Instructions New Applications for a License to Carry a Concealed Deadly Weapon

(Delaware Residents Only)

In order for your application for a license for a Concealed Carry of a Deadly Weapon to be processed, the following steps must be completed:

1. Arrange with a Newspaper of General Circulation in Your County (Newspaper selection must have a circulation of at least 35% of the population in your zip code.)

Have your newspaper application published once, at least (10) business days before the filing of your application. Be sure to use your whole name - no initials - and your home address.

Look for the newspaper that applies for your zip code in the county you live in.

FOR NEW CASTLE COUNTY:

Hockessin Community News (approved for Zip Code 19707 only) Newark Post (approved for Zip Codes 19711, 19713, 19701, 19702, 19716); New Castle Weekly (approved for Zip Codes 19720, 19701, 19702, 19706 (Delaware City only); Middletown Transcript (approved for 19709, 19730, 19734)

All other Zip Codes in NCC must use the News Journal.

FOR KENT COUNTY: Delaware State News; Dover Post; Smyrna/Clayton Sun-Times; The Guide; News Journal

FOR SUSSEX COUNTY: The Guide; Morning Star Publications, Inc.; Cape Gazette; Coastal Point; Independent Newspapers; Delaware Wave; Sussex Countian; News Journal Once your add posts in the paper, the newspaper company will either mail you or e-mail you an affidavit stating when your post appeared in the paper.

You will receive an Affidavit stating your article has posted. Send the newspaper company's affidavit with your application.

TIP:

Make sure your driver's license has your current address before filing your application.

2. Background Verification

Fingerprints must be taken by State Bureau of Identification (SBI) within 45 calendar days of filing application.

For information about hours please call State Bureau of Identification (SBI) (302) 739-2528.

You are required to submit proof of payment for your fingerprinting. Once you pay for your fingerprinting, make sure you receive a receipt of payment before leaving. You will submit this receipt with your application.

3. Have the reference questionnaire completed by five (5) citizens from the County in which you reside.

The reference cannot be related or reside at the same address as you.

TIPS:

You must know the person for at least 1 year before you can use them as a reference.

You can use a husband and wife as separate references. If their children are over 18, you may also use them.

For question #4 on the questionnaire - Are you aware of the reason why this applicant has applied for a license to carry a concealed deadly weapon? Have the person you are using as a referral, hand write their answer on the form. Do not pre-type it in the form because it looks pre-canned and will get kicked back.

For the reason you wish to apply, keep it simple. I would suggest using the sentence below. Just use the He or she as appropriate to gender.

"He or she wishes to apply for a Concealed Carry of a Deadly Weapon License for the protection of himself or herself, his or her family and his or her home."

4. Complete the application and have it notarized.

A notary is available at each Prothonotary's Office.

TIP: Have the form notarized in advance.

For the "Reason for Application" I would suggest using. "I would like to apply for my Concealed Carry of a Deadly Weapon permit for the protection of myself, my family and my home."

5. Photographs

Include two (2) color passport-style photographs of the applicant.

Photograph must be taken within the six-month period immediately preceding the filing of the application.

TIPS: The Post Office will only do photos for you for a Passport.

Walgreen's will do them for you.

You may do the photos yourself as long as they are in color, printed on photo paper, the photo has to be from the shoulders up, no larger than 2" x 2", remove glasses, head gear, and you cannot smile.

Put the photos in a letter envelope and mark on the outside "PASSPORT PHOTOS INSIDE and paperclip them to your paperwork. DO NOT STAPLE, GLUE, OR TAPE THEM TO ANYTHING!

6. Include the statutory filing fee of $65.00.

Cash, Money Order or Personal Check, made payable to "PROTHONOTARY" will be accepted.

7. New Applications (May Be Filed At Any Time)

You must file the new application and a duplicate copy.

You may be contacted by a representative of the Attorney General's Office for a personal interview.

If all the requirements are met, mail to the Prothonotary's Office in the County in which you reside.

You may hand deliver your application to the Prothonotary's Office, or mail to the office for the county you live in.
