JOB TITLE: Director, Adult Education and Literacy Program

REPORTS TO: Executive Director, Workforce Development DATE: 07/01/2011

POSITION SUMMARY:

Administer the Adult Education and Literacy Program (AEL).

ESSENTIAL TASKS:

n Supervise all personnel assigned, recommending selection, retention, promotion and discharge as appropriate.

n Recruit, hire, train, and mentor AEL teachers and Literacy Coordinator

n Maintain current teacher certifications.

n Instruct GED courses half-time or as needed.

n Determine, establish and operate AEL sites.

n Develop and manage the curricula for ABE, GED, and ESL programs.

n Assign schedule for AEL classes.

n Prepare and manage AEL budget.

n MaintainAEL records as required by DESE and East Central College.

n Develop grant proposals for DESE and additional resources.

n Prepare departmental reports and required DESE AELreports

n Coordinate marketing of the Adult Education programs.

n Work with appropriate ECC staff and departments to successfully transition GED students to college level coursework and programs.

n Provide academic advisement services or appropriate referral for AEL students.

n Attend DESE AEL regional and statewide meetings and conferences.

n Attend DESE workshops to maintain AEL certification.

n Provide for maintenance of equipment related to AEL classrooms and AEL office.

n Perform assigned responsibilities, duties, and tasks according to established practices, procedures, techniques, and standards in a safe manner and with minimal supervision.

KNOWLEDGE, SKILLS, and ABILITIES:

n Knowledge of department and college policies, procedures, and practices with the ability to answer work related questions; and/or interpret and apply these guidelines correctly in various situations.

n Knowledge of DESE regulations pertaining to AEL and GED programs.

n Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.

n Ability to plan, organize and implement assigned responsibilities and to work well under pressure to meet deadlines

n Excellent organizational, analytical and planning skills.

n Ability to establish and maintain positive working relationships with other employees at all levels.

n Ability to manage interpersonal conflict situations requiring tact, diplomacy and discretion.

n Ability to participate as a team member, ability to understand and interpret rules and regulations, and ability to adjust to change with a positive attitude.

n Skill in budget preparation and budget management.

n Ability to handle confidential material judiciously.

n Ability to prepare and analyze financial statements and reports.

n Availability to work or meet in the evenings and/or on weekends.

n Ability to travel out-of-state as well as locally to participate in meetings, conferences, and other activities related to the operations of the colleges.

n Follow complex technical instructions, solve technical problems, or disseminate information regarding policies and procedures; may compose unique reports or analysis, or provide extensive customer service to internal or external customers;

n Communicate information to guide or assist people; may give instructions or assignments to helpers or assistants.

DECISION-MAKING and ANALYTICAL SKILLS:

n Perform professional level work requiring a wide range of administrative, technical, scientific, engineering, accounting, legal, or managerial methods applied to complex problems;

n May plan or direct the sequence of department or division activities

EQUIPMENT/SOFTWARE:

n Use office machines such as copiers or calculators.

n Use computers for data entry; expertise with standard word processing and spreadsheet software.

WORKING CONDITIONS - the following physical conditions and hazards may be encountered in this position:

n Indoor environment

PHYSICAL REQUIREMENTS:

n While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. The employee is occasionally required to stand and walk.

n The employee must occasionally lift and/or move up to 10 pounds.

n This position has no special vision requirements.

EDUCATION, EXPERIENCE, and LICENSES/CERTIFICATIONS: (A comparable amount of training, education or experience may be substituted for the minimum qualifications.)

n Completion of bachelor's degree

n 1 Year related experience

n Adult Education and Literacy certification by DESE.

n Possess a valid driver's license and acceptable driving record and background check.
