6000 DETAILED HIGHWAY DESIGN (Version 2016a)

The Consultant shall not proceed with any activities in this Section 6000 without written authorization from the State.

The State shall obtain all necessary resolutions and agreements.

6100 Cost Estimating

6110 The Consultant shall develop, provide, and maintain the construction cost estimate for the project using the TRNS*PORT Estimator module of AASHTO’s TRNS*PORT Transportation Management Software. The (Consultant) (State) shall manage the estimate, including the pricing information. [Determine the regional policy regarding pricing input and specify clearly who will manage which portions of the estimate.]

6120 The Consultant shall update the estimate periodically and as necessary to incorporate significant design changes, and shall develop and provide the final Engineer's Estimate including all pay item quantity computations.

6130 The Consultant shall develop the required price analyses for major items and all lump sum items.

6140 [Include this task if the project includes bridge design performed by the State.]

The Consultant shall provide the combined estimate. The State shall provide the estimate for the structure share.

6200 Advanced Detailed Plans (ADP's) - Contract Drawings

The ADP's shall conform to the Project Development Manual and the Highway Design Manual.

The ADP’s shall include all applicable contract drawings from those outlined in Chapter 21 of the Highway Design Manual, which are required to convey the intent of the design of the project.

The ADP's are anticipated to include but are not limited to the following contract sheet drawings: [Customize this list to the project. 6210 The Consultant shall develop the design to the ADP completion stage. At this stage, all drawings, CADD files and associated materials (developed under Subsection 6300) shall be 100% complete, and the updated estimate shall include finalized quantities (developed under Subsection 6100) for at least 40% of the pay items.

6300 ADP Associated Materials

6310 The Consultant shall prepare cross sections at _____ ft intervals, which outline and annotate the existing ground and proposed roadway surfaces.

6320 The Consultant shall prepare the following associated 8½" x 11" materials:

• Price Analyses (developed under Task 6130)

6330 As early in Phase V as possible the Consultant shall prepare and provide the State with _____ copies of a Utilities Inventory Summary along with _____ copies of proposed alignment plans showing cut and fill and proposed right of way taking lines. The State shall distribute the summary and plans to the utility companies to determine the extent of utility involvement.

6340 The Consultant shall prepare and provide the State with a complete Feature Based Digital Terrain Model (DTM) of all existing and proposed surfaces.

6350 The Consultant shall review pedestrian facilities within the project limits with respect to Engineering Directive 15-004 and prepare an Excel spreadsheet documenting actual values of the critical elements for the design, layout and acceptance of pedestrian facilities. The Consultant shall also document justification (according to Chapter 2 of the Highway Design Manual) for retaining any nonstandard pedestrian facilities within the project limits.

6400 ADP Submission, Revision, and Comment Resolution

6410 [A Progress Plan submission and review is not a required procedural step. Include this task and Task 6420 only if it is a practical necessity.] The Consultant shall provide the State with _____ copies of Progress Plans when the ADP's have been developed to the stage where they contain, as a minimum:

• 1:_____ scale plans showing the base mapping grid, existing features, geometrically coordinated highway alignments, proposed pavement widths, drainage concepts, cut and fill lines, property owners, proposed right-of-way taking lines, intersection layouts and major utility relocations

• 1:_____ horizontal and 1:_____ vertical scale profiles showing the vertical datum reference, existing ground, vertical curve data, superelevation data, and utility and drainage crossings

• Typical sections showing pavement widths, material thicknesses, and item numbers for all materials used

• A preliminary Work Zone Traffic Control plan

• Cross sections (prepared under Task 6310)

6415 [Include this task only Task 6410 is included.] The Consultant shall prepare and provide the State with a complete Feature Based Digital Terrain Model (DTM) of all existing and proposed surfaces.

6420 [Include this task only if Task 6410 is included.] The State shall provide the consultant with review comments. The Consultant shall incorporate them into the ADP's, revising the design as necessary.

6430 [A Pre-ADP transmittal and review is not a required procedural step. Include this task and Task 6440 only if it is a practical necessity.] The Consultant shall compile and transmit _____ copies of Pre-ADP's (draft ADP's and accompanying materials) to the State for review. This shall occur _____ weeks before the Task 6450 ADP submission. The Pre-ADP's shall be completely developed to the ADP stage and shall include all of the contract drawings and accompanying material listed under Task 6210.

6440 [Include this task only if Task 6430 above is included.] The State shall provide the Consultant with comments. The Consultant shall incorporate them into the ADP’s, revising the design as necessary.

6450 The Consultant shall compile and transmit _____ copies of the ADP’s and accompanying materials

including CADD files, to the State for distribution and review.

6460 The State shall provide the Consultant with review comments. The Consultant shall assist the State in resolving them.

6470 The Consultant shall prepare and provide the State with a written list of individual comments and responses.

6480 The Consultant shall modify the design per State and other agency review of the ADP transmittal. (All work associated with cost estimating is covered under Subsection 6100.)

6500 Final Plans, Specifications, and Estimates (Design Phase VI)

All work associated with the Engineer's Estimate is covered under Subsection 6100.

6510 [A Pre-PS&E transmittal and review is not a required procedural step. For most projects the ADP submission is the Pre-PS&E (the original purpose and meaning of ADP's). Include this task and Task 6520 only if this extra review is a practical necessity.]____ weeks before the PS&E date the Consultant shall compile and transmit to the State _____ advance copies of the complete PS&E as a "Pre-PS&E" for review.

6520 [Include this task only if Task 6510 above is included.] The State shall provide the Consultant with review comments. The Consultant shall incorporate them, making revisions as necessary.

6530 The Consultant shall compile and transmit the PS&E materials to the State. They shall adhere to content and format requirements set forth in Chapters 20 and 21 of the Highway Design Manual. [If the project includes bridge design performed by the State, add the following sentence:] The State shall separately compile and transmit the bridge plans and specifications.

6540 After the PS&E transmittal and before the construction contract letting the Consultant shall make minor last-minute changes per State and other agency review. The Consultant shall keep a record copy of the PS&E as submitted to the State under Task 6530 and the last-minute changes.

6550 Immediately after the letting the Consultant shall assist the State in reviewing the proposal of the low bidder.

6560 Project Transfer

Upon completion of Design Phase VI the Consultant shall transmit the complete project information to the State.

The electronic information shall:

• be the same as the corresponding information appearing in the printed PS&E transmittal,

• conform with and include all CADD requirements outlined in Chapter 20 of the Highway Design Manual.

• contain all Amendment data,

• be uploaded to the project directory on ProjectWise.

6600 Miscellaneous Detailed Highway Design
