2450.4 – RESPONSIBILITY

Authority to enter into contracts and permits to sell and dispose of timber and forest products is described in FSM 2404.2.

Regional direction for nominations and delegations of responsibility is detailed in the Regional Supplement of FSM 2404.

Regional policy for administration of forest products contracts and permits is described in the

R-6 Supplement of FSH 2409.15, Chapter 10.

2450.44 – Forest Supervisor

4. Implement the Region 6 Certification Program for Contracting Officers of the FS-2400-4 contracts, as described in FSH 2452.41.

2450.46 – Timber Sale Contract Administration Team

Contracting Officer’s Responsibilities:

a. Assign qualified individuals to administer contracts, including Forest Service Representative, Sale Administrator, Harvest Inspector, Engineering Representative, and Construction Inspector. Assigned individuals shall be designated in writing by name and by sale. The Contracting Officer and Forest Supervisor shall assure that individuals that are assigned responsibility in sale or product permit and contract administration meet or exceed the minimum requirements and certification process, as described in FSH 2452. Individuals not meeting the described minimum training and certification requirements may be designated, by name, to work as trainees under the direct supervision of a certified individual.

b. Implement the Region 6 certification program for Forest Service Representatives and Harvest Inspectors, as described in FSH 2452.

c. Monitor, mentor and closely supervise the Harvest Inspector and trainee Sale Administrator, with the assistance of the Certified Sale Administrator and the Forest Service Representative. This provides on-the-job training for the Harvest Inspector and trainee Sale Administrator.

d. Award a contract or permit only after an affirmative determination of purchaser responsibility, per 36 CFR 223.101 – Determination of Purchaser Responsibility.

e. Assure that contracts and permits are administered fully, consistently and fairly.

f. Assure that all individuals involved with the administration of forest product contracts and permits, including Collection Officers, will be appropriately designated, in coordination with the Forest Supervisor.

2452 – CONTRACT ADMINISTRATION FUNDAMENTALS.

2452.4 –Minimum Requirements and Certification for Timber Sale Administration Personnel

2452.41 – Minimum Requirements for Contracting Officers.

3. Regional Certification Program for Contracting Officers.

a. FS-2400-6, FS-2400-4, FS-2400-3, FS-2400-2 and FS-2400-13 series contracts: The Regional Forester will evaluate the nominated candidate’s documented knowledge, skills, abilities and training against the minimum requirements as stated in FSM 2452, as amended and supplemented.

b. FS-2400-4 series contracts: The Forest Supervisor will evaluate the nominated candidate’s documented knowledge, skills, abilities and training against the minimum requirements as stated in FSM 2452, as amended and supplemented.

Documentation of the successful evaluation and written designation of the individual as Contracting Officer constitutes certification as Contracting Officer.

2452.42 – Minimum Requirements for Forest Service Representatives.

7. Regional Certification Program for Forest Service Representatives. The Contracting Officer, with the authority to designate a specific individual as Forest Service Representative, will evaluate the nominated candidate’s documented knowledge, skills, abilities and training against the minimum requirements as stated in FSM 2452, as amended and supplemented.

In addition to the Minimum Requirements for Forest Service Representatives (FSR) located in the parent text (FSM 2452), the FSR must have passed the timed written Sale Administration examination. Certification as Forest Service Representative consists of the documentation of the successful evaluation and written designation of the individual as Forest Service Representative.

2452.43 – Minimum Requirements for Timber Sale Administrators.

5. Regional Certification Program for Timber Sale Administrators. Timber Sale Administrators must be certified as described in the Regional Supplement to FSM 2409.15, Chapter 12. The sale administration certification includes the following:

a. Pass the timed written Sale Administration examination.

b. Pass the Sale Administrator Field Exam.

c. Complete the formal Basic Sale Administration Training session.

2452.44 – Minimum Requirements for Harvest Inspectors.

6. Regional Certification Program for Harvest Inspectors. The Contracting Officer with the authority to designate a specific individual as Harvest Inspector shall evaluate the nominated candidate’s documented knowledge, skills, abilities and training against the minimum requirements as stated in FSM 2452.4, as amended and supplemented.

Documentation of the successful evaluation and written designation of the individual as Harvest Inspector constitutes certification as Harvest Inspector.

2452.45 – Minimum Requirements for Forest Officers.

3. Regional Certification Program. The official with the authority to designate a specific individual as Forest Officer shall evaluate the nominated candidate’s documented knowledge, skills, abilities and training against the minimum requirements as stated in FSM 2452.4, as amended and supplemented.

Documentation of the successful evaluation and written designation of the individual as Forest Officer constitutes certification as Forest Officer.

a. Only designated Forest Officers shall sign permits.

b. Only designated Collection Officers (FSM 6532.3) shall collect money.

2452.46 – Additional Considerations

Requirements for Engineering Representatives and Construction Inspectors are located in

FSH 7109.17.
