• As the reelected member of the Joint Committee on the Remuneration of Executive Directors and their Alternates (JCR) of the International Monetary Fund (IMF) and the World Band (WB), Dr. Hassanein attended the meeting of the 2010 session of the JCR. The meeting was held in Paris during the Period June 18-20, 2010. The JCR Committee, headed by the Chairman of the Board of Governors of the IMF and the WB and included the Former Minister of Finance of Span as the third elected member, presented its recommendations to the Board of Governors of the IMF and the WB.

• Member of the Board of Directors of the Commercial International Bank (CIB) Egypt and Member of the Bank Audit Committee August (2009- present), and the Chairman of the Audit Committee (2013-present).

• Member of the General Meeting of the Egyptian Electricity Holding Company (2009-present).

• Member of the board of directors “Navisat” Company. The Supplier of Satellite Services for Air Traffic Management (2009-2014).

• Appointed by the Chairman of the Boards of governors to serve on the JCR of the World Bank and International Monetary Fund for a term of two years (2009 and 2010). Joint Committee on the Remuneration of Executive Directors and their Alternates, (JCR), a standing Committee constituted each year to make recommendations to the Boards of Governors of the World Bank and the International Monetary Fund on all matters concerning the remuneration and benefits of Executive Directors and their Alternates. The scope of work of the JCR includes the review of background materials and information concerning the roles and qualifications of Executive Directors of the two institutions, and their salaries and benefits relative to their duties and responsibilities and compared to those external and internal comparators and with that of the remuneration of the President of the Bank and Managing Director of the Fund. The Committee would normally meet once a year to discuss issues and make its recommendations. The JCR is chaired by the Chairman of the Boards of Governors and comprise two additional members chosen among former governors of the Bank and the Fund on a geographical rotation basis. Members are appointed by the Chairman of the Boards of Governors (chairman of JCR) on a joint nomination by the President of the Bank and the Managing Director of the Fund and normally each member serve for two years. In the year 2009 the new member was to be selected from the Middle East and North Africa region. The secretariat of the JCR usually put together a short list of potential candidates for the Bank President and the Fund Managing Director to consider in the nomination process.

• Chairman of the board of directors of the “Civil Aviation Finance Holding (CIFA)”. The financial and investment arm of the civil aviation in Egypt (2008-present).

• 2005- 2009: Member of the High Level Commission on the “Legal Empowerment of the Poor”. This Commission is formed by the Prime Minister of Norway Mr. Kjell Magne Bondevik to contribute to reaching the Millennium Development Goals of the UN. The Commission was established later (Jan. 2005) as a UN organ. Professor Hassanein as commissioner of the Commission on the Legal Empowerment of the Poor, was selected to chair Group 4 (one among five groups) which is entrusted with the study of Entrepreneurship: Expanding Opportunities for Legally Establishing Business and Fostering innovative financial instruments and institutions for the transition from informal to formal business. The Commission was co-chaired by Madeline Albright and Hernando de Soto. Twenty four distinguished personalities and prominent public figures from different parts of the world are members of the Commission. To mention a few members:

The commission on Legal Empowerment of the Poor was the first global initiative to focus specifically on the link between exclusion, poverty and law.

The commission lasted four years until June 2009.

To achieve its mandate, each of the five groups of the Commission was engaged in extensive research activities performed by members of the group as well as external professionals, academicians and practitioners.

Group four members were commissioners, academicians from Harvard University, MIT, the Institute for Liberty and Democracy, Lima, Peru, Centre for Policy Dialogue, Bangladesh, Lawyers, World Bank Finance experts and Care Canada experts.

Work in Progress

1) Project: Bridging Societies Through Trust and Power: Experimental Evidence From 44 Nations Across 5 Continents

The first project is in the area of Behavioral Finance. This is a new subject which became a top priority among finance academicians and practitioners. One segment of the behavioral finance is the attitude toward tax compliance in different political, social and economic systems. A worldwide study was conducted to measure the attitude of young men and women toward the tax compliance. Hundreds thousands of well-designed questionnaires(44 country study with 14,509 valid observations) were collected from young people, processed and analyzed by a team of academicians and professionals applying behavioristic finance models.

The center for economic and behavioral studies in Eastern Europe assembled the findings of these results and integrated the remarks and suggestions from the study collaborators.

The final version of this research will be submitted to a targeted journal which is a top well known publication “Science”. The title of the article is: Bridging Societies through Trust and Power: Experimental Evidence from 44 Nations across 5 Continents.

2) Senior advisor to the risk management group at the Commercial International Bank (CIB).

Project for the Institution of Enterprise Risk Management (ERM) in the Emerging Markets Banking Systems.

The Case of the International Commercial Bank (CIB).

The Enterprise Risk Management is integral to the management and future direction of banks, with the objective for a holistic view of all risks, forward-looking analytics, robust risk culture consistent and continuous across the entire organization. During the first half of 2014, based on the initiative of Professor Medhat Hassanein, the CIB decided to pursue the establishment of an ERM framework. A mature framework will provide CIB with a competitive and innovative mechanism to effectively allocate economic and regulatory capital.

3) Project for Building a Financial Econometric Model

To Effectively Manage the Operational Risk in the

Emerging Markets Banking System

The Case of the International Commercial Bank (CIB)

Dr. Hassanein formed a team of the CIB risk officers jointly with Dr. Mohamed Bouaddi; Assistant Professor in the department of Economics at the American University in Cairo. The team reports directly to Professor Hassanein. The team started the initiative of the “Operational Risk Quantitative Modeling Stream”. The objective of this model is to work on the advanced modeling techniques using existing Basel II recommendations and working papers.

The results of this project are expected to have influence on operational risk mitigation in the CIB and in the emerging countries banking system. It is also expected that the findings of this project will be published in top financial and banking periodicals.

Grants

• Secured a research grant from AUC to finance data collection and analysis of actual transactions concluded in the Cairo & Alexandria Stock Exchange since 1994.

• secured a research grant from AUC to conduct research on “Intelligent Agents and Artificial Financial Markets”. This research is conducted by a team of AUC professors: Dr. Ashraf Abdel Bar (Computer Sciences Department), Dr. Eskander Tooma and Dr. Medhat Hassanein (Management Department). The research grant was approved by the AUC Provost , October 2007.

- In 2009 the UN General Assembly adopted the Second substantive UN General Assembly resolution on Legal Empowerment of the Poor.

68 countries-from all regions of the world-co-sponsored the resolution. The composition of co-sponsors includes 11 Least Development Countries, 20 G 77 Members, 21 EU Members and 19 OECD-DAC member countries. This is a clear testimony of the priority that member states are attaching to this innovative agenda for development and an imperative for the eradication of poverty.

• Medhat Hassanein: Member of “The Euromoney Egypt Conference”: “Restarting Investment, Sharing the Benefits of Growth”, held during the period 9-10 October, 2012, The Fairmont Towers Hotel, Heliopolis, Cairo, Egypt.

• Bank Audit Committee Conference (Insight on oversight), June 6th – 8th, 2012, held in Chicago, USA. The conference which was organized by the Bank Director was divided into two parts; part 1 was the Pre Conference Peer Exchange (held on Wednesday June 6th) and part 2 was the conference on Bank Audit Committee (held on Thursday- Friday June 7th – 8th).

• Medhat Hassanein invited as keynote speaker to address a group of Finance and Financial senior staff of the Commercial International Bank (CIB) / Egypt. The event was held on December 7th, 2011 and attended by 500 persons. The subject of the speech was "Economy of Egypt a Vision of Destination - Role of Banks". 

• Medhat Hassanein was invited by Provost Medhat Haroun of the American University in Cairo to give the Fall Provost’s Lecture. Dr. Hassanein delivered a lecture entitled “Egypt Economy, The Pathfinders”. The lecture was attended by the university faculty, students and audience from the AUC community. The lecture was scheduled on November 13th, 2011.

• Organized and chaired a conference on: “Building a portfolio of Fixed Income Securities for Aviation Companies”.

Conference attended by 65 staff of Finance and Accounting departments of the civil aviation companies in Egypt. Speakers were top executives of Hermes Investment Bank.

The second topic that was covered in this conference was “Investment Fund to Finance Long Term Infrastructural Projects in the Civil Aviation Sector”

The Conference was held on January 27, 2011, for one day.

• Organized and chaired 2 seminars attended by 60 members of the financial departments of the Egyptian Civil Aviation companies.

Date: January 18th, 2011

Location: The auditorium of the Ministry of Civil Aviation.

Title of the 1st seminar: Financial Leasing (Capital Lease) as a means of securing funds for air aviation projects.

Title of the 2nd seminar: The Issuance of Corporate Bonds to finance long term investment projects in the Civil Aviation sector.

The two seminars’ speakers were selected among academicians and Practitioners from investment and commercial banks, financial leasing companies and financial institutions.

• Invited by His Highness Prince Al Hassan Bin Talal to be the Guest Speaker of the Conference organized by the UNDP in Amman Jordon on the 16th May 2010 on the Occasion of the Launch of the Arabic Version of “Making the Law Work for Everyone”. The event was preceded by a Roundtable discussion on the same subject. The Conference was attended by representatives of NGO’s, intellectuals, news reporters, academicians, politicians, ministers and public figures from Jordon, other Arab Countries and from different parts of the world.

• “Making the Law Work for Everyone”, author: UN Commission on the Legal Empowerment of the Poor. A roundtable on how to make the law work for everyone. Organized by UNDP- MENA region office and was held in Amman Jordon on May 16th, 2010. Dr. Hassanein was the lead discussant. HRH Prince Al Hasan of Jordon was the chair of the Roundtable event. Attendees were a selected group of public figures, dignitaries, intellectuals and academicians. The time of the roundtable was 2.15 hours and it was conducted in English.

• Inauguration of the Arabic Version of “Making the Law Work for Everyone”.

Author: UN Commission on the Legal Empowerment of the Poor.

Venue: Amman – Jordon. Afternoon session chaired by HRH Prince Al Hasan of Jordon on May 16th, 2010.

Dr. Hassanein was the keynote speaker introducing the Arabic Version of the report in 30 minutes presentation. The audience was 500 participants from Arab Region, Asia, Europe and USA and UN organizations.

• His Royal Highness’ (HRH) Prince Al Hassan Ben Talal of Jordan invited Dr Hassanein on January 28, 2010 to co- chair with HRH a one day workshop to "explore a regional initiative for Legal Empowerment of the Poor" .

• John Kasarda “The Cairo Aerotropolis: Providing Egypt’s 21st Century Competitive Edge” A lecture given on December 3rd, 2009 to 350 top executives and middle management of the public and private civil aviation sector in Egypt. Dr Hassanein organized this event and chaired the session. HE Minster of Civil Aviation, Egypt was the discussant of the Lecture. John Kasarda is kenan Distinguished, Professor of management, Strategy and entrepreneurship, University of North Carolina.

Dr. Hassanein gave a complementary presentation entitled: Financing Models of Aerotropolis: The case of Egypt.

• Participated together with UNDP Regional office in Cairo in organizing a Roundtable entitled “Exploring a Regional Initiative for Legal Empowerment of the Poor”. The Roundtable was held in Cairo on December 13th, 2009. Attended by governments officials from the MENA region, representatives of the private sector, parliamentarians, press representatives, lawyers and academicians. It was a one full day event. The proceedings of the Roundtable is to be published by UNDP, Regional Centre Cairo, Egypt.

• Member of the International Advisory Board of the international Congress on Pervasive Computing and Management, Sydney, Australia, 2009.

• Medhat Hassanein: Attended the World Conference on Airport Cities, Aerotropolis, Athens 27-29 April 2009. This conference was an opportunity to meet leading airport cities executives, planners, developers, financiers from around the world to discuss their insights and experiences and innovative public and private partnership and finance mechanisms to build airport cities and aerotropolis to increase the commercial & property value of areas surrounding airports in the world. Cairo Airport Company, which is a subsidiary of the Holding Company for Airports, is planning to build an airport city around Cairo airport. I am the senior finance advisor of this mega project.

Minister’s Membership in the Board of Governors of International Organizations

In his capacity as the Minister of Finance of Egypt, Dr. Hassanein was appointed as the governor of Egypt to the World Bank Board of Governors, he attended the annual meeting of the World Bank and the International Monetary Fund and the World Bank Development Committee. He participated in developmental Issues such as Poverty, debt relief, employment, growth, fiscal and monetary reform, privatization, deregulation, liberalization, environment, social development and governance.

During his term as the Minster of Finance and in his capacity as the Governor of Egypt member of the Board of Governors of the Islamic Development Bank, Dr. Hassanein gave five speeches on the role of the Islamic Development Bank (IDB) in member Islamic Countries:

1. “Strategy for Infrastructural Projects among Islamic Countries.” Jedda, Saudi Arabia. 1999.

2. “Development Aspects from the Islamic Development Bank Perspective.” Beirut, Lebanon. 2000.

3. “Social Development, employment and the Role of Women in Islamic Countries, a Proposed Forum for the Islamic Development Bank” Algeria. 2001.

4. “Poverty and Foreign Debt in Africa and the Islamic Development Bank Strategy” Wagadoga, Purkina Faso. 2002.

• When Dr. Hassanein completed five years of his term as a board member and chairman of the Audit Committee and decided to resign from HSBC Bank of Egypt, he received the following letter from the Chairman and CEO of the Bank: “Pursuant to your letter of 25 May 2009, it is with sorrow and regret that it seems to appear inescapable, having to miss out on your great input and contribution both as Chairman of the Audit Committee and Director of the Board. Your highly regarded input and advice has undoubtedly and by all means, contributed to the success of HSBC Egypt to reach its current magnitude …………..”

• Provost Tim Sulliman of AUC wrote to Dr. Hassanein upon his returning back to AUC after completion of five years as the Minister of Finance of Egypt (1999-2004): “I take this opportunity to welcome you back to the Department of Management at the American University in Cairo. We were all proud of you during assuming your position as Minister of Finance and honored to have you back ……. July 18, 2004.

• The director of the Institute for International Economics, Washington, DC, wrote a letter to Dr. Hassanein on June17, 2004: “Thank you for your superb presentation to our Luncheon Meeting on Tuesday. I was delighted that we would host such an enthusiastic gathering to discuss your reforms (as the Minister of Finance of Egypt). You presented the program clearly and persuasively, and I expect that there will be many positive repercussions ……..”

• On October 1st, 2002, the Mayor of the City of Chicago invited Dr. Hassanein to give a keynote speech to an audience of businessmen, academicians and City of Chicago Officials. The Mayor wrote the following letter: “ ……. you are a tireless worker on behalf of the citizens of Egypt. You have provided strong leadership to your people, especially in the area of economics and development, and your hard work is an example for others to follow. I am delighted that you have chosen to visit Chicago for the lecture on: “the Road to Recovery: How the Egyptian Economy Has Weathered the September 11th Shock, and to share your perspective on Egypt’s economy ……..”

• On July 5th, 2016, the Dean of the School of Business addressed the following to the President and the Provost of AUC: “I am delighted to share some very exciting news at the beginning of this fiscal year. The AUC Venture Lab and the Commercial International Bank (CIB) are partnering to support entrepreneurship in Egypt, focusing on the area of financial technologies (FinTech) by creating the AUC Venture Lab FinTech Accelerator, Powered by CIB. This is a two-phase partnership with a total financial support of $600k over three years. Phase 1 of the project will take place during 2016-2017 with a budget of $200k. Phase 2, will extend over 2017-2019 with a total budget of $400k…… I would like to seize this opportunity to thank AUC Distinguished Professor and CIB Board Member Dr. Medhat Hassanein and Jameel Endowed Chair and the founding Director of the AUC V-Lab Dr. Ayman Ismail for their diligent efforts and exemplary dedication in the past months in making this promising and impactful partnership happen.”

Biography

Medhat Hassanein is a PhD, DUP (Distinguished University Professor) and Professor of Finance and Banking with the Management Department of the School of Business, at the American University in Cairo. Former Minister of Finance, Egypt (1999-2004).

Professor Hassanein obtained his BA in Economics from Cairo University (with Honors). Dr. Hassanein holds an MBA from New York University (with Distinction) and a PhD, Wharton School, University of Pennsylvania, USA.

Dr. Hassanein was the senior economist of the Projects Department of the Arab Fund for Economic and Social Development in Kuwait; a regional development fund operates according to the rules of the World Bank and services all developing Arab countries. During his term with the Fund he participated in the financing of infrastructural, agro- industrial, industrial and agricultural projects. Thereafter, he was promoted to Director of the Fund’s Technical Assistance Department.

Few years later, Dr. Hassanein joined the Arab Investment Bank in Egypt as the Director of the Investment Sector in charge of projects finance, assets management and private equity transactions of the bank. After his service with the Arab Investment Bank he was offered to be the president of the Egyptian Gulf Bank in Egypt (commercial bank).

Professor Hassanein is a senior policy analyst with long experience in institutional building, macro-policy analysis, financial economics, corporate finance, international financial management. He has previously served as advisor to government, high-level advisory bodies and the donor community.

During his term as Minister of Finance, he has developed and instituted the second-generation program of the fiscal public policy reforms of the Government of Egypt. These included, inter alia, tax, customs reforms, reviewing the procurement system in government, revising the pensions system (pay-as-you-go versus fully-funded systems) together with the investment policy of social insurance funds, introducing public expenditure reviews and performance-based budgeting, building and design policies for the formalization of extra-legal entities, securing international and local funding packages for the appraisal and implementation of national projects, developing a program for the corporatization of public economic authorities, setting a program for the management of government cash flow-, and effecting the public debt-management function through introducing Egypt’s debut Eurobond issue in international financial markets, in addition to the implementation of the primary dealers system and national debt equity swaps.

Authored numerous articles and government reports on topical issues in economics, fiscal and monetary policy, finance and banking, macroeconomic reforms, privatization, capital markets and the extra-legal economy in Egypt.

Professor Hassanein was a member of the High Level Commission on the Legal Empowerment of the Poor, a UN organ. He was selected among commissioners to be the chairman of Group 4 (one among five groups) which is entrusted with the study of Entrepreneurship: Expanding Opportunities for Legally Establishing Business and Fostering Innovative Financial Instruments and Institutions for the Transition from Informal to Formal Business.

Professor Hassanein holds membership in many local and international professional associations. He has served as Chairman and Board Member of banks (investment, commercial and development), public holding companies and private corporations.
