Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire PES Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Labor Categories Descriptions

Administrative Support: Collects and analyzes applicable technical documentation. Organizes material and writes descriptive copy according to establish standards regarding order, clarity, conciseness, style, and terminology. Reviews published materials and recommends revisions or changes in scope, format, content, and methods of reproduction and binding.

Minimum Education: High School Diploma

Minimum Years’ Experience: 5 years

Aerospace Engineer: Supports Aerospace Engineering efforts that provide engineering, technical, and managerial direction for problem definition, analysis, requirement development, and implementation for complex systems. Participates in efforts that develop recommendations and advice on system development, improvements, optimization, or support efforts.

Minimum Education: BS in Aerospace or Aeronautical Engineering or Engineering related field

Minimum Years’ Experience: Bachelor's Degree should have 10 years; Master's Degree should have 2 years

Aerospace Engineer – Senior: Leads Aerospace Engineering efforts that provide engineering, technical, and managerial direction for problem definition, analysis, requirement development, and implementation for complex systems. Atmospheric Scientist – Junior: Supports efforts that require training in weather forecasting, prediction trends, environmental impacts of weather, weather patterns, meteorological phenomena, and other atmospheric concerns. Must have a degree as a Scientist in a discipline that supports one or more of the phases of engineering of the project, including, but not limited to: Atmospheric Sciences, Physics, Chemistry, Biology, Earth Sciences, Computing Technologies, Communications Technologies, modeling and simulation, algorithm development, statistical analysis etc., in compliance with current Industry and Government practices. Works with direction on program assignments. Analyzes data, performs research, designs simulations, and provides information to program engineers to as to the application of engineering principles to Atmospheric and other related concerns.

Minimum Years’ Experience: 0 years

Minimum Years’ Experience: 15 years’ experience in business, at least 5 years’ experience with Engineering contracts

Network Engineer: Must have a minimum of 5 years of experience as an engineer in Network, Electrical, Mechanical, or Computer Engineering or “sub-disciplines” related to them including, but not limited to the following examples: Safety, Aerospace and Electronic Systems, Information Theory, Communications, Engineering Management, etc. Duties typically involve performing engineering services that may include but are not limited to the following: engineering studies and analyses; technology planning; systems architecture development; requirements development; concept development; systems design; system development and integration; test and evaluation; systems operation; control of systems and components; integrated logistics support; modeling and simulation; configuration management; network configuration; and systems acquisition and life-cycle management in compliance with current Industry and Government practices. Minimum Education: BS in Computer Engineering, Computer Technology, Network Engineering, or Engineering related field

Minimum Years’ Experience: 5 years

Principal Investigator: Must have a minimum of 10 years of working experience as a technical manager in at least one of the disciplines of Technical Program/Project Management, Cost Management, Life-cycle Management or Project Administration and Contract Management involving such efforts as Engineering Programs, Scientific Studies and Analysis, Logistics Programs or Systems Acquisitions or related programs consistent with current Industry and Government practices. Works independently. Duties center on planning, organizing, controlling and directing the technical, administrative, financial, contractual, and personnel actions required in the performance of a contract. Is involved with work to be accomplished and directs engineers in their duties.

Minimum Education: Bachelor's Degree in Engineering or discipline related to work being performed

Minimum Years’ Experience: 10 years or MS + 2 years

Program Manager: Responsible for the day to day execution of a project of one or more teams including all technical and functional oversight. Serves as central point of contact for customer for project, and is responsible for all areas of project management. No minimum experience managing programs.

May write code and complete programming, testing, and debugging of applications. Provides input for documentation on new and existing programs.

Minimum Years’ Experience: 2 years

Senior Software Engineer: Must have a minimum of 10 years of progressive programming experience in software design, development, and maintenance, system administration, and data base administration. Must have experience in engineering systems programming as a lead programmer and be able to work independently on complex programs. Uses third- and fourth-generation or current state-of-the-art equipment and languages to develop and prepare diagrammatic plans for solution of engineering, communications, tactical, and strategic problems. Designs and develops detailed programs, flowcharts, and diagrams showing the mathematical computations and sequence of operations necessary to copy and process data and print results in compliance with current Industry and Government practices. Leads teams of Software Engineers; provides entire team with technical information and expertise.

Minimum Education: Bachelor's Degree in Software Engineering or Engineering related field

Minimum Years’ Experience: 10 years or MS + 2 years

Senior Staff Scientist: Must have a minimum of 5 years’ experience as a Scientist in a discipline that supports one or more of the phases of engineering inherent to the project including, but not limited to: Physics, Chemistry, Biology, Earth Sciences, Computing Technologies, Communications Technologies, modeling and simulation, algorithm development, statistical analysis etc., in compliance with current Industry and Government practices. Software Engineer: Designs, develops, and implements algorithms to solve engineering problems. Conducts quality control of software development. Conducts proactive risk identification and mitigation of stofware deveopment process. Has experience in devising possible solutions to predicted problems, evaluating other options, working as part of team, combining all elements of the program design and testing it, testing sample datasets to check that output from the program works as intended. Integral to successful completion of professional engineering projects.
