MINUTES TO THE RESIDENTIAL BUILDING COMMITTEE MEETING OF

July 14, 2010

The regular monthly meeting of the Residential Building Committee was called to order by the Chairman at 9:30 a.m. in the Conference Room of the Board’s offices, Baton Rouge, Louisiana. Members of the Residential Building Committee present:

Mr. Dana Dugas, Board Member led the members and audience in the Pledge of Allegiance which was followed by an invocation given by Retired Judge Darrell White

Retired, Judge Darrell White introduced himself and advised those present of his duties.

A MOTION was made by Mr. Dugas and seconded by Ms. Wendel to accept the Minutes of the June 2, 2010 regular meeting as typed. The motion passed.

Mr. Baroni came to the stand and was sworn in. Mr. Baroni denied the violation. Ms. Laborde called Investigator Carl Bourque to the stand and was sworn in. The Ms. Laborde questioned Mr. Bourque regarding his duties as a compliance investigator and his investigatory findings. The attorney reviewed the exhibit packet with investigator. Mr. Bourque summarized receiving a complaint of the construction project. Ms. Laborde requested to submit the exhibit packet into record as legal evidence. Retired Judge White accepted. Mr. Baroni reviewed checks with Mr. Bourque. Mr. Baroni stated he did work on the house which was over $7,500.00 worth. Retired Judge White admitted to chairman. Ms. Laborde questioned Mr. Baroni in reference to doing work on the home, negotiating payments and not holding a contractors license. A MOTION was made by Mr. Ward and seconded by Ms. Wendel that the following application(s) for home improvement registrations be approved pending all requirements being met as long as they are or it is initialed by a member of the Residential Building Committee and that the registration certificate be issued as soon as staff has determined that all requirements have been met for or beginning with A NEW BEGINNING REFINISHING, LLC and ending with WOODWORKING SPECIALTIES, INC. The Motion passed

TO OPEN THE AGENDA

A MOTION was made by Mr. Dugas and seconded by Mr. Ward to open the Agenda for additional discussion. The Motion passed.

Mr. McDuff discussed the movement to electronic meeting utilizing laptops for each board member. He announced an orientation on August 19, 2010 at the Commercial Board Meeting.

A discussion was conducted regarding potential changes in LSLBC insurance coverage for home improvement and residential/new construction contractors. Ms Laborde will review issues discussed and make a recommendation to the Board at a future date.

A discussion was conducted on raising the Continuing Education requirements from four (4) hours to six (6) hours. This matter will be brought the Commercial Board at their next meeting.

There being no further business a MOTION was made by Mr. Dugas and seconded by Mr. Ward to adjourn the meeting. The Motion passed.
