4. SENATE MEMBERSHIP

4.1 Election of One Member of Staff under Section 8(1)(e) of the University of Western Australia Act 1911 (member of Academic Board elected from the Academic Board)

Members noted that Professor John Cordery was elected as Chair of the Academic Board and representative on Senate for a two year period from 1 January 2013 to 31 December 2014.

4.2 Election of two persons under Section 8(1)(g) of the University of Western Australia Act 1911 (2 persons enrolled as students elected by students)

Members noted that Mr Cameron Barnes was elected as the student representative on Senate for a one year period from November 2012 to November 2013 and Ms Emma Greeney had been re-elected as the student representative for a two year period from November 2012 to November 2014.

The meeting was informed that Ms Gemma Bothe has been elected President of the Postgraduates Students Association for a period of one year from November 2012 to November 2013.

(ii) Amendment of Award Conferred at the Graduation Ceremony held on 13 September 2012

An administrative error occurred which resulted in Ms Sara Morgan Linton being admitted to the degree of Master of Pharmacy instead of the Master of Pharmacy with Distinction at the Graduation Ceremony held on 13 September 2012.

(iii) Amendment of Award Conferred at the Graduation Ceremony held on 18 September 2012

The Faculty of Architecture, Landscape and Visual Arts advised that an administrative error had occurred which resulted in Mr Charles James Bellamy being admitted to the degree of Bachelor of Landscape Architecture instead of the Bachelor of Landscape Architecture with Third Class Honours at the Graduation Ceremony held on 18 September 2012.

Senate noted that the Vice-Chancellor on 24 September 2012 had approved the relevant changes.

7. 2013 ADMISSION AND QUOTA PLAN – REF F40028

Members noted the 2013 Admission and Quota Plan which followed previous Admission and Quota Plans in describing the policies and arrangements for admitting students to courses and specifying the planned numbers of students to be admitted in defined categories.

Clarification was sought as to changes, if any, in policies. The likely impact of New Courses and the possibility of load shifts, the issue of student exchange, service learning and the University’s enrolment target of 25,000 by 2020 were discussed. Members also noted the Plan had been developed in consultation with faculties and in line with the University’s Funding Agreement with the Commonwealth and subsequently endorsed by the Planning and Budget Committee at its meeting held on 9 October 2012.

13.1.1 Report of the meeting of the Audit and Review Committee held on 17 May 2012

13.1.2 Key Performance Indicators – Drivers and Targets – Ref F4755

The Audit and Review Committee had considered a paper on possible changes to the Key Performance Indicators (KPIs) and associated targets for the Annual Report 2012. The Committee noted the contrasting purpose of the Annual Report KPIs and performance indicators and targets provided in the OPP and recognized there will be an opportunity with the 2013 OPP to review the calibration and alignment of targets, but meanwhile the strategy proposed in Option 2 of the paper was the “best fit” solution. The Committee resolved 11/12 to endorse the proposed KPIs and targets presented in section 10 of the paper and forward them to Senate as required under the Treasurer’s Instruction 904U for approval.

(I) to approve Option 2 in the paper that the Annual Report Key Performance Indicators be limited to two areas – education and research and research training; and that greater alignment with the OPP performance indicators be achieved; and

(ii) to approve the proposed set of KPIs and targets for the Annual report 2012 outlined in Section 10 of the paper.

13.5.1 Divestment of 61 Louise Street, Nedlands Residential Property – Ref F20692

(i) to approve the divestment of the residential dwelling at 61 Louise Street, Nedlands, being the whole of lot 122 on Deposited Plan 3668 for not less than $1.25M; and

(ii) to approve the net proceeds of the eventual sale to provide for scholarships for students of the School of Music in accordance with the Late Reta Thornton’s will.

Members had before them a report detailing the proposed design of the IOMRC development and after consideration of the plans and developed design and on the recommendation of the Strategic Resources Committee

14. NATIONAL RENTAL AFFORDABILITY SCHEME (NRAS) - ST CATHERINE’S COLLEGE DEVELOPMENT – REF F32606

Members had before them documentation which provided an update on the NRAS St Catherine’s College Development. The purpose was to obtain a resolution from Senate in keeping with The University Colleges Act 1926, which will meet the procedural requirements of the project’s financiers, the National Australia Bank.

At the meeting of Senate held on 9 May 2011 Senate resolved (Resolution 22/2011) to allot 250 NRAS places to St Catherine’s College and approved the St Catherine’s College proposal subject to compliance with the University of Western Australia Act 1911; the University Buildings Act 1952 and the University Colleges Act 1926.

At the meeting of Senate held on 25 June 2012 Senate noted that pursuant to Senate Resolution R22/11 the Strategic Resources Committee had resolved (R.5/12) to approve the St Catherine’s College Proposal for 250 student accommodation and one apartment for the “Head of College” to be constructed on St Catherine’s College site on Stirling Highway, Nedlands.

The Development Application for the development for a new building comprising 235 dwellings and a further 15 refurbished dwellings was approved by the Metropolitan West Joint Development Assessment Panel on 9 November 2011. The St Catherine’s project team subsequently revised the plans for a more economical solution incorporating all 250 dwellings within the new build. This new scheme converts some of the amenity space to dwellings to accommodate the increase within the same footprint and similar envelope.

The College has yet to receive approval for the amended scheme. In the event that the amended development approval application is not approved the College will be procuring the construction of the 235 NRAS plus one dwellings development as previously approved by Senate and Planning Authority.

15. THE AUSTRALASIAN CENTRE FOR ITALIAN STUDIES FOUNDATION COMMITTEE – MEMBERSHIP – REF F30028

The University of Western Australia and the Cassamarca Foundation agreed by Deed executed on 4 June 2002 to establish the Australasian Centre for Italian Studies (ACIS) to promote Neo-Latin and Italian Studies within approved Universities in Australia. Under clause 4 of the Deed the UWA Senate is requested to fill a vacancy where a member ceases to be a member of the ACIS Committee. On recommendation from the Committee

to approve that Professor David Moss be appointed Chair and Associate Professor John Kinder be appointed Deputy Chair of the Australasian Centre for Italian Studies Foundation Committee.

16. TRINITY COLLEGE – NOMINATION OF SENATE APPOINTEE - REF F22543

The constitution of Trinity Council provides for the membership of a member nominated by the Senate for a period of three years. On the recommendation of the Trinity Council

that Associate Professor Jenna Mead be the Senate’s nominee on the Trinity Council for the period to 30 October 2015.

17. POISONS ADVISORY COMMITTEE – MEMBERSHIP – REF F23710

Section 8(3)(a) of the Poisons Act (1964) (“the Act”) provides for the nomination of a pharmacologist to be a member of the Poisons Advisory Committee. Section 14 of the Act provides for the appointment of a deputy. The terms for Associate Professor Joyce and his deputy, Associate Professor Philip Burcham, had expired and the Minister for Health had requested that the Senate nominate a member and deputy for appointment to the Committee by the Governor.

that Professor David Joyce be reappointed as a member and Professor Philip Burcham as deputy member of the Poisons Advisory Committee for a term of one year.

18. REPORT OF THE VICE-CHANCELLOR – REF F1326

Members had before them the Report of the Vice-Chancellor’s dated 29 October 2012. The Vice-Chancellor provided additional comment on two issues in the report:

The Review of Orientation

• The Review of Orientation was a review of all orientation activities and was not restricted to orientation camps.

• There were five evidence-based recommendations all of which have been accepted and are being implemented.

• The review included a student survey which has highlighted a need for further orientation and clarification of the academic expectations of students.

• Sponsorship of Orientation Programs by licenced clubs, alcohol manufacturers and suppliers is inappropriate as many students are under the age of 18 years.

UWA Futures

• Feedback received is being consolidated and brought together in a “digest”. This paper and the feedback received will be a major topic of discussion at the Senate Strategic Directions Seminar in February 2013.

• A formal process of consultation will be undertaken with each Faculty, Division and Academic Board.

• Input from the University community will lead to a new Strategic Plan by mid 2013.

• By way of context, the Vice-Chancellor outlined some of the financial challenges facing the Higher Education Sector. These include lack of opportunities for increased revenue from growth in domestic student enrolments (demand has been met by supply), decreases in enrolments by international students (several reasons including the high exchange rate of the Australian dollar), increasing disparity in the University’s cost base and level of indexation, recently announced decreases in research funding.

• The Higher Education Sector is facing structural changes, de-regulation, TEQSA approval and release of minimum standards will lead to the entrance of non-traditional, single focus, lean and mean operators into the market.

• The changes in technology leading to massive online open courses were discussed. It was acknowledged that the business model for this is still unfolding but there may be a number of possible options including economies of scale.

• Pedagogy is an issue discussed in “UWA Futures”. Service Learning will be pursued in the new year by the recently appointed DVC (Education)

• The EY Report and a similar report released by PA Consulting were mentioned. The Vice-Chancellor advised the meeting that the Asian Century White Paper will be reviewed and the University will consider what it needs to do to respond. In that context, possible future links and the need for coherent structural relationships with Singapore based Universities was recognized.
