ELK TOWNSHIP BOARD OF SUPERVISORSMEETING MINUTESOctober 1, 2018The Elk Township Board of Supervisors October Meeting convened at 7:00 PM at the Elk Township Building, Lewisville, PA. The following Supervisors were present: Chairman Albert Jezyk, Jr., Vice Chairman Estace Walters, and Member James George. Public Comment on Agenda ItemsNo public comment.ADMINISTRATIVE ACTION/PRESENTATIONS/CORRESPONDENCEExecutive Session w/Rachel Prescott Roberts Re: Patricia DuPont PropertyAlbert Jezyk announced that an Executive Session was held tonight with Rachel Prescott Roberts, Interim Executive Director of The land Conservancy for Southern Chester County. The purpose of the Executive Session was to discuss the Patricia DuPont property.Rachel Prescott Roberts, Interim Executive Director, The Land Conservancy for Southern Chester CountyRachel Prescott Roberts and Abby Kessler provided information about the goals for the Patricia DuPont property.Public Comments: Stephen Roberts asked how the property will be used; Milt Rudy asked if it will have an information center; and Lin Klein asked about parking and hunting.Rachel explained that the use will be passive recreation, the property will be managed for habitat and natural resources, there will be low impact on the land, there will be no motorized vehicles, and they will provide environmental education. Abby explained that there will be a kiosk but not a visitor center, there will be at least one trail with more trails added later, there will be a gravel parking but not sure how big, and they usually have a hunting coordinator and system for monitoring hunting licenses.Estace Walters asked how long the trail be.Abby responded that it will probably be a mile.The Board thanked Rachel and Abby for time and efforts.Robert A. Hotchkiss, Jr., Chief Executive Officer, Southern Chester County EMSRobert (Bob) A. Hotchkiss, Jr., Chief Executive Officer of Southern Chester County Emergency Medical Services (SCCEMS) provided an overview of services provided. SCCEMS has provided advanced life support services for about thirty-five (35) years and there are two (2) units 24/7 and has a community-based Board of Directors including members of the fire company. SCCEMS is funded one-half from billing, a large percentage of which are Medicare, and the 1/10th mil from municipalities. Elk Township, everyone in Oxford, and about thirteen (13) municipalities provide 100% of the requested funding. SCCEMS would not be able to operate without this funding.Albert Jezyk asked if the 911 dispatch determines who responds.Bob responded that the 911 dispatch determines who responds and SCCEMS is sent only when needed. Public Comment: Steve Roberts asked if the maintain full staffing.Bob responded that there’s very little turnover, and that medics must have 3-5 years’ experience and be comfortable with long transport times. Albert Jezyk asked if Jennersville and Avon Grove are staffed 24/7.Bob responded that there’s one (1) paramedic per station and four (4) vehicles with two (2) vehicles in service at any time.Jim George asked how much funding is received from donations.Bob responded that about 10% is received from donations. Estace Walters asked about the cost for a defliblator. Bob responded that it costs about $1,000.Albert Jezyk asked about funding from municipalities and insurance billing.Bob responded that London Grove thought it was unfair and wanted to re-do it based on usage, and that SCCEMS has a good insurance billing service.The Board thanked Bob for attending and providing information.PA Game Commission Hunter Access Program Agreement Albert Jezyk stated that the Board has previously discussed this issue.On a motion made by Jim George, seconded by Estace Walters, the Board agreed to sign the PA Game Commission Hunter Access Program Agreement. The vote was unanimous.Public Comment: Lin Klein asked if there is hunting now.Albert Jezyk responded that the permits have been issued for this seasonApplication for Variance - Casey Rhoads & Adrian Ward; Zoning Hearing Scheduled for 10/29/18 @ 7:00 PMAlbert Jezyk stated that the Casey Rhoads & Adrian Ward zoning hearing is scheduled for October 29, 2018 at 7:00 PM. 2019 Budget Work Meeting – Monday, 10/22/18 @ 6:00 PMThe Board agreed to hold the 2019 Budget Work Meeting on Monday, October 22, 2018 at 6:00 PM. The Board previously discussed the SPCA limited and full contracts and will probably stay with the full contract. STAFF REPORTSSecretary’s ReportOn a motion made by Estace Walters, seconded by Jim George, the September 10, 2018 Board of Supervisors Meeting Minutes were approved. The motion was unanimous.Treasurer’s ReportOn a motion made by Jim George, seconded by Albert Jezyk, the Bills to be Paid for October except for Roadmaster were approved. The vote was unanimous.On a motion made by Jim George, seconded by Albert Jezyk, the Bill to be Paid for Roadmaster was approved. Estace Walters abstained from the vote.Tax CollectorSeptember 2018: $41.79Planning CommissionSeptember Meeting Minutes: Planning Commission reviewed the Casey Rhoades variances for a taller roof for their garage on Reisler Road. Building/Zoning ReportAugust/September: Zoning Permits 3; Building Permits 3; Demolition Permits 1.RoadmasterRoadmaster Estace Walters reported that he got the truck inspected; met with Dave Harlan about jobs to do; Dave Harlan put in rip at Camp Bonsul Road and did some preparation for paving King Row Road; and he met with a resident on Baker Road about water running down their property.Estace stated that the truck is a 1999 550 Super Duty, has 25,385 miles, and has rust on the undercarriage. The Board will eventually need to talk about a new truck. Estace stated that it will cost about $90,000 to pave King Row Road (? down from covered bridge to Route 472). Estace will look at Reisler Road and whether there’s funds to pave it. Emergency Management CoordinatorEmergency Management Coordinator Stephen Roberts reported that he and Milt Rudy represented OXREM at the apple festival and gave out information about emergency preparation, Smart 911, and Ready Chesco. OXREM made minor revisions regarding voting (one rep/one vote) to its by-laws. Oxford Area Recreation AuthorityAlbert Jezyk stated that OARA did not have a quorum in August or September and has cancelled its October 18th meeting. The authority will have a special meeting on October 4th. OLD BUSINESSSpringlawn Road TrailEstace Walters stated that the “dogs must be leashed” signs have been ordered, and that he spoke with Pal Durborow about a downed tree and a tree hanging down. NEW BUSINESSOxford Region Multi-Municipal Comprehensive PlanAlbert Jeyzk stated that the members need meet to discuss how to pursue the actions in the comprehensive plan.Union Fire Company Liaison MeetingAlbert Jezyk stated that Union Fire Company (UFC) is having the same issues with insurance and billing, may need a full-time employee in the future, and is getting ready to buy a new ladder truck.
