This glossary listing includes terms, acronyms and definitions used by NIB and its associated agencies to conduct business.

26 Closures Status ? The classification of successful employment outcomes determined by state vocational rehabilitation programs.

3PL -- Third-Party Logistics

75/25% Ratio -- 75% of the direct labor hours must be performed by individuals who are blind or who have severe disabilities; to 25% of direct labor hours performed by persons who are not blind or non-disabled.

8A -- Section 8(a) of the Small Business Act that established the Minority Business Enterprise Program

A-76 -- Office of Management and Budget Circular 76 referring to privatization of current government activity

A List -- Commodity products with mandatory purchasing preference; Total Government Requirement; widely available through GSA and commercial distribution channels. Wholesaler support required for office products (support is driven by anticipated sales). Delivery timeframes consistent with industry best practices. ETS blocking for all A List products.

AA -- Affirmative Action

AAPD -- American Association of People with Disabilities

AAFES -- Army & Air Force Exchange Service

AbilityOne Program -- The AbilityOne Program, formerly known as the Javits-WagnerO'Day Program (effective April 2007), was created by the Javits-Wagner-O'Day Act to provide employment opportunities for Americans who are blind or have other severe disabilities. These jobs involve the sale of goods or services to the federal government.

ABM -- Activity-Based Management

Abstract -- Procurement form used to record bid or proposal evaluation information

ABU -- Airman Battle Uniform

ABVI -- Association for the Blind & Visually Impaired, Rochester, New York - AbilityOne Catalog Fulfillment Center

ACB -- American Council of the Blind

ACC -- Air Combat Command, Major Command (MAJCOM) of the Air Force

Acceleration of Delivery -- Early delivery of supply items authorized by Contracting Officer; must be in writing.

Acceptance -- The act of an authorized representative of the federal government assuming ownership of certain supplies as partial or complete performance of a contract.

Accreditation -- Certification by a duly recognized body of the facilities, capability, objectivity, competence, and integrity of an agency, service or operational group or individual to provide the specific service(s) or operation(s) needed.

ACH -- Advanced Combat Helmet

ACO -- Administrative Contracting Officer

Act -- Legislation passed by Congress

ACU -- Advanced Combat Uniform

ADA -- Americans with Disabilities Act

Addition Package -- A set of documents provided to the U.S. AbilityOne Commission staff to have a product, service, Base Supply Center, or Military Resale item added to the government Procurement List.

Address Activity Code -- Allows vendors to purchase goods from the General Services Administration (GSA) or the Department of Defense. Number is provided by GSA.

ADF -- Annual Demand Frequency

Administrative JDA -- Javits-Wagner-O'Day Development Support Administrator

Administrative Lead Time -- The phase in the procurement cycle consisting of the time interval between the dates of the supply control study to the award of a contract to a vendor.

ADPE -- Automatic Data Processing Equipment

ADQ -- Annual Demand Quantity

ADS -- Atlantic Diving Supply

ADV -- Annual Demand Value

Adventitious Blindness -- A state of blindness that results from a trauma, accident or disease and affects a person who has had sighted experience

AER -- Association for Education and Rehabilitation of the Blind and Visually Impaired

AF -- Air Force

AFB -- Air Force Base OR American Foundation for the Blind

AFCU -- Air Force Combat Uniform

AFLC -- Air Force Logistics Command

AFMC -- Air Force Materiel Command

Agency Allocation -- One of the methods by which NIB makes an equitable distribution of orders from the federal government to its associated agencies; The percentage of a customer's requirement made by a specific NIB agency.

Agency Code -- A three letter code used to identify NIB associated agencies. The first two letters indicate in which state the agency is headquartered, and the third typically indicates the city. For a full listing of agency codes, contact Harlan Erker at herker@

AIDB -- Alabama Institute for Deaf and Blind

ALA -- American Logistics Association

ALC -- Air Logistics Command

ALL -- Acceptable Laboratory List (issued by the Defense Personnel Support Center) OR Affiliated Leadership League of and for the Blind of America

AMC -- Army Materiel Command OR Air Mobility Command (Air Force)

AMSAN -- American Sanitary Inc.

ANSI -- American National Standards Institute; not a standards-writing body; ensures that member organizations that write standards follow rules of consensus and broad participation by interested parties. ANSI is the U.S. member of ISO.

APA -- Administrative Procedures Act

APC -- Annual Price Change; annual or semi-annual review of NSN pricing and the basis for current rates on the Procurement List to determine if they are fair and reasonable.

Appropriations -- U.S. House of Representatives and Senate Treasury Appropriations Subcommittees that determine the funding for the Committee for Purchase

AR -- Assignment Roster

ARB -- Air Force Reserve Base

ARO -- After Receipt of Order

ARN -- Apparel Research Network; DLA program to improve U.S. apparel industry's ability to meet DoD requirements through research, development, and technology transfer for the apparel and related industries such as distribution, equipment, and materials suppliers.

ASL -- Acceptable Supplier List (issued yearly by DPSC) OR Assignment Letter sent to a nonprofit agency indicating that they have been officially assigned a product for development (internal).

ASQC -- American Society for Quality Control; a professional, nonprofit association that develops, promotes, and applies quality-related information and technology to private and public sector organizations

ASPPO -- Armed Services Production Planning Officer

Assignment (Agency) --The authorization NIB gives to an associated agency to develop a product, service, Base Supply Center or Military Resale item. Agency assignments are for six-month terms.

Assignment (CNA) -- The authorization the U.S. AbilityOne Commission gives to NIB or SourceAmerica to develop a product, service or Base Supply Center. CNA assignments are for two-year terms.

AT -- Adaptive Technology; specialized equipment that enables people who are blind or disabled to use technology (i.e., JAWS, Magic, which reads and converts data into voice)

ATP ? Authorization to Proceed; written notification to a subcontractor allowing work to commence before the actual contract is in place. An ATP includes the agency, scope, period of performance and the not-to-exceed dollar amount the agency may incur during the duration of the ATP.

Audit ? A systematic evidence gathering process carried out by person independent of process or group. There are three types of audits: First Party (e.g., by Internal Auditors); Second Party (e.g., by DCMA); Third Party (e.g., by Registrars)

Auditor -- Person qualified to conduct quality system audits. In the International Organization of Standardization (ISO) system, auditors work for organizations called registrars.

Authorization -- Basic legislation to establish or continue the legal operation of a federal program or agency

Authorized AbilityOne Distributor -- An organization authorized by the U.S. AbilityOne Commission to stock and distribute AbilityOne products. To receive authorization, the commercial organization must agree to certain terms and conditions established by the Committee in its procedures, including the requirements to eliminate essentially-the-same (ETS) items from its product offering, and to block the sale of ETS items and substitute the AbilityOne item.

Availability -- Capacity of an item to perform designated function when required.

Award -- An announcement by the federal government regarding the vendor selected for a specific solicitation.

B List -- Commodity products with demand across many federal agencies but less than universal (Broad Government Requirement - BGR); distributor support (stocking and selling) is market-driven by sales potential, delivery timeframes and comparable product offerings. Distributions must sell B-List items if they offer the comparable commercial product families. GSA sponsors and sells these products through channels with AbilityOne purchase preference. Federal distributors do not have to support these items, but they cannot sell the commercial ETS equivalent on any GSA schedules. ETS blocking allowed on a product-specific basis.

BA -- Bid Abstract

Base Date -- The date on which the base price was established. It is the beginning of the period for which inflation factors are applied.

Base Price -- The price established by the U.S. AbilityOne Commission for a product or service, excluding any inflation factors.

Base Year -- Each time the U.S. AbilityOne Commission makes a Fair Market Price determination for a project, a base price is established. Normally, contracts are awarded with a base price/base year and four (4) follow-on years.

BCA -- Business Case Analysis; document prepared by the nonprofit producing agency in conjunction with the product manager; becomes a part of addition package.

Beneficiaries -- People with disabilities served by the AbilityOne Program (also called consumers).

Berry Amendment -- Act that requires the Department of Defense (DoD) to give preference in procurement to domestically produced, manufactured, or home-grown products, notably food, clothing, fabrics and specialty metals.

BGR -- Broad Government Requirement (See B List)

BIA -- Bindery Industry Association

Bid Sample -- Required by the invitation for bid (IFB) to show the characteristics of the product offered in a bid.

Bidders Mailing List -- A list maintained by federal procurement offices of organizations capable of supplying products and services purchased by that office

Bill of Lading (BOL) -- The written acknowledgment of the receipt of goods for movement by the carrier and the contract for the movement.

Bill of Materials -- A listing of all materials, components, packaging and usage that goes into the manufacture of an item.

Biobased -- These SKILCRAFT? products are made using renewable, domestic, agricultural materials.

Biodegradable -- This symbol represents products that are designed to compost quickly, completely and safely, without leaving any residues.

BOA -- Basic Ordering Agreement or Blanket Ordering Agreement; a purchasing contract that is issued by a single agency for the purchase of specified products at specified terms; used by many agencies to purchase commodity and niche products.

BPA -- Blanket Purchasing Agreement

BPOC ? Business Process Operations Council

BRAC -- Base Realignment and Closure; federal legislation that specifies the closing of selected military bases

Brand Name (or Equal) -- A commercial product described by brand name, make, or model. A contractor may bid on the item described, or may offer another product equal or better in all characteristics.

BSC -- Base Supply Center; These are retail stores operated by NPAs that provide government customers convenient access to thousands of high quality, competitively priced SKILCRAFT and other name brand products as well as Hazardous Materials (HAZMAT) services, Individual Equipment Element (IEE), and other services.

BSI -- British Standards Institute; British standards-writing organization

BSM -- Business Systems Modernization

Business Process Operations Council (BPOC) ? The BPOC is primarily responsible for scoring and recommending the priority of business process improvement ideas that are submitted for project consideration.

Buy American Act -- Law that imposes restrictions on the procurement of foreign supplies and construction materials.

BVA -- Blinded Veterans Association

BWY -- Blind Work Year; measurement of direct labor provided by visually impaired employees in the production of goods or services; one (1) BWY equals 2000 direct labor hours

BX -- Military Base Exchange; usually Navy or Air Force

C List -- Niche products and most textile products are C List; most often designed and manufactured to meet the needs of a single federal agency; sponsored by the single
