BASIC FUNCTION:

Under the general direction of the Staff Services Manager III and the guidance of the Deputy Commissioner/Legislative Director (Exempt) for the Legislative Office, the Staff Services Analyst will provide administrative, analytical, and technical support to legislative staff in matters related to the administration of the Department of Insurance’s state legislative program, which includes insurance legislation, issues, and other related matters of importance to the Department of Insurance, insurance companies, and insurance consumers. The incumbent is expected to exercise initiative and independence while performing a range of analytical work and assigned duties. Occasional travel may be required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.). Travel may include overnight stay.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

ESSENTIAL FUNCTIONS

35% Use an online tracking system to monitor State legislation and run daily legislative reports to identify those measures that impact the Department of Insurance, insurance companies, and insurance consumers and provide data to legislative staff; identify appropriate Divisions within the Department to receive bill assignments for program analyses and advise management of impact; coordinate the preparation and distribution of bill analysis requests; coordinate with legislative staff to ensure requested legislative and fiscal analyses are completed by requested deadlines; answer questions from Department staff regarding bill analysis procedures; establish and maintain cooperative relationships with Department staff, Governor’s Office, legislative staff, control agencies, consumer groups, and other private and public sector groups involved in the legislative process; research and respond both orally and in writing to inquiries, the Governor’s Office, legislative staff, consumers, insurers and other interested parties, as directed; create and maintain various contact lists to assist legislative staff.

25% Draft legislation, negotiate with the legislature and stakeholders, and prepare amendments, position letters, and other background information pertaining to legislation to further the Department’s mission; review and analyze proposed legislation and advise management on the impact to the Department; assist management in developing the Department’s state legislative program, including annual goals and objectives; review analyses submitted by Department staff to ensure they are consistent and provide a sound conclusion; create and maintain an internal bill tracking system for legislative staff; attend legislative hearings and assist in the preparation of testimony to be presented before various legislative committees.

25% Compile data and develop reports for the Legislative Office and Executive Staff including summary reports on the Department’s legislative priorities, end of session reports, Commissioner’s Annual Report, summary of sections affected report and other reports as requested; research and evaluate historical legislative data, as needed.

10% Assist with logging, tracking, and processing initial requests for supply orders; process travel reimbursements and travel advances for staff, as needed; work closely with Legislative Office staff to maintain legislative web page; and administrative tasks, as needed, to include assisting and scheduling meetings for the Deputy Commissioner/Legislative Director.

MARGINAL FUNCTIONS

5% Miscellaneous tasks identified on an ad hoc basis including, but not limited to, delivering or picking up amendments, analyses, letters and reports; and special projects as assigned by management.

WORK ENVIRONMENT OR PHYSICAL ABILITIES

• Work in a high-rise building in an open space environment.

• Appropriate dress for the office environment and occasional interactions with the Governor’s Office, Department of Finance, Legislature and consumer group representatives.

• Requires ability to effectively handle stress and deadlines in a fast-paced legislative work environment.

• Daily use of personal computer and related software applications at a work station.
