Position Announcement – Administration

Director of Human Resources

July 2015

The Director of Human Resource and Administration is responsible for the day-to-day operations of human resources functions and duties, including recruitment, training and development, compensation and benefits administration, performance management, record keeping and office administrative duties. This position provides the highest level of customer service; and demonstrates integrity, credibility, and confidentiality in all areas of the job.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Develops and maintains agency manuals, policies, and procedures in accordance with relevant regulations and laws, and in conjunction with the Personnel Committee of the Board of Directors and the Directors’ Team.

• Ensures compliance with State and/or Federally mandated audits, reports and regulations.

• Manages recruitment function in coordination with program managers including posting and advertising open positions, reference checking, interviews, coordinating job offers, and background checks.

• Provides new employee orientations and maintains personnel files and documents; updates HR component of HRIS system as necessary.

• Coordinates and tracks training for agency staff.

• In conjunction with Directors’ Team, administers compensation and performance management system, and completes wage and benefit surveys.

• Administers compliance with compensation plan and maintains current position postings and descriptions.

• Conduct exit interviews with departing employees and processes all related paperwork.

• Coordinates temporary staffing needs for managers through employment agencies.

• Administers benefits, including open enrollment renewals for agency, enrollment changes and COBRA, and acts as liaison between carriers and employees.

• Researches, plans, implements benefit changes or new benefit programs or services.

• Assists agency supervisors on the appropriate application of agency policies and employment issues, and represents the agency in employment related hearings or administrative rulings.

• Manages property and liability insurance activities for the YWCA

• Functions as a YWCA leader by actively promoting the YWCA's mission, inspiring a shared vision, modeling the YWCA's ethics and values, challenging others to be their best, and looking toward the future of the YWCA, embracing innovation.

• Practices continuous quality assurance and improvement to ensure best practices in human resources and daily operations functions.

• Provides quality customer-service to staff members and applicants through thoughtful, genuine interactions.

• Maintains highest level of confidentiality and protection of employee and company related data and information.

• Effective communication and presentation skills; ability to speak effectively before groups of employees; ability to write clear reports and correspondence

• Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals

• Ability to compute rate, ratio, and percent

• Ability to apply common sense understanding and technical knowledge to carry out instructions furnished in written, oral, or diagram form

• Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists

SUPERVISORY RESPONSIBILITIES

This position has no direct reports.

EDUCATION and EXPERIENCE

Four-year college degree in Human Resources Management or a related field, five years of relevant experience and/or training, or comparable combination of education and experience.

Thorough knowledge of applicable state and federal employment and labor laws.

OTHER QUALIFICATIONS

• Professional of Human Resources (PHR) certification preferred

• Must have the ability to transport self in and around Pierce County, if that includes driving your own vehicle then must possess current and valid Washington State Driver’s license as well as insurance per Washington State Law

• Acceptable State Patrol Criminal History Record
