JOB DESCRIPTION

JOB TITLE: ZONING ADMINISTRATOR

GENERAL STATEMENT OF JOB

Under limited supervision working with the Town of Chapin Director of Public Affairs, administers and enforces ordinances and related codes, principally the Town’s Zoning Ordinance and subdivision regulations, and administers the long-range planning programs related to development and implementation of land use and related municipal plans and policies, including the Town’s Comprehensive Plan.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

Administers, interprets and enforces the zoning ordinance, subdivision regulations, and other local ordinances as necessary.

Reviews and approves all construction, sign and demolition permits for zoning compliance. Reviews and approves various design applications, home occupation requests for zoning compliance.

Approves subdivision plats, boundary line adjustments, and other land development.

Prepares and presents revisions of related town ordinances, including zoning amendments and map changes, as well as, provides technical input into formulation of related policies.

Confers with local authorities, civic leaders, social scientists, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, industrial, and community uses.

Recommends governmental measures affecting land use, transportation, public utilities, community facilities, and housing to control and guide community development and renewal.

In cooperation with the Central Midlands Council of Governments staff and the Director of Public Affairs, coordinates Town planning programs and performs routine and complex assignments in a wide variety of planning work, such as the preparation of project outlines, selection of data sources, and detailing of plans for reports of capital improvements, elements of the comprehensive plan, major zoning changes, neighborhood centers and community development projects.

Interprets ordinances and evaluates proposals to ensure compliance with applicable codes. Approves boundary line adjustments and coordinated the review of land development proposals for compliance with the land development regulations.

Attends professional development workshops and conferences to keep abreast of trends and developments in the field of municipal planning and codes enforcement.

Prepares, organizes, schedules and moderates pre-construction meetings for commercial development projects. Monitors assigned development applications through approval. Prepares reports and related data as required.

On-site inspections of all new construction for commercial and residential projects to ensure zoning compliance, as well as, on-site inspections on all properties for zoning compliance and complaints.

Gathers, interprets, and prepares data for studies, reports and recommendation; coordinates zoning and building activities with other departments and agencies as needed.

Prepares notices, zoning reports and supporting data, including recommendations on various zoning proposals to appropriate Boards, Commissions, Supervision and Town Council.

Provides staff support and technical assistance to Director of Public Affairs, Zoning Board of Appeals, Architectural Review Board and Planning Commission as well as Town personnel and Town Council.

Responds to local citizen inquiries about zoning regulations and ordinances and other city codes. Resolves complex and sensitive citizen and customer service issues.

Submits reports of development activities and maintains records and documents of customer service issues and regulations.

Coordinates long-range planning and assists in grant preparation.

Operates a variety of equipment such as personal computer, 10-key calculator, telephone, copy machine, fax machine, tape recorder, motor vehicle, electric eraser, tape measure, measuring wheel, etc. and a variety of computer software such as the Microsoft suite, Adobe Acrobat, Adobe Photoshop and ESRI ArchGIS and related software.

ADDITIONAL JOB FUNCTIONS

Patrols the Town looking for zoning violations and enforces municipal ordinances.

Serves on Town committees as assigned.

Assists with other duties within the department, as assigned by the Director of Public Affairs and the Mayor.

Performs related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Requires a Bachelor’s degree in land use planning, urban planning, public administration, building science, landscape architecture, or a closely related field with three years of experience in zoning administration, building code enforcement, municipal planning or in a closely related field; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must have a valid South Carolina driver's license, or the ability to obtain one by start of employment.

Knowledge of Job: Has thorough knowledge of the methods, policies, and procedures of Zoning, Planning and Codes Enforcement pertaining to specific duties of the Zoning and Planning Coordinator. Has knowledge of the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the organization of the Town and of related departments and agencies. Has considerable knowledge of zoning laws, including their formation, process of adoption, and enforcement. Has knowledge of state law in regards to Zoning and Planning. Has considerable knowledge of planning programs and processes. Is skilled in applying a responsible attention to detail as necessary in preparing reports and correspondence. Is able to read and interpret various materials pertaining to the responsibilities of the job. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine and non-routine tasks. Is able to plan, organize, and prioritize daily assignments and work activities. Is able to perform employee evaluations and to make recommendations based on results. Is able to offer assistance to fellow employees as necessary. Is able to learn and utilize new skills and information to improve job performance and efficiency. Has knowledge of how to make public presentations. Has the mathematical ability to handle required calculations. Has knowledge of the standard tools, materials and practices of the trade. Is skilled in the care and use of required tools and equipment. Has knowledge of the occupational hazards and safety precautions of the trade. Is capable of working under stressful conditions as required. Has knowledge of how to react calmly and quickly in emergency situations. Keeps the Economic Development Director briefed on the status of projects, seeking direction and input as required.

COGNITIVE REQUIREMENTS

REASONING REQUIREMENTS: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Requires the ability learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

LANGUAGE REQUIREMENTS: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or directions from supervisors as well as acting in the place of the supervisor in their absence and performing professional interactions. Requires the ability to read a variety of policy and procedure manuals, laws, ordinances, proposal documents, planning documents, etc. Requires the ability to enter data into computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Must be able to speak with poise, voice control and confidence.

MATHEMATICAL REQUIREMENTS: Requires the ability to add and subtract totals, to multiply and divide, to utilize mathematical formulas, to determine percentages and decimals, to determine time and weight. Must be able to use practical applications of fractions, percentages, ratio and proportion. Requires the ability to inspect items for proper length, width, and shape, and visually read various information.

MENTAL REQUIREMENTS: Requires doing professional-level work and maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts. Assumes responsibility for completing assigned work within deadlines in accordance with directives, policy, standards and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human and conceptual areas.

PHYSICAL AND DEXTERITY REQUIREMENT: Must be physically able to operate a variety of related machines and equipment including a computer, printer, fax, automobile, microfiche reader/printer, camcorder, copier, cameras, postage machine, etc. Must be able to exert up to twenty-five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but inspection work involves walking, standing, bending, stooping, reaching, etc. for brief periods of time. Must be able to lift/carry weights up to twenty-five pounds.

SENSORY REQUIREMENTS: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.
