized by two parties. One has requested that all of the run way markers be straightened and re-painted. The airport committee was asked to evaluate the situation. It was decided that the parties utilizing the facility were welcome to make the improvements, but that city funds would not be utilized at this time.The city tractor lease had expired. Bieber and Schlecht reported that tractors had been swapped out per the standing lease agreement.Questions were raised about the water usage at the bar. It was reported that a urinal had been running causing the high usage. The city park and the pavilion access was considered. With the growth of the pine trees on the west side of the park, access to the pavilion requires entrance to the park at the north end of the trees. This makes accessing of the picnic shelters and pavilion difficult for those with physical challenges. Sandmeier was directed to research the availability of grants for access projects. The council may consider the removal of one tree to provide access, provide space for handicapped parking, and explore the options for a sidewalk from the entrance to the pavilion. Kappenman reported that there is damage at the bottom of the pavilion doors which will also require attention.The BEDC had acquired the small school house on Main St. to eventually be home for the museum. BEDC replaced the roof and is working on replacing the windows. The group requested a small window air conditioner for the building. The BEDC Director was instructed to contact Arnie Peck as he has a small AC unit that may be utilized. The council members offered to assist with the moving of items to the new location when it is ready. Concerns about the non-ADA compliance of the building vs. the historic building designation need to be clarified. The director will research.A number of complaints have been received by city elected officials and employees concerning unkempt properties and unlicensed vehicles within the City of Bowdle. Sandmeier was directed to make phone calls and follow up with letters. Kappenman suggested a fall clean-up day as an avenue to assist those whose property is in need of attention. A tentative date during the second week of September was set.Bowdle was recognized by the South Dakota Municipal League for 15 years of membership with the SDML Workmans’ Compensation Fund. A plaque was presented to the city. A motion was made by Gab, seconded by Gunderson that we continue to cover the city employees, city volunteer fire fighters, boards, board members, clerical, librarians, animal control, and summer rec employees, etc. All voted yes. Motion carried.A request for Bowdle to participate in a nationwide wind energy proclamation was denied.Bids for the cleaning of the carpet at CJ’s were received from A1 Steam Brothers ($550), Aberdeen Carpet Cleaning ($450) and Walz Carpet Cleaning ($400). Motion made by Hardison was to go with Walz Carpet Cleaning and add the Scotchguard for an additional $50. Second by Frankfurth. All voted yes. Motion carried.F/O Sandmeier provided the June statement of accounts, monthly receipts, the year-to-date budget worksheet and the water usage and loss report for review by the council. F/O also shared information from NECOG concerning Covid funding.F/O reported that a number of citizens had inquired about property lines and she had consulted with an engineering firm that would be willing to come to Bowdle one day to survey for individuals, allowing all to share the travel costs to lower the cost, resulting in surveys completed in the $300 to $500 range per property. Hardison recommended individuals contact the Edmunds County Land and Title Company in Ipswich as they had provided maps with measurements upon his inquiry. The council gave first reading to the 2020 Bowdle Municipal Code as provided by Beck Law Firm. Motion made by Hardison, seconded by Gab to approve the first reading. All voted yes. Motion carried.The council reviewed the proposed budget for 2021. Bieber moved to approve the first reading of Appropriations Ordinance # 2020-02. Seconded by Frankfurth. All voted yes. Motion carried.The SDML 2020 Elected Officials Worship, scheduled for Sept. 2 in Pierre, will be attended by Hardison. Others planning to go need to notify Sandmeier prior to 8/15/20 for registration. Cost to the city is $50 per attendee.Due to Labor Day, the next regular council meeting will be held Wednesday, September 9, 2020, 7:00 pm at the Fire Hall.Motion by Gab, seconded by Hardison, to adjourn at 11:09 pm.
