MEMORANDUM FOR PUBLIC REVIEW FROM: 88 CEG/CEIEA SUBJECT: Public Notice for Action in the Floodplain 1. This public notice is to meet the requirements of Executive Order 11988 for early

determination of actions affecting floodplains so that the public can have impact on the decision outcome. The public review period is for 30-days. 2. The proposed activity details can be found in the attached Air Force (AF) Form 813. 3. The method used to determine the 100-year floodplain is a Geographical Information System (GIS) utilizing the elevation layer (813.4') in coordination with United States Geological Survey (USGS) and Miami Conservancy District (MCD). The proposed action needs to occur within the floodplain because there are no locations outside of the floodplain on WPAFB that can be used. 4. Initial environmental analysis suggests that the proposed activity does not adversely impact the floodplain. Please see the attached Air Force (AF) Form 813 Request for Environmental Impact Analysis with maps of the locations mentioned above. A coordination letter was sent to MCD. Any comments from the general public, MCD, or other partner organizations will be incorporated into the final analysis and the determination if additional environmental assessment is needed. 5. 18. REMARKS

Project qualifies for CATEX A2.3.11 "Actions similar to other actions which have been determined to have an insignificant impact in a similar setting as established in an EIS or an EA resulting in a FONSI. The EPF must document application of this CATEX on AF Form 813, specifically identifying the previous Air Force approved environmental document which provides the basis for this determination." Facility demolition is similar to facility demolition covered in the the EA titled "Demolish Multiple Buildings - Phase II WPAFB, Ohio signed 29 Sep 14" and the construction of the canopy shelter is similar to the construction of the canopy structure covered in the EA titled Warfighter Training Center Lateral Drift Training Facility signed on 6 Feb 18.

SECTION I PROPONENT INFORMATION

4. Purpose and Need for Action (continuation of Block 4): Military troops need a place to safely conduct field training activities. The Warfighter Training Center (WTC) is WPAFB's designated field training site. The training site contains multiple facilities which require maintenance and repair to make them suitable for field training activities. Additionally, the site contains outdated equipment and dilapidated facilities which need to be removed to create space for field training exercises. Furthermore, a shelter is needed to protect troops from inclement weather during training activities.

5. Description of Proposed Action and Alternatives (continuation of Block 5): The preferred action is to demolish 5 concrete bunkers (320 SF) and two dilapidated storage facilities (702 SF) (see attached map). Debris will be removed off site. Areas where facilities are removed will be leveled, graded and seeded. Outdated inoperable refrigeration equipment will also be removed (170 SF). A total of 1,192 SF will be removed from the floodplain.

A shelter will be constructed at the site in the vicinity of two existing structures (see attached map). CEG will purchase a metal frame canopy kit (20' x 40') to be installed over a concrete pad at the WTC. The site will be prepared and excavated for footer/foundation system as needed for construction of the canopy structure. The shower facility will be repaired, heating system in kitchen facility replaced and vents installed in buildings as required to remove moisture.

Alternative: The alternative would be to leave existing outdated and dilapidated structures in place and perform minimal maintenance on the remaining facilities. Purchase and deploy portable showers and heaters during training exercises. To protect troops from inclement weather portable canopies would be purchased and utilized during training activities. This alternative leaves facilities taking up valuable training space and the purchase of portable equipment and facilities is not ideal for the frequency the WTC is utilized.

SECTION II PRELIMINARY ENVIRONMENTAL SURVEY

7. Air Installation Compatible Use Zone (AICUZ): There would be short-term minor impacts on ambient noise due to noise from site preparation, excavation, and construction activities.

8. Air Quality: Short-term construction-related emissions generated on base (particulate matter and engine exhaust emissions). Emissions would be minor and short in duration. Regional Air Pollution Control Agency required for demolition activities.

9. Water Resources: There would be short-term, cumulative impacts to surface water from the Proposed Action. Best Management Practices (BMPs) will be implemented to control erosion during construction-related activities. Contact the Storm Water PM at 257-5899 prior to beginning demolition activities.

10. Safety and Occupational Health: Health and safety requirements for construction site need to be implemented during demolition and construction activities.

11. Hazardous Materials/Waste: All hazardous materials must be managed IAW the WPAFB Hazardous Material Management Plan. All hazardous waste shall be turned over to WPAFB Environmental Branch for proper disposal. Waste generated from demolition will be segregated and recycled to the maximum extent possible.

12. Biological Resources: The storage capacity of the retarding basin shall not be adversely affected. It is expected negative net gain to the retarding basin of the floodplain due to the demolition and removal of structures. Coordination and approval from the Miami Conservancy District required.

13. Cultural Resources: No impact. None of the structures are considered historical and the area has been previously disturbed.

14. Geology and Soils: No issues identified.

15. Socioeconomic: No impact on the economy.
